DoD, GSA, and NASA are adopting as final, without change, an interim rule amending the Federal Acquisition Regulation (FAR) to implement a section of the National Defense Authorization Act of 2012. This section expands the application of the senior executive compensation benchmark to a broader group of contractor employees on contracts awarded by DoD, NASA, and the Coast Guard. The senior executive compensation benchmark amount limits the reimbursement of contractor employee compensation costs.

This final rule implements a section of the Consolidated Appropriations Act, 2014, by repealing the reporting requirements of the American Recovery and Reinvestment Act of 2009.

DoD, GSA, and NASA are issuing a final rule amending the Federal Acquisition Regulation (FAR) to require the use of Commercial and Government Entity (CAGE) codes, including North Atlantic Treaty Organization (NATO) CAGE (NCAGE) codes for foreign entities, for awards valued at greater than the micro-purchase threshold. The CAGE code is a five-character alpha-numeric identifier used extensively within the Federal Government. The rule will also require offerors, if owned by another entity, to identify that entity.

NASA hereby gives notice of its intent to grant an exclusive license in the United States to practice the invention described and claimed in USPN 6,997,637, Deceleration-Limiting Roadway Barrier, NASA Case No. MSC-23178-1 to LifeNet Systems Inc., having its principal place of business in Wellborn, Florida. The patent rights in this invention have been assigned to the United States of America as represented by the Administrator of the National Aeronautics and Space Administration. The prospective exclusivelicense will comply with the terms and conditions of 35 U.S.C. 209 and 37 CFR 404.7.
National Environmental Policy Act: Kennedy Space Center (KSC); Center-wide Operations

Pursuant to the National Environmental Policy Act (NEPA), as amended, (42 U.S.C. 4321 et seq.), the Council on Environmental Quality Regulations for Implementing the Procedural Provisions of NEPA; 40 Code of Federal Regulations (CFR) Parts 1500-1508; and NASA policy and procedures, 14 CFR part 1216, Subpart 1216.3, NASA intends to prepare a PEIS covering Center-wide operations at KSC. The United States (U.S.) Fish and Wildlife Service (USFWS), National Park Service (NPS), and the Federal Aviation Administration (FAA) will serve as Cooperating Agencies. They possess both regulatory authority and specialized expertise regarding the PEIS subject Proposed Action. The purpose of this notice is to apprise interested agencies, organizations, tribal governments, and individuals of NASA's intent to prepare the PEIS and request input regarding environmental issues and concerns associated with the Proposed Action and alternative(s). In cooperation with USFWS, NPS, and FAA, NASA will hold two public scoping meetings as part of the NEPA process associated with the development of the PEIS.
