The U.S. Army Corps of Engineers (Corps), Sacramento District, intends to prepare an integrated Feasibility Report/Supplemental Draft Environmental Impact Statement (FR/SDEIS) for the Lower Cache Creek Flood Risk Management Feasibility Study (feasibility study). The Corps will serve as the lead agency for compliance with the National Environmental Policy Act (NEPA). The feasibility study is evaluating opportunities to reduce flood damages to the city of Woodland and improve the conveyance of the hydraulic system in the lower Cache Creek Basin, in Yolo County, CA. A Draft EIS was originally submitted for public review on March 21, 2003 (68 FR 13907). Following an assessment of public comments received as well as a determination of additional technical, environmental, and economic evaluation needs, the local sponsors, the City of Woodland and the Reclamation Board of the State of California, decided to pause the feasibility study. The 2003 Draft EIS/EIR was never finalized and no Record of Decision was prepared. The local sponsor reinitiated the study with the Corps in 2011 after further coordination with stakeholders and interested parties. Because of significant new circumstances and information relevant to environmental concerns and bearing on the proposed action or its impacts, a supplement to the 2003 draft EIS is being prepared.

On April 10, 2015, DLA published a NOA in the Federal Register (80 FR 19290) announcing the publication of the EA Addressing the Upgrade and Storage of Beryllium at the DLA Strategic Materials Depot in Hammond, IN. The EA was available for a 30-day public comment period that ended May 11, 2015. The EA was prepared as required under the National Environmental Policy Act (NEPA) of 1969. In addition, the EA complied with DLA Regulation 1000.22. No comments were received during the public comment period. This FONSI documents the decision of DLA to proceed with the Upgrade and Storage of Beryllium at the DLA Strategic Materials Depot in Hammond, IN. DLA has determined that the Proposed Action is not a major Federal action significantly affecting the quality of the human environment within the context of NEPA and that no significant impacts on the human environment are associated with this decision.

The U.S. Army Corps of Engineers (USACE) announces the availability of a Public Review Draft Feasibility Study with Integrated Environmental Impact Statement (EIS), for the Ala Wai Canal Project, Oahu, Hawaii. To better inform potential commenters, a public meeting is scheduled on September 30, 2015 at Washington Middle School in Honolulu, Hawaii. The Draft Feasibility Study/EIS evaluates alternatives to manage flood risk within the Ala Wai watershed, which includes the neighborhoods of Makiki, Manoa, Palolo, Kapahulu, Moiliili, McCully, and Waikiki. It also documents the existing condition of environmental resources in areas considered for locating flood risk management features and potential impacts on those resources that could result from implementing each alternative. The State of Hawaii, Department of Land and Natural Resources is the non-Federal sponsor and the proposing agency for compliance with the Hawaii law on Environmental Impact Statements.

The Nationwide Differential Global Positioning System (NDGPS) service augments GPS by providing increased accuracy and integrity using land-based reference stations to transmit correction messages over radiobeacon frequencies. The service was implemented through agreements between multiple Federal agencies including the United States Coast Guard (USCG), Department of Transportation (DOT), and United States Army Corps of Engineers (USACE), as well as several states and scientific organizations, all cooperating to provide the combined national DGPS utility. However, a number of factors have contributed to declining use of NDGPS and, based on an assessment by the Department of Homeland Security (DHS), DOT, and USACE, DHS, DOT, and USACE are proposing to shutdown and decommission 62 DGPS sites, which will leave 22 operational sites available to users in coastal areas. This notice seeks public comments on the shutdown and decommissioning of a total of 62 DGPS sites. Termination of the NDGPS broadcast at these sites is planned to occur on January 15, 2016.

Under the provisions of the Federal Advisory Committee Act of 1972 (5 U.S.C., Appendix, as amended), the Government in the Sunshine Act of 1976 (5 U.S.C. 552b, as amended), and 41 CFR 102-3.150, the Department of Defense announces that the Air University Board of Visitors' fall meeting will take place on Monday, 16 November, 2015, from 8 a.m. to approximately 5 p.m. and Tuesday, 17 November, 2015, from 7:30 a.m. to approximately 3 p.m. The meeting will be held in the Air University Commander's Conference Room in Building 800 on Maxwell AFB in Montgomery, Alabama. The purpose of this meeting is to provide independent advice and recommendations on matters pertaining to the educational, doctrinal, and research policies and activities of Air University. The agenda will include topics relating to the policies, programs, and initiatives of Air University educational programs and will include an honorary degree presentation. Pursuant to 5 U.S.C. 552b, as amended, and 41 CFR 102-3.155 all sessions of the Air University Board of Visitors' meeting will be open to the public. Public attendance shall be accommodated on a first-come, first-served basis up to the reasonable and safe capacity of the meeting room. However, if a written statement is not received at least 10 calendar days before the first day of the meeting which is the subject of this notice, then it may not be provided to or considered by the Air University Board of Visitors' until the next meeting. This interim final rule implements Section 702 (c) of the Carl Levin and Howard P. ``Buck'' McKeon National Defense Authorization Act for Fiscal Year 2015 which states that beginning October 1, 2015, the pharmacy benefits program shall require eligible covered beneficiaries generally to refill non-generic prescription maintenance medications through military treatment facility pharmacies or the national mail- order pharmacy program. Section 702(c) of the National Defense Authorization Act for Fiscal Year 2015 also terminates the TRICARE For Life Pilot Program on September 30, 2015. The TRICARE For Life Pilot Program described in Section 716 (f) of the National Defense Authorization Act for Fiscal Year 2013, was a pilot program which began in March 2014 requiring TRICARE For Life beneficiaries to refill non- generic prescription maintenance medications through military treatment facility pharmacies or the national mail-order pharmacy program. TRICARE for Life beneficiaries are those enrolled in the Medicare wraparound coverage option of the TRICARE program. This interim rule includes procedures to assist beneficiaries in transferring covered prescriptions to the mail order pharmacy program. This regulation is being issued as an interim final rule in order to comply with the express statutory intent that the program begin October 1, 2015. Public comments, however, are invited and will be considered for possible revisions to this rule for the second year of the program.

DoD, GSA, and NASA issued a proposed rule (FAR Case 2014-025) on May 28, 2015, amending the Federal Acquisition Regulation (FAR) to implement Executive Order (E.O.) 13673, ``Fair Pay and Safe Workplaces,'' which is designed to improve contractor compliance with labor laws and increase efficiency and cost savings in Federal contracting. On July 14, 2015, DoD, GSA, and NASA published an extension of the comment period by 15 days, from July 27, 2015, to August 11, 2015. The deadline for submitting comments is being further extended by an additional 15 days from August 11, 2015, to August 26, 2015, to provide additional time for interested parties to comment on the FAR case. The due date for comments on DOL's Guidance for Executive Order 13673, ``Fair Pay and Safe Workplaces'', which also implements the E.O., is being extended to August 26, 2015 as well.

The Department of the Navy (DoN), after carefully weighing the strategic, operational, and environmental consequences of the proposed action, announces its decision to implement Alternative 1, the Navy's preferred alternative, as described in the Mariana Islands Training and Testing (MITT) Final Environmental Impact Statement/Overseas Environmental Impact Statement (EIS/OEIS). Under Alternative 1, the Navy will be able to meet current and future DoN and DoD training and testing requirements, including the use of active sonar and explosives within the MITT Study Area. The MITT study area is composed of established sea-based (at-sea) ranges and land-based training areas on Guam and the Commonwealth of the Mariana Islands, and operating areas and special use airspace in the regions of the Mariana Islands that are part of the Mariana Islands Range Complex (MIRC). The Study Area also includes a transit corridor that connects the MIRC and the Hawaiian Islands Range Complex and pierside sonar maintenance and testing alongside Navy piers located in Inner Apra Harbor.
