We are updating our service-wide regulations governing the exercise of non-federal oil and gas rights, to improve our ability to protect park resources, values, and visitors from potential impacts associated with nonfederal oil and gas operations located within National Park Service units outside Alaska. The rule also makes the regulations consistent with existing policies and practices, and updates the format to improve clarity and simplify application and compliance for oil and gas operators and our employees.

List of Units of the National Park System Exempt From the Provisions of the National Parks Air Tour Management Act
The National Parks Air Tour Management Act (NPATMA) requires the Federal Aviation Administration (FAA) and National Park Service (NPS) to develop an air tour management plan for units of the national park system where an operator has applied for authority to conduct commercial air tours. The FAA Modernization and Reform Act of 2012 amended various provisions of NPATMA. One provision exempted national park units with 50 or fewer annual flights from the requirement to prepare an air tour management plan or voluntary agreement and requires FAA and NPS to jointly publish a list of exempt parks. By Federal Register notice (See 77 FR 75254, December 19, 2012), FAA and NPS published an initial list of exempt parks in 2012 and another list in 2014 (See 79 FR 14569-14570, March 14, 2014). This notice provides the annual updated list of parks that are exempt for calendar years 2014 and 2015.

Boundary Adjustment at Hopewell Culture National Historical Park
The boundary of Hopewell Culture National Historical Park is adjusted to include an adjacent nonfederal parcel of land containing 4.03 acres. Upon completion of this adjustment, fee simple interest in the land will be acquired by exchange for a federal parcel within the park. The federal parcel will be conveyed subject to restrictions to ensure continued compatible use of the property within the park. Both parcels are located in Ross County, Ohio.

Minor Boundary Revision at Big Thicket National Preserve
The boundary of Big Thicket National Preserve is modified to include ten tracts totaling 822.48 acres of land. These lands are located in Hardin County, Liberty County, Orange County and Tyler County, Texas, immediately adjacent to the boundary of the preserve. Subsequent to the publication of this notice, the United States will acquire fee title to those tracts of land by donation from several nonprofit conservation organizations and an individual donor.
Abbreviated Final Environmental Impact Statement for the Fire Island National Seashore General Management Plan

The Abbreviated Final GMP/EIS also includes revisions to the Draft Wilderness Stewardship Plan and Backcountry Camping Policy for the Otis Pike Fire Island High Dune Wilderness (WSP) which will guide decisions regarding the future use and protection of the congressionally designated Otis Pike Fire Island High Dune Wilderness and areas adjacent to the wilderness that are designated backcountry camping areas.

The recommendations, findings, and actions in this notice are advisory only and are not binding on any person and may be admissible in any action brought under section 15 of the Act. The Native American Graves Protection and Repatriation Review Committee (Review Committee) finds there is a relationship of shared group identity that can be reasonably traced between certain Native American human remains and associated funerary objects and the Kewa Pueblo, New Mexico, Pueblo of San Felipe, New Mexico, and Pueblo of Santa Ana, New Mexico. The Review Committee recommends that the Pueblo of Santa Ana, New Mexico, take the lead in repatriation and reburial of the human remains.
