On October 30, 2013, the United States Court of International Trade (CIT) entered final judgment sustaining a remand redetermination of the Department of Commerce (Department) relating to the countervailing duty (CVD) investigation on certain new pneumatic off- the-road tires (OTR tires) from the People's Republic of China.\1\ Consistent with the decision of the United States Court of Appeals for the Federal Circuit (CAFC) in Timken Co. v. United States, 893 F.2d 337 (Fed. Cir. 1990) (Timken), as clarified by Diamond Sawblades Mfrs. Coalition v. United States, 626 F.3d 1374 (Fed. Cir. 2010) (Diamond Sawblades), the Department is notifying the public that the final CIT judgment in this case is not in harmony with the Department's final affirmative determination in the CVD investigation of OTR tires from the PRC and is amending its final determination with respect to the total net countervailable subsidy rate calculated for Tianjin United Tire & Rubber International Co., Ltd. (TUTRIC).
Final Determination of Sales at Less Than Fair Value: Silica Bricks and Shapes From the People's Republic of China

On June 20, 2013, the Department of Commerce (``Department'') published its preliminary determination of sales at less than fair value (``LTFV'') in the antidumping duty investigation of silica bricks and shapes from the People's Republic of China (``PRC'').\1\ The Department invited interested parties to comment on the Preliminary Determination. Based on the Department's analysis of the comments received, the Department made changes to the Preliminary Determination. The Department determines that silica bricks and shapes from the PRC are being, or are likely to be, sold in the United States at LTFV, as provided in section 735 of the Tariff Act of 1930, as amended (the ``Act''). The final weighted-average dumping margins for this investigation are listed in the ``Final Determination'' section below.

This will be the last meeting of the current members of the Board prior to the end of their appointment terms. During this meeting, the Board will discuss and deliberate on proposed recommendations addressing infrastructure, sustainability, expanded travel facilitation efforts, communications, business inputs to federal programs and policies, public-private partnerships, workforce, small business and data. The Board will also provide final observations on the work of the Board over the course of the Board members' appointment terms, hear updates from representatives of the U.S. government on the status of the Board's past recommendations, the implementation of the National Travel and Tourism Strategy and the progress on implementing the President's Executive Order 13597 on establishing visa and foreign visitor processing goals and the Task Force on Travel and Competitiveness. The Department of Commerce (the ``Department'') is conducting the fourth administrative review and the first new shipper review (``NSR'') of the antidumping duty order on steel wire garment hangers from the People's Republic of China (``PRC'').\1\ There is one participating mandatory respondent in this review, the Shanghai Wells Group.\2\ We selected seven additional companies as mandatory respondents but, they did not participate.\3\ Also under review is the new shipper company Hangzhou Yingqing Material Co. Ltd. (``Yingqing''). The Department has preliminarily determined that Yingqing and Shanghai Wells sold subject merchandise in the United States at prices below normal value during the period of review (``POR''), October 1, 2011, through September 30, 2012. Additionally, seven companies were selected for review, but did not fully cooperate and have been determined to be part of the PRC-wide entity.\4\ If these preliminary results are adopted in our final results of review, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on all appropriate entries of subject merchandise during the POR. We invite interested parties to comment on these preliminary results.
Polyethylene Retail Carrier Bags From Thailand: Final Court Decision and Amended Final Results of Administrative Review of the Antidumping Duty Order; 2006-2007

On January 18, 2012, the Court of International Trade (CIT) entered judgment in KYD Inc. v. United States, 807 F. Supp. 2d 1372 (CIT January 18, 2012) (KYD v. United States) affirming the Department's results of redetermination pursuant to remand, which recalculated the weighted-average duty margin for polyethylene retail carrier bags (PRCBs) from Thailand produced or exported by King Pac Industrial Co., Ltd. (King Pac) and Master Packaging Co., Ltd. (Master Packaging) and imported by KYD Inc. (KYD) for the period of review (POR) of August 1, 2006, through July 31, 2007, to be 94.62 percent. KYD appealed the CIT's decision to the Court of Appeals for the Federal Circuit (CAFC). On May 29, 2013, the CAFC affirmed the judgment of the CIT.\1\ The time for appeal has expired. Accordingly, the Department is amending the final results of the administrative review of the antidumping duty order on PRCBs from Thailand covering the POR, in accordance with KYD v. United States.

The Department of Commerce (the Department) proposes to modify its regulations to establish time limits for the submission of requests for sampling, and comments on sampling in antidumping (AD) administrative reviews. The modifications to the time limits, if adopted, will more clearly prescribe the time for filing requests for sampling in AD administrative reviews, and the time for filing comments and rebuttal comments with respect to such requests. The modifications will provide sufficient opportunity for the Department to determine whether it will employ sampling in selecting respondents for individual examination when conducting administrative reviews in which a request for sampling is timely submitted.

On June 20, 2013, the Department of Commerce (Department) received a request for changed circumstances reviews and a request to revoke, in part, the antidumping (AD) and countervailing duty (CVD) orders on aluminum extrusions from the People's Republic of China (PRC),\1\ with respect to certain rectangular wire. We published the notice of initiation of changed circumstances reviews on August 20, 2013 and invited comments from interested parties. We received no comments. We preliminarily conclude that changed circumstances warrant the revocation of the Orders, in part. Specifically, we preliminarily determine that producers accounting for substantially all of the production of the domestic like product to which these Orders pertain lack interest in the relief provided by the AD and CVD Orders based on a statement of no interest in the continuation of the Orders with respect to certain rectangular wire described below. Accordingly, we are notifying the public of our intent to revoke, in part, these Orders as to imports of certain rectangular wire described below. The Department invites interested parties to comment on these preliminary results.

The Department of Commerce (the Department) has extended the deadline, until November 1, 2015, for the re-exportation of one specified entry of low enriched uranium (LEU) that entered under a narrow provision excluding it from the scope of the antidumping (AD) order.\1\ The Department also determined that this will be the final extension of the re-exportation deadline.

The Department of Commerce (``the Department'') published its Preliminary Results of the third administrative review of the antidumping duty order on certain steel threaded rod from the People's Republic of China (``PRC'') on April 9, 2013.\1\ The period of review (``POR'') is April 1, 2011, through March 31, 2012. We gave interested parties an opportunity to comment on the Preliminary Results. Based upon our analysis of the comments received, we made changes to the margin calculations for these final results. The final dumping margins are listed below in the ``Final Results of the Review'' section of this notice.

The Department of Commerce (``Department'') is hereby refining its practice with respect to the methodology for respondent selection in certain antidumping (``AD'') proceedings. Specifically, the Department is making changes to its current practice in antidumping administrative reviews for (1) respondent selection; and (2) conditional review of the NME entity. Normally, the Department makes these types of changes to its practice in the context of its case proceedings, on a case-by-case basis.\1\ For these particular changes in practice, the Department sought comments in advance of making changes in practice. However, the Department expects to continue to consider, and make changes in practice, as necessary, in the context of its proceedings based upon comments from interested parties submitted in the course of such proceedings.\2\
