Passenger Vehicle and Light Truck Tires From the People's Republic of China: Rescission, in Part, of Antidumping Duty Administrative Review; 2019-2020
On October 6, 2020, the Department of Commerce (Commerce) initiated an administrative review of the antidumping duty order on passenger vehicle and light truck tires (passenger tires) from the People's Republic of China (China) for 28 companies. Based on the timely withdrawal of requests for review, we are now rescinding this administrative review with respect to 21 of these companies.
Circular Welded Carbon Steel Pipes and Tubes From Thailand: Final Results of Antidumping Duty Administrative Review and Final Determination of No Shipments, In Part; 2018-2019
The Department of Commerce (Commerce) finds that circular welded carbon steel pipes and tubes (pipes and tubes) from Thailand are being, or are likely to be sold, at less than normal value during the period of review (POR), March 1, 2018 through February 28, 2019. We further determine that K Line Logistics had no shipments during the POR.
Certain Uncoated Paper From Brazil: Affirmative Preliminary Determination of Circumvention of the Antidumping Duty Order for Uncoated Paper Rolls
The Department of Commerce (Commerce) preliminarily determines that imports of certain uncoated paper rolls from Brazil are circumventing the antidumping duty (AD) order on certain uncoated paper from Brazil. As a result, all imports of certain uncoated paper rolls from Brazil from Ahlstrom Brasil Ltd. (Ahlstrom) will be subject to suspension of liquidation on or after October 18, 2019. All remaining imports of certain uncoated paper rolls from Brazil will be subject to suspension of liquidation on or after the date of publication of this preliminary determination. Commerce is also imposing a certification requirement. We invite interested parties to comment on this preliminary determination.
Heavy Walled Rectangular Welded Carbon Steel Pipes and Tubes From the Republic of Turkey: Preliminary Results of Countervailing Duty Administrative Review; 2018
The Department of Commerce (Commerce) is conducting an administrative review of the countervailing duty (CVD) order on heavy walled rectangular welded carbon steel pipes and tubes (HWR pipes and tubes) from the Republic of Turkey (Turkey) for the period January 1, 2018 through December 31, 2018. Commerce preliminarily determines that Ozdemir Boru Profil San. Ve Tic. Ltd. Sti. (Ozdemir), the sole producer/exporter of HWR pipes and tubes from Turkey subject to this review, received de minimis countervailable subsidies.

Certain Uncoated Paper From Indonesia: Affirmative Preliminary Determinations of Circumvention of the Antidumping and Countervailing Duty Orders for Uncoated Paper Rolls
The Department of Commerce (Commerce) preliminarily determines that imports of certain uncoated paper rolls from Indonesia are circumventing the antidumping duty (AD) and countervailing duty (CVD) orders on certain uncoated paper from Indonesia. As a result, all imports of certain uncoated paper rolls from Indonesia from certain non-responsive converters \1\ will be subject to suspension of liquidation on or after October 18, 2019. All remaining imports of certain uncoated paper rolls from Indonesia will be subject to suspension of liquidation on or after the date of publication of this preliminary determination. Commerce is also imposing a certification requirement. We invite interested parties to comment on these preliminary determinations.

Certain Hardwood Plywood From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review and Preliminary Determination of No Shipments; 2019
The Department of Commerce (Commerce) preliminarily determines that 24 exporters of certain hardwood plywood products (hardwood plywood) from the People's Republic of China (China) under review had no shipments of subject merchandise during the period of review (POR) January 1, 2019 through December 31, 2019. Commerce also preliminarily determines that the 34 remaining companies subject to this review, including Lianyungang Yuantai International Trade Co., Ltd. (Yuantai), are part of the China-wide entity because they did not demonstrate eligibility for separate rates.
Meeting of the United States Travel and Tourism Advisory Board
The United States Travel and Tourism Advisory Board (Board or TTAB) will hold a meeting on Wednesday, February 10, 2021. The Board advises the Secretary of Commerce (Secretary) on matters relating to the U.S. travel and tourism industry. The purpose of the meeting is for Board members to discuss and potentially adopt a letter to the Secretary recommending priorities in travel and tourism that should be addressed to support the recovery and growth of the sector and restore foreign travel to the United States. The final agenda will be posted on the Department of Commerce website for the Board at https:// www.trade.gov/ttab-meetings at least one week in advance of the meeting.

United States-Mexico-Canada Agreement (USMCA), Article 10.12: Binational Panel Review: Notice of Request for Panel Review
A Request for Panel Review was filed on behalf of Resolute FP Canada Inc., the Conseil de l'Industrie foresti[egrave]re du Qu[eacute]bec (``CIFQ''), and the Ontario Forest Industries Association (``OFIA'') (together, ``Central Canada'') with the United States Section of the USMCA Secretariat on December 22, 2020, pursuant to USMCA Article 10.12. Panel Review was requested of the U.S. International Trade Administration's Final Results of the Antidumping Duty Administrative Review (2017-2018) in Certain Softwood Lumber from Canada, which was published in the Federal Register on November 30, 2020. The USMCA Secretariat has assigned case number USA-CDA-2020- 10.12-02 to this request.
Welded Line Pipe From the Republic of Korea: Notice of Court Decision Not in Harmony With the Amended Final Results in the Antidumping Duty Administrative Review and Notice of Amended Final Results
On January 4, 2021, the U.S. Court of International Trade (CIT) sustained the Department of Commerce's (Commerce's) second remand results pertaining to the first administrative review of the antidumping duty order on welded line pipe (WLP) from the Republic of Korea (Korea) covering the period of review (POR) of May 22, 2015 through November 30, 2016. Commerce is notifying the public that the CIT's final judgment in this case is not in harmony with Commerce's amended final results in the first administrative review of WLP from Korea. Consistent with the CIT's final judgment, Commerce is amending the weighted-average dumping margins calculated for Hyundai Steel Company/Hyundai HYSCO (Hyundai Steel), SeAH Steel Corporation (SeAH), and the 22 non-selected companies

The Department of Commerce (Commerce) preliminarily determines that KG Dongbu Steel Co., Ltd. (KG Dongbu Steel) is the successor in interest to Dongbu Steel Co., Ltd. (Dongbu Steel) and Dongbu Incheon Steel Co., Ltd. (Dongbu Incheon) for purposes of determining antidumping duty (AD) cash deposits and liabilities pursuant to the AD orders on certain cold-rolled steel flat products (cold-rolled steel) and certain corrosion-resistant steel products (CORE) from the Republic of Korea (Korea). Additionally, Commerce preliminarily determines that KG Dongbu Steel is not the successor in interest to Dongbu Steel and Dongbu Incheon for purposes of countervailing duty (CVD) cash deposits and liabilities pursuant to the CVD orders on cold-rolled steel and CORE, because there was a significant change in ownership and operations that could have affected the nature and extent of the countervailable subsidies attributable to KG Dongbu Steel.
