Semiannual Regulatory Agenda
This agenda announces the proposed regulatory actions the Council plans for the next 12 months and those completed since the fall 2018 edition. This agenda was developed under the guidelines of Executive Orders (E.O.) 12866 ``Regulatory Planning and Review,'' as amended, Executive Order 13771 ``Reducing Regulation and Controlling Regulatory Costs,'' and Executive Order 13563 ``Improving Regulation and Regulatory Review.'' Regulatory Agenda
NASA's regulatory agenda describes those regulations being considered for development or amendment by NASA, the need and legal basis for the actions being considered, the name and telephone number of the knowledgeable official, whether a regulatory analysis is required, and the status of regulations previously reported. The regulatory plan is a statement of the Agency's priorities that describe legislative and programmatic activities, highlight rulemaking that streamline's regulations and report requirements, identify regulations that are of particular concern to small businesses, include preliminary estimates of the anticipated costs and benefits of each rule, and provide specific citation of actions required by statue or court order.

In accordance with the Paperwork Reduction Act of 1995, and the Office of Management and Budget (OMB) regulations, DoD, GSA, and NASA invite the public to comment on a revision and renewal concerning reporting purchases from sources outside the United States. DoD, GSA, and NASA invite comments on: Whether the proposed collection of information is necessary for the proper performance of the functions of Federal Government acquisitions, including whether the information will have practical utility; the accuracy of the estimate of the burden of the proposed information collection; ways to enhance the quality, utility, and clarity of the information to be collected; and ways to minimize the burden of the information collection on respondents, including the use of automated collection techniques or other forms of information technology. Notice of Availability of the Draft Supplemental Environmental Impact Statement (SEIS) for Soil Cleanup Activities at Santa Susana Field Laboratory
Pursuant to the National Environmental Policy Act (NEPA), as amended, the Council on Environmental Quality Regulations for Implementing the Procedural Provisions of NEPA, and NASA's NEPA policy and procedures, NASA has prepared a Draft SEIS for soil cleanup activities at SSFL in Ventura County, California. The Draft SEIS has been prepared because there are significant new circumstances relevant to environmental concerns bearing on the proposed action and its impacts. Specifically, the estimated quantity of soil required to be removed has increased substantially since the publication of the 2014 FEIS. This increase has the potential to alter the environmental impacts that were evaluated in the 2014 FEIS. For this reason, NASA has determined it is appropriate to prepare a supplement to the 2014 FEIS.
National Environmental Policy Act; Mars 2020 Mission
Pursuant to the National Environmental Policy Act of 1969 (NEPA), as amended, the Council on Environmental Quality Regulations for Implementing the Procedural Provisions of NEPA, and NASA's procedures for implementing NEPA, NASA announces the availability of the Draft supplement to the Final Environmental Impact Statement for the Mars 2020 Mission (Supplemental EIS) for public review and comment. The Draft Supplemental EIS provides updated information related to the potential environmental impacts associated with the proposed Mars 2020 mission.

Notice of Intent To Grant a Partially Exclusive Patent License
NASA hereby gives notice of its intent to grant a partially exclusive patent license in the United States to practice the invention described and claimed in U.S. Patent 9,770,405 entitled, ``Biocompatible Capsules and Methods of Making,'' to Capcell Biologics, Inc. having its principal place of business in New York, NY. The fields of use may be limited to health and medicine. The patent rights in this invention, directed to Health, Medicine, and Biotechnology, have been assigned to the United States of America as represented by the Administrator of the National Aeronautics and Space Administration. NASA has not yet made a determination to grant the requested license and may deny the requested license even if no objections are submitted within the comment period.
