The U.S. Department of Agriculture's (Department's) National Agricultural Library (NAL) announces a second public feedback period to receive public comments, recommendations, and suggestions on the Department's planned response to White House Office of Science and Technology Policy (OSTP) guidance on access to the results of federally-funded research. The Department's plan and policies apply to the results of research funded wholly or in part by any USDA component agency. This effort to obtain input regarding implementation of federal public access requirements will be carried out through an online submission mechanism. This second public feedback period is to allow opportunity for feedback from interested parties not widely heard from during the first period, including but not limited to members of the public; principal investigators; research institutions, including minority-serving institutions; research libraries; data repositories; and data scientists. Responses received during the first comment period have already been reviewed and will be considered along with comments received during the second comment period. This workshop registration form requests the following information from participants: contact information, current profession and professional experience, affiliation, basic demographic information, and database searching experience. DoD is seeking information that will assist in the development of a revision to the DFARS to ensure that substantial future independent research and development (IR&D) expenses as a means to reduce evaluated bid prices in competitive source selections are evaluated in a uniform way during competitive source selections. In accordance with 10 U.S.C. 9355, the U.S. Air Force Academy (USAFA) Board of Visitors (BoV) will hold a meeting at the Falcon Club, U.S. Air Force Academy, Colorado Springs, CO, on September 25, 2015. On Friday, the meeting will begin at 9:00 a.m. The meeting is scheduled to close to the public at 2:00 p.m. The purpose of this meeting is to review morale and discipline, social climate, curriculum, instruction, infrastructure, fiscal affairs, academic methods, and other matters relating to the Academy. Specific topics for this meeting include a Superintendent's Update; USAFA Academics Update; Outreach Subcommittee brief. In accordance with 5 U.S.C. 552b, as amended, and 41 CFR 102-3.155, one session of this meeting shall be closed to the public because it involves matters covered by subsection (c)(6) of 5 U.S.C. 552b. Public attendance at the open portions of this USAFA BoV meeting shall be accommodated on a first-come, first-served basis up to the reasonable and safe capacity of the meeting room. In addition, any member of the public wishing to provide input to the USAFA BoV should submit a written statement in accordance with 41 CFR 102-3.140(c) and section 10(a)(3) of the Federal Advisory Committee Act and the procedures described in this paragraph. Written statements must address the following details: The issue, discussion, and a recommended course of action. Supporting documentation may also be included as needed to establish the appropriate historical context and provide any necessary background information. If after review of timely submitted written comments and the BoV Chairman and DFO deem appropriate, they may choose to invite the submitter of the written comments to orally present the issue during an open portion of the BoV meeting that is the subject of this notice. Members of the BoV may also petition the Chairman to allow specific personnel to make oral presentations before the BoV. The U.S. Army Corps of Engineers (Corps) has updated the existing guidance for providing in-kind credit under Section 221(a)(4) of the Flood Control Act of 1970, as further amended by Section 1018 of the Water Resources Reform and Development Act of 2014.

The U.S. Army Corps of Engineers (Corps), Sacramento District, intends to prepare an integrated Feasibility Report/Supplemental Draft Environmental Impact Statement (FR/SDEIS) for the Lower Cache Creek Flood Risk Management Feasibility Study (feasibility study). The Corps will serve as the lead agency for compliance with the National Environmental Policy Act (NEPA). The feasibility study is evaluating opportunities to reduce flood damages to the city of Woodland and improve the conveyance of the hydraulic system in the lower Cache Creek Basin, in Yolo County, CA. A Draft EIS was originally submitted for public review on March 21, 2003 (68 FR 13907). Following an assessment of public comments received as well as a determination of additional technical, environmental, and economic evaluation needs, the local sponsors, the City of Woodland and the Reclamation Board of the State of California, decided to pause the feasibility study. The 2003 Draft EIS/EIR was never finalized and no Record of Decision was prepared. The local sponsor reinitiated the study with the Corps in 2011 after further coordination with stakeholders and interested parties. Because of significant new circumstances and information relevant to environmental concerns and bearing on the proposed action or its impacts, a supplement to the 2003 draft EIS is being prepared.

DoD is issuing a final rule amending the Defense Federal Acquisition Regulation Supplement (DFARS) to provide updates and clarifications regarding requirements for contractor personnel supporting U.S. Armed Forces deployed outside the United States.

DoD has adopted as final, without change, an interim rule amending the Defense Federal Acquisition Regulation Supplement (DFARS) to implement a section of the Military Construction and Veterans Affairs and Related Agencies Appropriations Act, 2015, to require offerors bidding on DoD military construction contracts to provide opportunity for competition to American steel producers, fabricators, and manufacturers; and restrict use of military construction funds in certain foreign countries, including countries that border the Arabian Gulf.

DoD is issuing an interim rule amending the Defense Federal Acquisition Regulation Supplement (DFARS) to implement a section of the National Defense Authorization Act for Fiscal Year 2013 and a section of the National Defense Authorization Act for Fiscal Year 2015, both of which require contractor reporting on network penetrations. Additionally, this rule implements DoD policy on the purchase of cloud computing services.
