Initiation of Five-Year (“Sunset”) Review
In accordance with section 751(c) of the Tariff Act of 1930, as amended (``the Act''), the Department of Commerce (``the Department'') is automatically initiating a five-year review (``Sunset Review'') of the antidumping duty orders listed below. The International Trade Commission (``the Commission'') is publishing concurrently with this notice its notice of Institution of Five-Year Review which covers the same orders.

Certain Welded Carbon Steel Standard Pipe from Turkey: Preliminary Results of Countervailing Duty Administrative Review
The Department of Commerce (the Department) is conducting an administrative review of the countervailing duty (CVD) order on certain welded carbon steel standard pipe from Turkey for the period January 1, 2010, through December 31, 2010. We preliminarily find that the net subsidy rate for both companies under review is de minimis. See the ``Preliminary Results of Review'' section below. Interested parties are invited to comment on these preliminary results. See the ``Public Comment'' section, infra.
Chlorinated Isocyanurates From the People's Republic of China: Rescission of Antidumping Duty New Shipper Review
The Department of Commerce (the Department) initiated a new shipper review of the antidumping duty order on chlorinated isocyanurates (chlorinated isos) from the People's Republic of China (PRC) for the period of June 1, 2011, through February 29, 2012. As discussed below, we determine that the producer and exporter Puyang Cleanway Chemicals Ltd. (Puyang Cleanway) did not satisfy the regulatory requirements to request a new shipper review; therefore, we are rescinding this new shipper review.

Initiation of Antidumping and Countervailing Duty Administrative Reviews and Request for Revocation in Part, and Deferral of Administrative Review
The Department of Commerce (``the Department'') has received requests to conduct administrative reviews of various antidumping and countervailing duty orders and findings with February anniversary dates. In accordance with the Department's regulations, we are initiating those administrative reviews. The Department received a request to revoke one antidumping duty order in part. The Department also received a request to defer the initiation of an administrative review for one anitdumping duty order.
Certain Steel Threaded Rod From the People's Republic of China: Extension of Preliminary Results of Administrative Review
The Department of Commerce (``Department'') is extending the time limit for the preliminary results of the administrative review of certain steel threaded rod from the People's Republic of China (``PRC''). The review covers the period April 1, 2010, through March 31, 2011.
Export Trade Certificate of Review
The U.S. Department of Commerce issued an amended Export Trade Certificate of Review to the Association for the Administration of Rice Quotas, Inc., (``AARQ'') on December 16, 2011. The previous amendment was issued to AARQ on March 11, 2010 and published in the Federal Register on March 26, 2010 (75 FR 14567). This is the eleventh amendment to the Certificate. The Association for the Administration of Rice Quotas, Inc. (``AARQ'') original Certificate was issued on January 21, 1998 (63 FR 31738, June 10, 1998).

Notice of Final Determination of Sales at Less Than Fair Value and Affirmative Critical Circumstances Determination: Bottom Mount Combination Refrigerator-Freezers From Mexico
We determine that imports of bottom mount combination refrigerator-freezers (bottom mount refrigerators) from Mexico are being, or are likely to be, sold in the United States at less than fair value (LTFV), as provided in section 735 of the Tariff Act of 1930, as amended (the Act). In addition, we determine that critical circumstances exist with respect to the subject merchandise exported from Mexico by Samsung Electronics Mexico, S.A. de C.V. (Samsung). Based on our analysis of the comments received, we made changes in the margin calculations. Therefore, the final determination differs from the preliminary determination. The final weighted-average dumping margins for the investigated companies are listed below in the section entitled ``Final Determination Margins.''

We determine that imports of narrow bottom mount combination refrigerator-freezers (bottom mount refrigerators) from the Republic of Korea (Korea) are being, or are likely to be, sold in the United States at less than fair value (LTFV), as provided in section 735 of the Tariff Act of 1930, as amended (the Act). In addition, we determine that there is no reasonable basis to believe or suspect that critical circumstances exist with respect to the subject merchandise exported from Korea. Based on our analysis of the comments received, we have made changes in the margin calculations. Therefore, the final determination differs from the preliminary determination. The final weighted-average dumping margins for the investigated companies are listed below in the section entitled ``Final Determination Margins.''

On November 3, 2011, the Department of Commerce (the ``Department'') published its preliminary determination of sales at less than fair value (``LTFV'') in the antidumping investigation of certain stilbenic optical brightening agents (``stilbenic OBAs'') from the People's Republic of China (``PRC'').\1\ The Department invited interested parties to comment on the Preliminary Determination. Based on the Department's analysis of the comments received, the Department has made changes from the Preliminary Determination, and continues to find that stilbenic OBAs from the PRC are being, or are likely to be, sold in the United States at LTFV, as provided in section 735 of the Tariff Act of 1930, as amended (the ``Act''). The final dumping margins for this investigation are listed in the ``Final Determination'' section below.

Galvanized Steel Wire From the People's Republic of China: Final Determination of Sales at Less Than Fair Value
On November 4, 2011, the Department of Commerce (the ``Department'') published the Preliminary Determination of sales at less than fair value (``LTFV'') in the antidumping investigation of galvanized steel wire from the People's Republic of China (``PRC'').\1\ On November 29, 2011, the Department published an Amended Preliminary Determination.\2\ The period of investigation (``POI'') is July 1, 2010, through December 31, 2010. Based on our analysis of the comments received, we have made changes to our Preliminary Determination and Amended Preliminary Determination. The Department continues to find that galvanized steel wire from the PRC is being, or is likely to be, sold in the United States at LTFV, as provided in section 735 of the Tariff Act of 1930, as amended (``the Act''). The estimated margins of sales at LTFV are shown in the ``Final Determination Margins'' section of this notice.
Certain Steel Nails From the United Arab Emirates: Final Determination of Sales at Less Than Fair Value

Sodium Hexametaphosphate From the People's Republic of China: Preliminary Results of Second Antidumping Duty Administrative Review
The Department of Commerce (the ``Department'') is conducting the second administrative review of the antidumping duty order on sodium hexametaphosphate (``sodium hex'') from the People's Republic of China (``PRC'') for the period of review (``POR'') March 1, 2010, through February 28, 2011. The Department has preliminarily determined that sales have been made below normal value (``NV'') by Hubei Xingfa Chemical Group Co., Ltd. (``Hubei Xingfa''). If these preliminary results are adopted in the final results of this review, the Department will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on all appropriate entries of subject merchandise during the POR. Interested parties are invited to comment on these preliminary results.

On September 9, 2011, the Department of Commerce (``Department'') published the Preliminary Results of the seventh administrative review and sixth new shipper review of the antidumping duty order on certain frozen fish fillets (``frozen fish fillets'') from the Socialist Republic of Vietnam (``Vietnam'').\1\ We gave interested parties an opportunity to comment on the Preliminary Results and, based upon our analysis of the comments and information received, we made changes to the margin calculations for the final results of these reviews. Small Diameter Graphite Electrodes From the People's Republic of China: Amended Final Results of the First Administrative Review of the Antidumping Duty Order
On September 13, 2011, the Department of Commerce (``Department'') published the final results of the antidumping duty administrative review of small diameter graphite electrodes (``SDGE'') from the People's Republic of China (``PRC''), covering the period August 21, 2008, through January 31, 2010.\1\ We are amending our Final Results to correct certain ministerial errors made in the calculation of the antidumping duty margins for Fushun Jinly Petrochemical Carbon Co., Ltd. Certain Lined Paper Products From India: Notice of Final Results of Antidumping Duty Administrative Review
On October 7, 2011, the Department of Commerce (the Department) published in the Federal Register the preliminary results of the antidumping duty administrative review for certain lined paper products from India (CLPP).\1\ This review covers 35 manufacturers and exporters of the subject merchandise,\2\ including Navneet Publications (India) Limited (Navneet) and Riddhi Enterprises (Riddhi), for the period September 1, 2009, through August 31, 2010. As a result of our analysis of the comments received, these final results differ from the Preliminary Results. On February 3, 2012, the Department extended the final results of this review from February 6, 2012, to March 5, 2012.\3\

On November 3, 2011, the Department of Commerce (``the Department'') published the preliminary results in the 2009-2010 antidumping duty administrative review of polyethylene terephthalate film, sheet, and strip (``PET film'') from the People's Republic of China (``PRC'').\1\ The period of review (``POR'') is November 1, 2009, through October 31, 2010. We have determined that sales have been made below normal value (``NV'') by certain companies subject to this review. We invited interested parties to comment on our Preliminary Results. Based on our analysis of the comments received, we made changes to our margin calculations for Tianjin Wanhua Co., Ltd. (``Wanhua'') and Sichuan Dongfang Insulating Material Co., Ltd. (``Dongfang'') (collectively, ``Respondents''). The final dumping margins for this review are listed in the ``Final Results Margins'' section below.
