The Department has conducted expedited (120- day) sunset reviews for these finding/orders in accordance with 19 CFR 351.218(e)(1)(ii)(C)(2). As a result of these sunset reviews, the Department finds that revocation of the antidumping duty finding/orders would be likely to lead to continuation or recurrence of dumping.

The Department of Commerce (the ``Department'') received timely requests to conduct administrative reviews of the antidumping duty orders on certain frozen warmwater shrimp (``shrimp'') from the Socialist Republic of Vietnam (``Vietnam'') and the People's Republic of China (``PRC''). The Department also received a timely request to revoke, in part, the antidumping duty order on shrimp from the PRC for one producer/exporter.\1\ In addition, we received timely requests to revoke, in part, the antidumping duty order on shrimp from Vietnam for multiple producer/exporters.\2\ Subsequently, several Vietnamese producers/exporters withdrew their request for revocation of the antidumping duty order.\3\ The anniversary month of these orders is February. In accordance with the Department's regulations, we are initiating these administrative reviews.

(collectively ``Mexinox''), filed a First Request for Panel Review with the United States Section of the NAFTA Secretariat pursuant to Article 1904 of the North American Free Trade Agreement. Panel Review was requested of the Final Results of the 2006-2007 Antidumping Duty Administrative Review, made by the International Trade Administration, respecting Stainless Steel Sheet and Strip in Coils from Mexico. This determination was published in the Federal Register (74 FR 6365), on February 9, 2009. The NAFTA Secretariat has assigned Case Number USA-MEX-2009-1904-02 to this request.

Brake Rotors From the People's Republic of China: Preliminary Results of the 2007 Administrative Review and Partial Rescission

The Department of Commerce (the Department) is currently conducting the 2007 administrative review of the antidumping duty order on brake rotors from the People's Republic of China (PRC). We preliminarily determine that sales have not been made below normal value (NV) with respect to those exporters who participated fully and are entitled to a separate rate in the administrative review. If these preliminary results are adopted in our final results of this review, we will instruct U.S. Customs and Border Protection (CBP) to liquidate without regard to antidumping duties, entries of subject merchandise during the period of review (POR) from these exporters. Interested parties are invited to comment on these preliminary results. We will issue the final results no later than 120 days from the date of publication of this notice.

On November 25, 2008, the Department of Commerce (``the Department'') published a notice of preliminary results of the full sunset review of the suspended antidumping duty investigation on certain cut-to-length carbon steel plate (``CTL plate'') from Ukraine pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''). We preliminarily found that Binh An and QVD did not sell subject merchandise at less than normal value (``NV'') and thus received zero margins during the period of review (``POR''), August 1, 2006, through July 31, 2007. We also preliminarily rescinded South Vina. The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain frozen warmwater shrimp from Ecuador with respect to 81 companies. The respondents which the Department selected for individual examination are Promarisco, S.A. (Promarisco) and Sociedad Nacional de Galapagos, S.A. (Songa). The respondents which were not selected for individual examination are listed in the ``Preliminary Results of Review'' section of this notice. This is the third administrative review of this order. The period of review (POR) covers February 1, 2007, through August 14, 2007. We preliminarily determine that sales made to the United States by Promarisco and Songa have been made below normal value (NV). In addition, based on the preliminary results for the respondents selected for individual examination, we have determined a preliminary weighted- average margin for those companies that were not individually examined. If the preliminary results are adopted in our final results of administrative review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on all appropriate entries. Interested parties are invited to comment on the preliminary results.
