The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment a draft regulatory guide (DG), DG-1383, ``Acceptability of ASME Code Section XI, Division 2, `Requirements for Reliability and Integrity Management (RIM) Programs for Nuclear Power Plants,' for Non- Light Water Reactors.'' This proposed DG describes an approach that is acceptable to the NRC staff for the development and implementation of a preservice inspection (PSI) and inservice inspection (ISI) program for non-light water reactors (non-LWRs). It endorses, with conditions, the 2019 Edition of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (ASME Code), Section XI, ``Rules for Inservice Inspection of Nuclear Power Plant Components,'' Division 2, for non-LWR applications. This RG also describes a method that applicants can use to incorporate PSI and ISI programs into a licensing basis.

The U.S. Nuclear Regulatory Commission (NRC) is considering an application for the subsequent license renewal of Renewed Facility Operating License Nos. DPR-67 and NPF-16, which authorize Florida Power & Light Company (FPL or the applicant) to operate St. Lucie Plant (St. Lucie), Unit Nos. 1 and 2. The subsequent renewed operating licenses would authorize the applicant to operate St. Lucie for an additional 20 years beyond the period specified in each of the current renewed licenses. The current renewed operating licenses for St. Lucie expire as follows: Unit 1 on March 1, 2036, and Unit 2 on April 6, 2043. Because this application contains sensitive unclassified non-safeguards information (SUNSI), an order imposes procedures to obtain access to SUNSI for contention preparation.

The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment a draft NUREG, NUREG-2159, ``Acceptable Standard Format and Content for the Fundamental Nuclear Material Control Plan Required for Special Nuclear Material of Moderate Strategic Significance.'' This draft NUREG provides information to facilitate compliance with NRC regulations applicable to fundamental nuclear material control plans.

The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment a draft regulatory guide (DG), DG-1382, ``Preparing Probabilistic Fracture Mechanics Submittals'' and accompanying draft NUREG/CR-7278, ``Technical Basis for the use of Probabilistic Fracture Mechanics in Regulatory Applications.'' This DG is proposed new Regulatory Guide (RG) 1.245. This draft guide describes a framework to develop the contents of a licensing submittal that the staff of the NRC considers acceptable when performing probabilistic fracture mechanics (PFM) analyses in support of regulatory applications. The draft NUREG provides the technical basis for DG-1382.

The U.S. Nuclear Regulatory Commission (NRC) is requesting comments on its Fiscal Years (FYs) 2022-2026 Full Draft Strategic Plan. The Full Draft Strategic Plan provides the agency's proposed strategic goals and objectives and proposed strategies for achieving them. The NRC encourages and welcomes stakeholder feedback that can help inform the continued development of the NRC's FYs 2022-2026 Strategic Plan and evidence building and evaluation activities.

The U.S. Nuclear Regulatory Commission (NRC) is proposing to amend its regulations to update the design to reflect changes provided by Westinghouse Electric Company LLC and to extend the duration of the AP1000 design certification for an additional 5 years. The NRC invites public comment on this proposed rule and environmental assessment.

The U.S. Nuclear Regulatory Commission (NRC) has issued Materials License No. SNM-2515 to Interim Storage Partners, LLC (ISP) to construct and operate the WCS Consolidated Interim Storage Facility (CISF) as proposed in its license application, as amended, and to receive, possess, store, and transfer spent nuclear fuel and Greater- than-Class-C radioactive waste at the WCS CISF in Andrews County, Texas. ISP will be required to operate under the conditions listed in Materials License No. SNM-2515. The NRC staff has published a record of decision (ROD) that supports the NRC's decision to approve ISP's license application for the WCS CISF and to issue the license.

The U.S. Nuclear Regulatory Commission (NRC) received and is considering issuing an export license (XW028) requested by Perma-Fix Northwest Richland, Inc. (PFNW). On July 2, 2021, PFNW filed an application with the NRC for a license authorizing the export of low- level radioactive waste to Nordion (Canada) Inc., Canada. The NRC is providing notice of the opportunity to comment, request a hearing, and petition to intervene on PFNW's application.

The U.S. Nuclear Regulatory Commission (NRC) is issuing a knowledge management NUREG, NUREG/KM-0015, ``Considerations for Estimating Site-Specific Probable Maximum Precipitation at Nuclear Power Plants in the United States of America.'' The NRC staff and Oak Ridge National Laboratory have prepared a reference document summarizing recent lessons-learned in connection with a review of the site-specific probable maximum precipitation (SSPMP) estimates used by some nuclear power plant owners and operators in connection with a recent re-evaluation of external flooding at their respective project sites.

On June 19, 2020, the U.S. Nuclear Regulatory Commission (NRC) solicited comments on the post-shutdown decommissioning activities report (PSDAR) for the Duane Arnold Energy Center (DAEC). The PSDAR, which includes the site-specific decommissioning cost estimate (DCE), provides an overview of NextEra Energy Duane Arnold, LLC's planned decommissioning activities, schedule, projected costs, and environmental impacts for DAEC. The NRC will hold an in-person as well as a virtual public meeting to discuss the DAEC PSDAR and DCE and to receive comments.

The U.S. Nuclear Regulatory Commission (NRC) is issuing an order to extend until November 26, 2022, the effectiveness of a November 26, 2019, order, which approved the direct transfer of Facility Operating License Nos. DPR-39 and DPR-48 for Zion Nuclear Power Station (ZNPS), Units 1 and 2, respectively, and the general license for the ZNPS independent spent fuel storage installation from the current holder, ZionSolutions, LLC, to Exelon Generation Company, LLC and approved conforming license amendments.

Pursuant to section 189.a.(2) of the Atomic Energy Act of 1954, as amended (the Act), the U.S. Nuclear Regulatory Commission (NRC) is publishing this regular monthly notice. The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued, and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration (NSHC), notwithstanding the pendency before the Commission of a request for a hearing from any person. This monthly notice includes all amendments issued, or proposed to be issued, from July 23, 2021, to August 19, 2021. The last monthly notice was published on August 10, 2021.
