Pursuant to the provisions of the Privacy Act of 1974 (5 U.S.C. 552a), the National Aeronautics and Space Administration is issuing public notice of its proposal to modify its previously noticed system of records. NASA Advisory Council; Charter Renewal
Pursuant to sections 14(b)(1) and 9(c) of the Federal Advisory Committee Act (Public Law 92-463), and after consultation with the Committee Management Secretariat, General Services Administration, the NASA Administrator has determined that renewal of the charter of the NASA Advisory Council is necessary and in the public interest in connection with the performance of duties. The renewed charter is for a two-year period ending October 21, 2017.
NASA Advisory Council; Science Committee; Public Nominations for Subcommittees
NASA announces its annual invitation for public nominations for service on the NASA Advisory Council's Science Committee subcommittees. Five science subcommittees report to the Science Committee of the NASA Advisory Council (NAC), a Federal advisory committee under the Federal Advisory Committee Act (FACA). U.S. citizens may submit self-nominations for consideration to fill intermittent vacancies on these five science subcommittees. NASA's science subcommittees have member vacancies from time to time throughout the year, and NASA will consider self-nominations to fill such intermittent vacancies. Nominees will only be contacted should a vacancy arise and it is judged that their area(s) of expertise is appropriate for that specific vacancy. NASA is committed to selecting members to serve on its science subcommittees based on their individual expertise, knowledge, experience, and current/past contributions to the relevant subject area.

In accordance with the Federal Advisory Committee Act, Public Law 92-463, as amended, the National Aeronautics and Space Administration announces a meeting of the Ad Hoc Task Force on Science, Technology, Engineering and Mathematics (STEM) of the NASA Advisory Council (NAC). This Task Force reports to the NAC.

Notice of Centennial Challenges 2016 Sample Return Robot (SRR) Challenge
This notice is issued in accordance with 51 U.S.C. 20144(c). The Sample Return Robot (SRR) Challenge is scheduled and teams that wish to compete may now register. Centennial Challenges is a program of prize competitions to stimulate innovation in technologies of interest and value to NASA and the nation. The 2016 SRR Challenge is a prize competition designed to encourage development of new technologies or application of existing technologies in unique ways to autonomously collect and retrieve samples using robotics. NASA is providing the prize purse and Worcester Polytechnic Institute (WPI) is conducting the challenge.

Aerospace Safety Advisory Panel; Charter Renewal
Pursuant to sections 14(b)(1) and 9(c) of the Federal Advisory Committee Act (Pub. L. 92-463), and after consultation with the Committee Management Secretariat, General Services Administration, the NASA Administrator has determined that renewal and amendment of the charter of the Aerospace Safety Advisory Panel (ASAP) is in the public interest in connection with the performance of duties imposed on NASA by law. The renewed charter is for a two-year period ending August 26, 2017. It is identical to the previous charter in all respects except that it updates the reference to legal authority.
Federal Acquisition Regulation: Revision to Standard Forms for Bonds
DoD, GSA, and NASA are proposing to revise Standard Forms prescribed by the Federal Acquisition Regulation (FAR) for contracts involving bonds and other financial protections. The revisions are aimed at clarifying liability limitations and expanding the options for organization types.
Notice of Intent To Grant a Partially Exclusive License
This notice 015-079 was previously published on September 23, 2015 and was issued in accordance with 35 U.S.C. 209(e) and 37 CFR 404.7(a)(1)(i). NASA hereby gives notice of its intent to grant a partially exclusive license in the United States to practice the invention described and claimed in U.S. Non-Provisional Patent Application Serial No. 13/785,661, titled ``Automatic Dependent Surveillance Broadcast (ADS-B) System For Ownship and Traffic Situational Awareness,'' NASA Case No. DRC-011-012, and any, divisional applications, continuation-in-part applications, or issued patents resulting therefrom, to Vigilant Aerospace Systems Inc., having its principal place of business in Oklahoma City, Oklahoma. Certain patent rights in this invention have been assigned to the United States of America as represented by the Administrator of the National Aeronautics and Space Administration. The prospective partially exclusive license will comply with the terms and conditions of 35 U.S.C. 209 and 37 CFR 404.7.
Space Flight
The National Aeronautics and Space Administration (NASA) is proposing to amend its regulations that govern International Space Station crewmembers, mementos aboard Orion and Space Launch System (SLS) missions, the authority of the NASA Commander, and removes the Agency's policy on space flight participation and other policies that were relevant to the Space Shuttle. The revisions to this rule are part of NASA's retrospective plan under Executive Order (E.O.) 13563 completed in August 2011. Federal Acquisition Regulation; Improvement in Design-Build Construction Process
DoD, GSA, and NASA are proposing to amend the Federal Acquisition Regulation (FAR) to implement section 814 of the Carl Levin and Howard P. `Buck' McKeon National Defense Authorization Act for Fiscal Year 2015 that requires the head of the contracting activity to approve any determinations to select more than five offerors to submit phase-two proposals for a two-phase design-build construction acquisition that is valued at greater than $4 million.
International Space Station Advisory Committee; Charter Renewal
Pursuant to sections 14(b)(1) and 9(c) of the Federal Advisory Committee Act (Pub. L. 92-463), and after consultation with the Committee Management Secretariat, General Services Administration, the NASA Administrator has determined that renewal and amendment of the charter of the International Space Station Advisory Committee is in the public interest in connection with the performance of duties imposed on NASA by law. The renewed charter is for a one-year period ending September 30, 2016. It is identical to the previous charter, except for an update to the description of Designated Federal Official (DFO) responsibilities which includes ethics language consistent with other NASA Federal advisory committee charters.
