This Committee reports to the NAC. This meeting will include a joint session with the NAC Human Exploration and Operations (HEO) Committee.

NASA hereby gives notice of its intent to grant a partially exclusive license in the United States to practice the inventions described and claimed in USPN 8,255,079, Human Grasp Assist Device and Method of Use, NASA Case No. MSC-24741-1; USSN 13/408,675, Control of a Glove-Based Grasp Assist Device, NASA Case No. 25320-1; USSN 13/408,668, Human Grasp Assist Device Soft Good, NASA Case No. MSC-25318-1; Japanese Patent Application No. 2014-064953, Human Grasp Assist Soft, NASA Case No. MSC-25318-2; USPN 8,849,453, Human Grasp Assist Device with Exoskeleton, NASA Case No. 25319-1 and USSN 14/ 175,094, Grasp Assist Device with Shared Tendon Actuator Assembly, NASA Case No. MSC-25783-1 to CSSDP Investments, Inc., having its principal place of business in Newport Coast, California. The fields of use may be limited to assistive wearable devices for humans. The patent rights in these inventions have been assigned to the United States of America as represented by the Administrator of the National Aeronautics and Space Administration. The prospective partially exclusive license will comply with the terms and conditions of 35 U.S.C. 209 and 37 CFR 404.7.

DoD, GSA, and NASA are proposing to amend the Federal Acquisition Regulation (FAR) to implement sections of the Small Business Jobs Act of 2010 and regulatory changes made by the Small Business Administration, which provide for a Governmentwide policy on the consolidation and bundling of contract requirements.

DoD, GSA, and NASA are proposing to amend the Federal Acquisition Regulation (FAR) to implement the Executive Order ``Fair Pay and Safe Workplaces'', which is designed to improve contractor compliance with labor laws and increase efficiency and cost savings in Federal contracting. The Executive Order (E.O.) requires that prospective and existing contractors disclose certain labor violations and that contracting officers, in consultation with labor compliance advisors, consider the disclosures, including any mitigating circumstances, as part of their decision to award or extend a contract. The E.O. directs agencies to include clauses in their contracts that require similar disclosures by certain subcontractors so their prime contractors can also consider labor violations when determining the responsibility of subcontractors. The E.O. further requires that processes be established to assist contractors and subcontractors to come into compliance with labor laws. To achieve paycheck transparency for workers, the E.O. requires contractors and subcontractors to provide individuals with information each pay period regarding how they are paid and to provide notice to those workers whom they treat as independent contractors. The E.O. also addresses arbitration of employee claims. This proposed rule, and proposed Guidance being issued simultaneously by the Department of Labor (DOL), are intended to implement the E.O.'s requirements.
