National Artificial Intelligence Advisory Committee
The National Institute of Standards and Technology (NIST) announces that the National Artificial Intelligence Advisory Committee (NAIAC or Committee) will hold an open meeting in-person and virtually via web conference on May 2, 2024, from 10:00 a.m.-4:00 p.m. eastern time. The primary purpose of this meeting is for the Committee to report working group findings, identify actionable recommendations, and receive public briefings. The briefings are from outside subject matter experts to the full Committee from areas such as industry, nonprofit organizations, the scientific community, the defense and law enforcement communities, and other appropriate organizations. Manufacturing USA Institute Competition: AI for Resilient Manufacturing
The Office of Advanced Manufacturing within the National Institute of Standards and Technology, an agency of the U.S. Department of Commerce, intends to announce an open competition for a new Manufacturing USA institute. The expected competition will seek to establish a Manufacturing USA institute focused on the use of Artificial Intelligence to improve resilience of U.S. manufacturing. This NOI is provided to allow potential applicants sufficient time to develop meaningful collaborations among industry, academia, Federal laboratories and state/local government.
Proposed Revision to Voluntary Product Standard (PS) 20-20 “American Softwood Lumber Standard”
This notice advises the public that the National Institute of Standards and Technology (NIST) is seeking comments for the proposed revision of Voluntary Product Standard (PS) 20-20, ``American Softwood Lumber Standard.'' This standard, prepared by the American Lumber Standard Committee, serves the procurement and regulatory needs of numerous Federal, State, and local government agencies by providing for uniform, industry-wide grade-marking and inspection requirements for softwood lumber. The implementation of the standard also allows for uniform labeling and auditing of treated wood and, through a Memorandum of Understanding with the U.S. Department of Agriculture, labeling and auditing of wood packaging materials for international trade. As part of a five-year review process, NIST is seeking public comment and invites interested parties to review the revised standard and submit comments.

Notice of Availability of Draft Programmatic Environmental Assessment for Modernization and Internal Expansion of Existing Semiconductor Fabrication Facilities Under the CHIPS Incentives Program
The National Institute of Standards and Technology (NIST) is extending the period for submitting comments on the Draft Programmatic Environmental Assessment (PEA) for the modernization and internal expansion of existing semiconductor fabrication facilities under the CHIPS Incentives Program. The original deadline for public comments was January 25, 2024. NIST is extending the deadline until February 9, 2024.
CHIPS National Advanced Packaging Manufacturing Program (NAPMP) Materials and Substrates Research and Development
The CHIPS Research and Development Office (CHIPS R&D) intends to announce, via a Notice of Funding Opportunity (NOFO), an open competition for new research and development (R&D) activities to establish and accelerate domestic capacity for advanced packaging substrates and substrate materials, a key technology for manufacturing semiconductors. CHIPS R&D anticipates making available up to approximately $300,000,000 for multiple awards in amounts up to approximately $100,000,000 per award, not including voluntary co- investment, over up to 5 years and made through cooperative agreements or other transactions. The purpose of this NOI is to offer preliminary information to potential applicants, facilitating the development of meaningful partnerships and strong, responsive proposals.
CHIPS Manufacturing USA Institute
The CHIPS Research and Development Office (CHIPS R&D) intends to announce an open competition for a new Manufacturing USA Institute. The expected competition will seek to establish one (1) Manufacturing USA Institute focused on the topic of digital twins for semiconductor manufacturing, packaging, and assembly and the validation of such digital twins in a physical prototyping facility.
