Prevailing Rate Systems; Special Wage Schedules for Nonappropriated Fund Automotive Mechanics
The U.S. Office of Personnel Management is issuing a final rule to establish special wage schedules for the Department of Defense's (DOD's) nonappropriated fund (NAF) automotive mechanics. These special wage schedules will replace the current commission pay practice covering DOD's NAF automotive mechanics with a flat rate pay system. Implementation of a flat rate pay system will better align the pay practice for compensating NAF automotive mechanics with current prevailing pay practices in the private sector.
Solicitation of Federal Civilian and Uniformed Service Personnel for Contributions to Private Voluntary Organizations
The Office of Personnel Management (OPM) is issuing final regulations concerning the Combined Federal Campaign (CFC). These final regulations are being issued in order to strengthen the integrity, streamline the operations and increase the effectiveness of the program to ensure its continued growth and success. They were designed in response to the recommendations of the CFC-50 Commission in the Federal Advisory Committee Report on the Combined Federal Campaign, issued in July, 2012. As such, we expect these regulations will improve donor participation, CFC infrastructure, and standards of transparency and accountability.

The Federal Prevailing Rate Advisory Committee is issuing this notice to cancel the September 18, 2014, public meeting scheduled to be held in Room 5A06A, U.S. Office of Personnel Management Building, 1900 E Street NW., Washington, DC. The original Federal Register notice announcing this meeting was published Thursday, November 26, 2013, at 78 FR 70599.
Prevailing Rate Systems; North American Industry Classification System Based Federal Wage System Wage Surveys
The U.S. Office of Personnel Management (OPM) published a final rule in the Federal Register on September 23, 2013 (78 FR 58153), updating the 2007 North American Industry Classification System (NAICS) codes used in Federal Wage System wage survey industry regulations with the 2012 NAICS revisions published by the Office of Management and Budget. The final rule inadvertently omitted deleting two NAICS codes from the list of required NAICS codes in the Electronics specialized industry in 5 CFR 532.313. This document corrects this error.

Privacy Act of 1974: New System of Records
The Office of Personnel Management is proposing to add a new system of records to its inventory of record systems subject to the Privacy Act of 1974 (5 U.S.C. 552a), as amended. This action is necessary to meet the requirements of the Privacy Act to publish in the Federal Register notice of the existence and character of records maintained by the agency (5 U.S.C. 552a(e)(4)). The Integrity Assurance Officer Control Files (Internal 20) system of records has been operational since February 2005 without incident. Previously, OPM has relied on preexisting Privacy Act system of records notices for the collection and maintenance of these records. In an effort to increase transparency, OPM is publishing a separate notice for this system.

Hispanic Council on Federal Employment
The Hispanic Council on Federal Employment (Council) is cancelling the April 17, 2014 Council meeting and will hold its remaining 2014 Council meetings on the dates and location shown below. The Council is an advisory committee composed of representatives from Hispanic organizations and senior government officials. Along with its other responsibilities, the Council shall advise the Director of the Office of Personnel Management on matters involving the recruitment, hiring, and advancement of Hispanics in the Federal workforce. The Council is co-chaired by the Chief of Staff of the Office of Personnel Management and the Chair of the National Hispanic Leadership Agenda (NHLA). The meeting is open to the public. Please contact the Office of Personnel Management at the address shown below if you wish to present material to the Council at any of the meetings. The manner and time prescribed for presentations may be limited, depending upon the number of parties that express interest in presenting information.
