The Institute of Museum and Library Services announces the following information collection has been submitted to the Office of Management and Budget (OMB) for review and approval in accordance with the Paperwork Reduction Act. Pursuant to the Paperwork Reduction Act of 1995, the National Endowment for the Humanities (NEH) has requested that the Office of Management and Budget (OMB) reinstate, without change, NEH's Generic Clearance for the Collection of Qualitative Feedback on Agency Service Delivery. The National Endowment for the Humanities (``NEH'') is issuing regulations to implement the Privacy Act of 1974 (the ``Privacy Act''). These regulations establish procedures by which an individual may determine whether a system of records maintained by NEH contains a record pertaining to him or her; gain access to such records; and request correction or amendment of such records. These regulations also establish exemptions from certain Privacy Act requirements for all or part of certain systems of records maintained by NEH.

The National Endowment for the Arts (Arts Endowment), as part of its continuing effort to reduce paperwork and respondent burden, conducts a preclearance consultation program to provide the general public and federal agencies with an opportunity to comment on proposed and/or continuing collections of information in accordance with the Paperwork Reduction Act of 1995. The purpose of the meetings is for panel review, discussion, evaluation, and recommendation of applications for financial assistance under the National Foundation on the Arts and Humanities Act of 1965.

Pursuant to the Federal Advisory Committee Act, as amended, notice is hereby given that 11 meetings of the Arts Advisory Panel to the National Council on the Arts will be held by teleconference.

NEH previously published notice in the Federal Register of twenty-seven Humanities Panel meetings to be held during March and April 2019. The purpose of the meetings is for panel review, discussion, evaluation, and recommendation of applications for financial assistance under the National Foundation on the Arts and Humanities Act of 1965.

On February 27, 2019, the National Endowment for the Arts revised its FOIA rules. That document inadvertently contained two paragraphs with the same designation. This document corrects the final regulations.

The Institute of Museum and Library Services (IMLS), is publishing an amendment of its systems of records to reflect the agency's change of address and update outdated information, with descriptions of the systems of records and the ways they are maintained, as required by the Privacy Act of 1974.

This rulemaking would revise the regulations that the Institute of Museum and Library Services (IMLS) follows in processing records under the Freedom of Information Act, in part to comply with the FOIA Improvement Act of 2016, and otherwise would revise all current IMLS regulations to reflect the agency's change of address, update outdated information and ensure consistency within each regulation and across all IMLS regulations. The revisions to IMLS FOIA regulations would clarify and update procedures for requesting information from IMLS and procedures that IMLS follows in responding to requests from the public. The revisions to other IMLS regulations would update the citation for the Age Discrimination Act of 1975, reflect the agency's change of address, and update outdated information and to ensure consistency within each regulation and across all IMLS regulations.

On June 9, 2017, the NEA proposed a rule titled Implementing the Freedom of Information Act. This rule proposes amending the National Endowment for the Arts' (NEA) regulations implementing the Freedom of Information Act (FOIA). The new proposed rule reflects statutory changes to FOIA, current NEA organizational structure, and current NEA policies and practices with respect to FOIA. Finally, the proposed rule uses current cost figures in calculating and charging fees. Due to delays in publishing the final rule, the agency is re- opening the comment period on these rules for an additional 30 days.
