Notice of Federal Long Term Care Insurance Program Open Season
The Office of Personnel Management (OPM) is announcing an Open Season for the Federal Long Term Care Insurance Program (FLTCIP). All eligible individuals who are not currently enrolled in FLTCIP may apply for coverage, including employees, annuitants, and other members of the Federal family. Active workforce members, their spouses, and same-sex domestic partners of civilian active workforce members will be subject to abbreviated underwriting. The addition of same-sex domestic partners of civilian active workforce members as a new type of qualified relative eligible to apply for FLTCIP coverage is pursuant to the President's Memorandum of June 17, 2009 on Federal Benefits and Non- Discrimination which requested that OPM, in consultation with the Department of Justice, extend certain benefits that can be provided to same-sex domestic partners of Federal employees consistent with Federal law. All other qualified relatives will be subject to the Program's standard requirements for full underwriting of applications.
Hispanic Council on Federal Employment
The Hispanic Council on Federal Employment will hold its initial meeting on February 11, 2011, at the time and location shown below. The Council is an advisory committee composed of representatives from Hispanic organizations and senior government officials. Along with its other responsibilities, the Council shall advise the Director of the Office of Personnel Management on matters involving the recruitment, hiring, and advancement of Hispanics in the Federal workforce. The Council is co-chaired by the Chief of Staff of the Office of Personnel Management and the Assistant Secretary for Human Resources and Administration at the Department of Veterans Affairs. The meeting is open to the public. Please contact the Office of Personnel Management at the address shown below if you wish to present material to the Council at the meeting. The manner and time prescribed for presentations may be limited, depending upon the number of parties that express interest in presenting information.
Excepted Service
This gives notice of OPM decisions granting authority to make appointments under Schedules A, B, and C in the excepted service as required by 5 CFR 213.103.
Pay Under the General Schedule and Recruitment, Relocation, and Retention Incentives
The U.S. Office of Personnel Management (OPM) is issuing proposed regulations to improve oversight of group recruitment incentive determinations and all retention incentives; add succession planning to the list of factors that an agency may consider before approving a retention incentive; provide that OPM may require data on recruitment, relocation, and retention incentives from agencies on an annual basis; and make additional minor clarifications and corrections.
