The National Aeronautics and Space Administration (NASA) as part of its continuing effort to reduce paperwork and respondent burden, is announcing an opportunity for public comment on a new proposed collection of information by the Agency. Under the Paperwork Reduction Act of 1995 (PRA), Federal agencies are required to publish notice in the Federal Register concerning each proposed collection of information, and to allow 60 days for public comment in response to the notice. National Environmental Policy Act; Mars Sample Return Campaign
Pursuant to the National Environmental Policy Act of 1969, as amended (NEPA); Executive Order 12114, Environmental Effects Abroad of Major Federal Actions; the Council on Environmental Quality's NEPA implementing regulations, NASA's procedures for implementing NEPA, and Department of the Air Force (DAF) procedures for implementing NEPA, NASA announces the availability of the MSR Campaign Final PEIS. The Final PEIS provides information and analysis related to the potential environmental impacts associated with the proposed action to retrieve a scientifically selected set of samples from Mars and transport them to Earth for scientific analysis and research. Cooperating agencies for this effort include the DAF for Hill Air Force Base, Utah, and Cape Canaveral Space Force Station, Florida; the Department of the Army for Dugway Proving Ground; the U.S. Department of Agriculture; and the U.S. Department of Health and Human ServicesCenters for Disease Control and Prevention.

Request for Information: NASA Public Access Plan for Increasing Access to the Results of NASA-Supported Research
NASA seeks public input on the ``NASA's Public Access Plan, Increasing Access to the Results of Scientific Research'' (NASA Public Access Plan). NASA has a decades-long history of providing public access to scholarly publications and data resulting from the research it supports, including through the 2014 Open Access Plan. In 2022, the White House Office of Science and Technology Policy (OSTP) released a memorandum on ``Ensuring Free, Immediate, and Equitable Access to Federally Funded Research'' that establishes new guidance for improving public access to scholarly publications and data resulting from Federally supported research. The NASA Public Access Plan outlines the proposed approach NASA will take to implement the new guidance, consistent with its longstanding commitment to public access.

Procedures for Implementing the National Environmental Policy Act
The National Aeronautics and Space Administration (NASA) is proposing to amend and update its regulations for implementing the National Environmental Policy Act of 1969 (NEPA). The proposed amendments would update NASA's regulations to better align with the Agency's current and near future actions, adjust the level of NEPA review and documentation required for certain actions, and provide more concise descriptions of NASA actions. Additionally, consistent with NASA's requirement to review existing Categorical Exclusions (CatExs) at least every seven years to determine whether modifications, additions, or deletions are appropriate, this proposed rule incorporates updates to NASA's CatExs based on that review.
