The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment a draft regulatory guide (DG), DG-1383, ``Acceptability of ASME Code Section XI, Division 2, `Requirements for Reliability and Integrity Management (RIM) Programs for Nuclear Power Plants,' for Non- Light Water Reactors.'' This proposed DG describes an approach that is acceptable to the NRC staff for the development and implementation of a preservice inspection (PSI) and inservice inspection (ISI) program for non-light water reactors (non-LWRs). It endorses, with conditions, the 2019 Edition of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (ASME Code), Section XI, ``Rules for Inservice Inspection of Nuclear Power Plant Components,'' Division 2, for non-LWR applications. This RG also describes a method that applicants can use to incorporate PSI and ISI programs into a licensing basis.

The U.S. Nuclear Regulatory Commission (NRC) is confirming the effective date of October 19, 2021, for the direct final rule that was published in the Federal Register on August 5, 2021. This direct final rule amended the NAC International NAC-UMS[supreg] Universal Storage System listing in the ``List of approved spent fuel storage casks'' to include Amendment No. 8 to Certificate of Compliance No. 1015. Amendment No. 8 revises the certificate of compliance to add the storage of damaged boiling-water reactor spent fuel, including higher enrichment and higher burnup spent fuel; change the allowable fuel burnup range; expand the boiling-water reactor class 5 fuel inventory that could be stored in the cask; and revise definitions in the technical specifications.

DPR-67 and NPF-16, which authorize Florida Power & Light Company (FPL or the applicant) to operate St. Lucie Plant (St. Lucie), Unit Nos. 1 and 2. The subsequent renewed operating licenses would authorize the applicant to operate St. Lucie for an additional 20 years beyond the period specified in each of the current renewed licenses. The current renewed operating licenses for St. Lucie expire as follows: Unit 1 on March 1, 2036, and Unit 2 on April 6, 2043. Because this application contains sensitive unclassified non-safeguards information (SUNSI), an order imposes procedures to obtain access to SUNSI for contention preparation.

On July 30, 2021, the U.S. Nuclear Regulatory Commission (NRC) issued a draft Environmental Impact Statement (EIS) for Westinghouse Electric Company, LLC's (WEC's) license renewal application to continue to operate its Columbia Fuel Fabrication Facility (CFFF) for an additional 40 years. The public comment period for the draft EIS opened on August 6 and closed on September 20, 2021. The NRC has decided to re-open the public comment period until November 19, 2021 to allow more time for the public to submit comments. The CFFF is located in Hopkins, South Carolina, and manufactures nuclear fuel assemblies for commercial nuclear power plants. The WEC's license renewal request, if granted as proposed, would allow the CFFF to continue to be a source of nuclear fuel for commercial nuclear power plants for 40 years from the date the NRC approves the renewal.

This draft guide describes a framework to develop the contents of a licensing submittal that the staff of the NRC considers acceptable when performing probabilistic fracture mechanics (PFM) analyses in support of regulatory applications. The draft NUREG provides the technical basis for DG-1382.

ISP will be required to operate under the conditions listed in Materials License No. SNM-2515. The NRC staff has published a record of decision (ROD) that supports the NRC's decision to approve ISP's license application for the WCS CISF and to issue the license.
