The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of an amendment to Renewed Facility Operating License Nos. NPF-14 and NPF-22, issued to Susquehanna Nuclear, LLC, for operation of the Susquehanna Steam Electric Station, Units 1 and 2 (SSES or the licensee). The proposed amendment would revise Technical Specification (TS) 3.4.10, ``RCS [Reactor Coolant System] Pressure and Temperature (P/T) Limits.''
Entergy Nuclear Operations, Inc.; Indian Point Nuclear Generating, Unit No. 3
The Nuclear Regulatory Commission (NRC) has granted the request of Entergy Nuclear Operations, Inc., to withdraw its application dated August 14, 2012, for a proposed amendment to Facility Operating License No. DPR-64 for Indian Point Nuclear Generating, Unit No. 3. The proposed change would have changed the licensing basis for the emergency diesel generator fuel oil storage tank requirements, revised Technical Specification (TS) 3.8.3, ``Diesel Fuel Oil, and Starting Air,'' and relocated the specific numerical values for fuel oil storage requirements from the TSs to the TS Bases in accordance with Technical Specification Task Force (TSTF) Traveler TSTF-501, Revision 1, ``Relocate Stored Fuel Oil and Lube Oil Volume Values to Licensee Control.''

Commercial Distribution of Tritium Markers
The U.S. Nuclear Regulatory Commission (NRC) is denying a petition for rulemaking (PRM), dated December 2, 2011, which was filed with the NRC by Motti Slodowitz on behalf of CampCo (the petitioner) and supplemented with additional information on September 18, 2012. The petitioner requests the NRC to amend its regulations that govern the licensing of products containing byproduct material to allow the commercial distribution of tritium markers for use under an exemption from licensing requirements. The NRC is denying the petition because the petitioner fails to demonstrate that a specific exemption is warranted and that the existing regulatory framework for self-luminous products is insufficient.

The U.S. Nuclear Regulatory Commission (NRC) is issuing an exemption from certain emergency planning requirements in response to a May 27, 2014, request from ZionSolutions, LLC. The exemptions remove requirements that are no longer applicable since all the fuel has been transferred from the spent fuel pool to an independent spent fuel storage installation (ISFSI).
Uranerz Energy Corporation; Nichols Ranch ISR Project
The U.S. Nuclear Regulatory Commission (NRC) issued an Order approving the indirect transfer of license (change of control) for NRC Source and Byproduct Materials License SUA-1597 (SUA-1597), docket number 040-09067, for the Nichols Ranch In Situ Recovery (ISR) Project, from Uranerz Energy Corporation (Uranerz) to Energy Fuels, Inc. (Energy Fuels). The NRC's approval of this action is required by its regulations. This approval allows the companies to merge after an exchange of stock. The current licensee, Uranerz, remains the licensee after the transaction; however, the company is controlled by Energy Fuels.

Lost Creek ISR, LLC
The U.S. Nuclear Regulatory Commission (NRC) is issuing a temporary exemption from certain NRC financial assurance requirements to Lost Creek ISR, LLC (Lost Creek), in response to its annual financial assurance update for its Lost Creek In-Situ Recovery (ISR) project. Issuance of this temporary exemption will not remove the requirement for Lost Creek to provide adequate financial assurance through an approved mechanism, but will allow the NRC staff to further evaluate whether the State of Wyoming's separate account provision for financial assurance instruments it holds is consistent with the NRC's requirement for a standby trust agreement.
Guidance for ITAAC Closure

Clarification of Reporting Requirements
The U.S. Nuclear Regulatory Commission (NRC) is seeking public comment on a draft regulatory issue summary (RIS). This draft RIS clarifies reporting requirements related to analyses of emergency core cooling system performance and how these reporting requirements apply to applicants for and holders of nuclear power reactor operating licenses, construction permits, combined licenses, standard design approvals, and manufacturing licenses, and applicants for standard design certifications.

Biweekly Notice; Applications and Amendments to Facility Operating Licenses and Combined Licenses Involving No Significant Hazards Considerations
Pursuant to Section 189a. (2) of the Atomic Energy Act of 1954, as amended (the Act), the U.S. Nuclear Regulatory Commission (NRC) is publishing this regular biweekly notice. The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued, and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration, notwithstanding the pendency before the Commission of a request for a hearing from any person. This biweekly notice includes all notices of amendments issued, or proposed to be issued, from June 25, 2015, to July 8, 2015. The last biweekly notice was published on July 7, 2015.
GE Hitachi Nuclear Energy; Vallecitos Nuclear Center
The U.S. Nuclear Regulatory Commission (NRC) is considering a request from GE Hitachi Nuclear Energy to approve the release from their NRC power reactor licenses of a portion of their Vallecitos Nuclear Center property for unrestricted use. The NRC will approve or deny the request based on its review of the request and the result of an NRC confirmatory survey of the property proposed for release. Approval of the request would allow GE to sell the released portion of the property to a non-GE controlled entity. The NRC is requesting public comment on the contemplated action and invites stakeholders and interested persons to participate. The NRC plans to hold a public meeting to promote full understanding of the contemplated action and facilitate public comment.
Virgil C. Summer Nuclear Station, Units 2 and 3
The U.S. Nuclear Regulatory Commission (NRC) is correcting a notice that was published in the Federal Register on July 9, 2015, that gave notice to the public that it is considering issuance of an amendment to Combined Licenses (NPF-93 and NPF-94), issued to South Carolina Electric and Gas (SCE&G) and South Carolina Public Service Authority, for construction and operation of the Virgil C. Summer Nuclear Station, Units 2 and 3 located in Fairfield County, South Carolina. This action is being taken to correct the date by which a request for a hearing or a petition for leave to intervene must be filed.

Tennessee Valley Authority, Watts Bar Nuclear Plant, Unit 1
The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of an amendment to Facility Operating License No. NPF-90, issued to the Tennessee Valley Authority, for operation of the Watts Bar Nuclear Plant (WBN), Unit 1. The proposed amendment modifies the technical specifications to define support systems needed in the first 48 hours after a unit shutdown when steam generators are not available for heat removal. The proposed change is required to support dual unit operation of WBN (a licensing decision for WBN, Unit 2 is currently expected to be made in the fall of 2015). The proposed amendment also requests changes consistent with Technical Specification Task Force (TSTF) Traveler TSTF-273-A, Revision 2, to provide clarifications related to the requirements of the Safety Function Determination Program (SFDP).
Anticipated Transients That Could Develop Into More Serious Events
The U.S. Nuclear Regulatory Commission (NRC) is seeking public comment on a draft revision 1 to a regulatory issue summary (RIS). Revision 1 to the RIS would inform addressees of concerns identified during recent license amendment reviews. This draft revision to a RIS is addressed to applicants for, and holders of, nuclear power reactor licenses, construction permits, standard design approvals, and manufacturing licenses, and applicants for standard design certifications. This draft revision to a RIS would inform addressees of concerns identified during recent reviews of anticipated operational occurrences safety analyses of updated final safety analysis reports. Revision 1 to RIS 2005-29 will supersede in its entirety RIS 2005-29.
Power Reactor In-Core Monitoring
The U.S. Nuclear Regulatory Commission (NRC) has received a petition for rulemaking (PRM) requesting that the NRC amend its ``Domestic Licensing of Production and Utilization Facilities'' regulations to require all nuclear power plant (NPP) licensees to use in-core monitoring devices at different elevations and radial positions throughout the reactor core. The PRM was submitted by Mr. Mark Edward Leyse (the petitioner) on March 13, 2015, docketed by the NRC on April 24, 2015, and assigned Docket No. PRM-50-111. The NRC is examining the issues raised in this PRM to determine whether they should be considered in rulemaking. The NRC is not requesting public comment on this PRM at this time.

The proposed amendment would have modified the Updated Final Safety Analysis Report (UFSAR) to describe the use of an Auxiliary Feedwater (AF) cross-tie.
