Public Meeting on the Influence of European Standards in the Middle East and North Africa
The use of European standards in the Middle East and North Africa is growing. The European Union (EU) is providing technical assistance and building ties to harmonize regulations and standards so as to facilitate trade between the EU and these regions. This meeting will provide U.S. industry an opportunity to exchange their experiences and express their views on this subject.
Stainless Steel Sheet and Strip in Coils From the Republic of Korea; Final Results and Rescission of Antidumping Duty Administrative Review in Part
On April 10, 2006, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on stainless steel sheet and strip in coils (SSSSC) from the Republic of Korea (Korea) (71 FR 18074). This review covers five producers/exporters of the subject merchandise to the United States. The period of review (POR) is July 1, 2004, through June 30, 2005. We are rescinding the review with respect to eight companies because they had no shipments of subject merchandise to the United States during the POR. Based on our analysis of the comments received, we have made changes in the margin calculation for DaiYang Metal Co., Ltd. (DMC), a respondent in this review. Therefore, the final results differ from the preliminary results. The final weighted-average dumping margins for the reviewed firms are listed below in the section entitled ``Final Results of Review.''
North American Free-Trade Agreement, Article 1904 Binational Panel Reviews
On January 22, 2007, ThyssenKrupp Mexinox S.A. filed a First Request for Panel Review with the United States Section of the NAFTA Secretariat pursuant to Article 1904 of the North American Free Trade Agreement. Panel review was requested of the Notice of Final Results of the 2004/2005 Administrative Review made by the International Trade Administration, respecting Stainless Sheet and Strip in Coils from Mexico. This determination was published in the Federal Register (71 FR 76978) on December 22, 2006. The NAFTA Secretariat has assigned Case Number USA-MEX-2007-1904-01 to this request.
Antidumping Proceedings: Calculation of the Weighted-Average Dumping Margins in Antidumping Investigations; Change in Effective Date of Final Modification
On December 27, 2006, the Department of Commerce (``the Department'') published a modification concerning the calculation of the weighted-average dumping margin in antidumping investigations (71 FR 77722). On January 16, 2007, the Department delayed the effective date of the modification until January 23, 2007 (72 FR 1704). The Department is again delaying the effective date of the modification until February 22, 2007.
Countervailing Duty Changed Circumstances Reviews; Request for Comment on Agency Practice
When conducting a countervailing duty changed circumstances review for purposes of determining the appropriate cash deposit rate in light of a change in a company's name, structure, or ownership, the Department's general approach has been to apply the ``successor in interest'' analysis that it uses for considering similar types of changes in antidumping duty changed circumstances reviews. The Department has conducted relatively few changed circumstances reviews involving the successorship of companies in the context of countervailing duty measures. However, based on recent experience, the Department is now considering whether its practice regarding such reviews should be revised or clarified. This notice highlights various considerations relevant to this issue, and provides an opportunity for public comment on whether any changes to the Department's current practice regarding countervailing duty changed circumstances reviews would be warranted and, specifically, what those changes should entail.
Changes in the Insular Possessions Watch, Watch Movement and Jewelry Programs 2006
The Departments of Commerce and the Interior (the Departments) propose amending their regulations governing watch duty-exemption allocations and the watch and jewelry duty-refund benefits for producers in the United States insular possessions (the U.S. Virgin Islands, Guam, American Samoa and the Commonwealth of the Northern Mariana Islands). The proposed rule would amend certain regulations by updating the maximum total value of watch components per watch that are eligible for duty-free entry into the United States under the insular program, further clarifying the definition of creditable and non- creditable wages and fringe benefits, providing more details about the calculation of mid-year and annual duty-refund and verification process, and making minor editorial changes.
Textile and Apparel Products from Vietnam: Import Monitoring Program; Request for Comments
As a follow-up to its December 4, 2006 request for public comment, the Department of Commerce (the Department) is providing an additional opportunity for the public to comment on the development and implementation of a monitoring program covering imports of textile and apparel products from Vietnam. This monitoring program will remain in place for the duration of this Administration. To help the Department implement the program and, at the same time, be advised of the concerns of all interested stakeholders, the Department is inviting the public to provide further input on the monitoring program and identify issues or considerations that submitters believe are deserving of the Department's attention as the program proceeds. Responses to comments already received by the Department as part of its December 4, 2006 request are also welcome.
Floor-Standing, Metal-Top Ironing Tables and Certain Parts Thereof from the People's Republic of China: Notice of Partial Rescission of Antidumping Duty Administrative Review
On September 29, 2006, the Department of Commerce (the Department) published in the Federal Register a notice of initiation of the antidumping duty administrative review on floor-standing, metal-top ironing tables and certain parts thereof (ironing tables) from the People's Republic of China (PRC). The period of review (POR) is August 1, 2005, through July 31, 2006. This review is now being rescinded for Foshan Shunde Yongjian Housewares & Hardware Co., Ltd. (Foshan Shunde) because the only requesting party withdrew its request in a timely manner.
Certain Frozen Fish Fillets from the Socialist Republic of Vietnam: Notice of Rescission of Antidumping Duty New Shipper Review
On September 28, 2006, the Department of Commerce (``the Department'') published in the Federal Register (71 FR 56953) a notice announcing the initiation of a new shipper review of the antidumping duty order on certain frozen fish fillets from the Socialist Republic of Vietnam (``Vietnam'') for East Sea Seafoods Joint Venture Co., Ltd. (``East Sea Seafoods''). The period of review (``POR'') is August 1, 2005, to July 31, 2006. This review is now being rescinded because East Sea Seafoods withdrew its request in a timely manner.
Stainless Steel Bar from Brazil, India, Japan, and Spain: Continuation of Antidumping Duty Orders
As a result of the determinations by the Department of Commerce (the Department) and the International Trade Commission (ITC) that revocation of the antidumping duty orders on stainless steel bar from Brazil, India, Japan, and Spain would be likely to lead to continuation or recurrence of dumping and of material injury to an industry in the United States within a reasonably foreseeable time, the Department is publishing notice of the continuation of these antidumping duty orders.

On January 17, 2007 the binational panel issued its decision in the review of the final results of the sunset review of antidumping order made by the International Trade Administration, respecting Oil Country Tubular Goods from Mexico, NAFTA Secretariat File Number USA- MEX-2001-1904-03. The binational panel issued its fourth remand of the International Trade Administration's re-determination on remand. Copies of the panel decision are available from the U.S. Section of the NAFTA Secretariat.
North American Free-Trade Agreement (NAFTA), Article 1904 Binational Panel Reviews
On January 16, 2007, the binational panel issued its decision in the review of the final determination made by the International Trade Administration, respecting Oil Country Tubular Goods from Mexico Final Antidumping Duty Administrative Review and Determination not to Revoke, Secretariat File No. USA-MEX-2001-1904-05. The binational panel affirmed the Departments determination that Hylsa did not ship in commercial quantities and that its determination not to revoke the antidumping order is upheld. Copies of the panel decision are available from the U.S. Section of the NAFTA Secretariat.
Silicon Metal From Brazil: Notice of Rescission of Antidumping Duty Administrative Review
In response to a request from Globe Metallurgical Inc. (Globe), a domestic producer of silicon metal, the Department of Commerce initiated an administrative review of the antidumping duty order on silicon metal from Brazil. The period of review covers July 1, 2005, through February 15, 2006. Because the respondents had no sales or shipments to the United States during the period of review, we are now rescinding the review of these companies.
Wooden Bedroom Furniture from the People's Republic of China: Initiation of Antidumping Duty Changed Circumstances Review
The Department of Commerce (``Department'') has received information sufficient to warrant initiation of a changed circumstances review of the antidumping duty order on wooden bedroom furniture (``WBF'') from the People's Republic of China (``PRC''). Based on a request filed by Tradewinds Furniture Ltd. (``Tradewinds Furniture'') and Tradewinds International Enterprise Ltd. (``Tradewinds International''), the Department is initiating a changed circumstances review to determine whether Tradewinds Furniture and Tradewinds International are successors-in-interest to Nanhai Jiantai Woodwork Co. (``Nanhai Jiantai'') and its affiliated exporter, Fortune Glory Industrial Limited Co. (``Fortune Glory''), respondents in the original investigation.
Polyethylene Retail Carrier Bags from Thailand: Final Results of Antidumping Duty Administrative Review
On September 11, 2006, the Department of Commerce published the preliminary results of the 2004/2005 administrative review of the antidumping duty order on polyethylene retail carrier bags from Thailand. We gave interested parties an opportunity to comment on the preliminary results. Based on our analysis of the comments received and an examination of our calculations, we have made certain changes for the final results. The final weighted-average dumping margins for the respondents are listed below in the ``Final Results of the Review'' section of this notice.
Notice of Final Results of Antidumping Duty Administrative Review: Granular Polytetrafluoroethylene Resin From Italy
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on granular polytetrafluoroethylene (PTFE) resin from Italy, covering the period August 1, 2004, through July 31, 2005. The review covers one producer/ exporter of the subject merchandise, Solvay Solexis, Inc. and Solvay Solexis S.p.A. (collectively, Solvay). Based on our analysis of comments received, these final results differ from the preliminary results. The final results are listed below in the Final Results of Review section.

The U.S. Travel and Tourism Advisory Board (Board) will hold a meeting to discuss topics related to the travel and tourism industry. The Board was established on October 1, 2003, and reconstituted October 1, 2005, to advise the Secretary of Commerce on matters relating to the travel and tourism industry.
International Trade Administration, North American Free Trade Agreement, Article 1904 NAFTA Panel Reviews; Notice of Panel Decision
On January 5, 2007, the binational panel issued its decision in the review of the final results of the affirmative antidumping duty determination made by the International Trade Administration (ITA) respecting Certain Softwood Lumber Products from Canada (Secretariat File No. USA-CDA-2002-1904-02). On October 12, 2006, ITA filed with the panel, a Motion to Dismiss this appeal on the ground that the revocation of the antidumping order had rendered this proceeding moot. On October 13, 2006, the Government of Canada filed a separate motion to dismiss on the same ground. Neither motion was filed with the consent of the other parties of this proceeding. On October 23, 2006, two Canadian trade associations opposed the motions to dismiss, asserting that the revocation of the antidumping order did not render this proceeding moot, and urged the Panel to decide pending motions before it, including motions seeking reconsideration of ITA's most recent remand determination. Because the Panel concluded that the October 12, 2006 revocation of the antidumping order rendered moot this proceeding and all motions pending at the time of revocation, the Panel grants the motion to dismiss. Polyethylene Terephthalate Film, Sheet and Strip from India: Notice of Rescission, in Part, of Antidumping Duty Administrative Review
On August 30, 2006, in response to a timely request from Jindal Poly Films Limited of India and MTZ Polyfilms, Ltd., the Department of Commerce (the Department) initiated an administrative review of the antidumping duty order on polyethylene terephthalate (PET) film from India. See Initiation of Antidumping and Countervailing Duty Administrative Reviews and Requests for Revocation in Part, 71 FR 51573 (August 30, 2006) (Initiation Notice). This administrative review covers the period July 1, 2005 through June 30, 2006. We are now rescinding the review of Jindal Poly Films Limited of India as a result of the withdrawal of its request for an administrative review of this order; we are continuing the administrative review of MTZ Polyfilms, Ltd.
Foundry Coke Products from the People's Republic of China: Continuation of Antidumping Duty Order
As a result of the determinations by the Department of Commerce (``the Department'') and the International Trade Commission (``ITC'') that revocation of the antidumping duty order on Foundry Coke Products from the People's Republic of China (``PRC'') would likely lead to continuation or recurrence of dumping and material injury to an industry in the United States, the Department is publishing this notice of continuation of this antidumping duty (``AD'') order.
Oil Country Tubular Goods, Other Than Drill Pipe, from Argentina; Notice of Rescission of Antidumping Duty Administrative Review
In response to a request from the petitioner, the Department of Commerce (the Department) initiated an administrative review of the antidumping duty order on oil country tubular goods (OCTG) from Argentina. This review covers one manufacturer/exporter of the subject merchandise, Siderca S.A.I.C. (Siderca). The Department is now rescinding this review based on record evidence indicating the respondent had no entries of subject merchandise during the period of review (POR). The POR is August 1, 2005 through July 31, 2006.
Expected Non-Market Economy Wages: Request for Comments on 2006 Calculation
The Department of Commerce (``Department'') has a longstanding practice of calculating expected non-market economy (``NME'') wages for use as the surrogate value for direct labor in antidumping proceedings involving NME countries. These expected NME wages are calculated annually in accordance with Sec. 351.408(c)(3) of the Department's regulations. This notice presents the Department's preliminary 2006 expected NME wages, which were calculated according to the Department's revised methodology described in the Federal Register notice Antidumping Methodologies: Market Economy Inputs, Expected Non- Market Economy Wages, Duty Drawback; and Request for Comments, 71 FR 61716, Oct. 19, 2006 (hereafter, the ``Antidumping Methodologies notice''), and provides the public with an opportunity to comment on potential clerical errors in the calculation.
Hand Trucks and Certain Parts Thereof From the People's Republic of China; Preliminary Results and Partial Rescission of Administrative Review and Preliminary Results of New Shipper Review
The Department of Commerce (the Department) is conducting an administrative review and a new shipper review of the antidumping duty order on hand trucks and certain parts thereof (hand trucks) from the People's Republic of China (PRC) covering the period December 1, 2004, through November 30, 2005. We have preliminarily determined that sales have been made below normal value (NV). If these preliminary results are adopted in the final results of these reviews, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on all appropriate entries. Interested parties are invited to comment on these preliminary results. We will issue the final results no later than 120 days from the date of publication of this notice.
Wooden Bedroom Furniture From the People's Republic of China: Final Changed Circumstances Review and Determination To Revoke Order in Part
On November 14, 2006, the Department of Commerce (``the Department'') published a notice of initiation and preliminary results of an antidumping duty (``AD'') changed circumstances review with intent to revoke, in part, the AD order on wooden bedroom furniture from the People's Republic of China (``PRC''). See Wooden Bedroom Furniture from the People's Republic of China: Notice of Initiation and Preliminary Results of Changed Circumstances Review, and Intent to Revoke Order in Part, 71 FR 66309 (November 14, 2006) (``Initiation and Preliminary Results''). We are now revoking this order in part, with regard to the following product: Cheval style mirrored jewelry cabinets, as described in footnote 12 the ``Scope of the Order'' section of this notice, based on the fact that domestic parties have expressed no further interest in the relief provided by the order with respect to the imports of these jewelry cabinets, as so described. In its September 20, 2006, submission, the American Furniture Manufacturers Committee for Legal Trade and its individual members (the ``AFMC'') stated that it no longer has any interest in seeking antidumping relief from imports of such cheval style mirrored jewelry cabinets with respect to the subject merchandise defined in the ``Scope of the Order'' section below. Interested parties are invited to comment on these preliminary results.
Antidumping and Countervailing Duty Proceedings: Documents Submission Procedures; APO Procedures; Proposed Rule
The Department of Commerce (``the Department'') proposes to amend its regulations in antidumping (``AD'') and countervailing duty (``CVD'') proceedings governing information submitted to the Department and administrative protective orders in order to improve the Department's procedures and provide clarification to some aspects of the Department's regulations. Specifically, the Department proposes to amend its regulations as follows: To reflect a transfer in the function of receiving submissions filed in AD/CVD proceedings from the Central Records Unit to the Administrative Protective Order (``APO'') Unit, and to change the name of the APO Unit to APO/Dockets Unit; to reflect a transfer in the function of maintaining public service lists from the Central Records Unit to the APO/Dockets Unit; to update the definition of ``Customs Service'' to reflect the reorganization of the Executive Branch; to clarify that documents filed with the Department will only be time stamped when appropriate, for example, when an interested party submits a request for treatment as a voluntary respondent; to clarify when an APO will be placed on the record with respect to new shipper reviews, applications for scope rulings and changed circumstances reviews; to clarify when a party must serve business proprietary information already on the administrative record to new authorized applicants to the APO; to require a formal letter of appearance to request placement on the service list of any segment of an AD/CVD proceeding; and to clarify when a party is to be considered an ``interested party'' for the purposes of the APO. Finally, the Department proposes amending its short form application for an APO (Form ITA-367).
Initiation of Antidumping Duty Changed Circumstances Review: Polyethylene Terphthalate Film Sheet and Strip from Korea
In accordance with section 751(b) of the Tariff Act of 1930, as amended (the Act), and 19 CFR 351.216(b), DuPont Teijin Films (DuPont), Mitsubishi Polyester Film, Inc. (Mitsubishi), and Toray Plastics (America) (Toray), Inc. (collectively DuPont, Mitsubishi, and Toray are the Petitioners), filed a request for the Department to initiate a changed circumstances review of the antidumping duty order on polyethylene terephthalate film, sheet, and strip (PET film) from Korea. Petitioners allege that Kolon Industries Inc. (Kolon), a Korean PET film producer previously revoked from the antidumping duty order, has resumed selling subject merchandise at prices below normal value (NV). Petitioners explain that Kolon has agreed in writing to reinstatement in the antidumping duty order if Kolon were found to have resumed dumping. Petitioners contend that Kolon has violated its agreement not to sell PET film at prices below NV in the United States subsequent to Kolon's revocation from the order. Therefore, Petitioners request that the Department reinstate the antidumping duty order with respect to Kolon. Petitioners further request that the Department of Commerce (the Department) immediately order suspension of liquidation for all entries of Korean PET film manufactured and exported by Kolon. The Department finds the information submitted by Petitioners is sufficient to warrant initiation of a changed circumstances review of the antidumping duty order on PET film from Korea. In this changed circumstances review, we will determine whether Kolon is selling PET film at less than NV subsequent to its revocation from the order. If we determine in this changed circumstances review that Kolon sold at less than NV and resumed dumping PET film, we will direct Customs and Border Protection (CBP) to suspend liquidation of all entries of Korean PET film manufactured and exported by Kolon.
Carbazole Violet Pigment 23 from the People's Republic of China: Notice of Court Decision Not In Harmony with Final Determination of Sales at Less than Fair Value
On December 8, 2006, the United States Court of International Trade (``CIT'') sustained the final remand determination made by the Department of Commerce (``the Department'') pursuant to the CIT's remand of the final determination of the less-than-fair-value investigation of Carbazole Violet Pigment 23 (``CVP 23'') from the People's Republic of China. See Goldlink Industries Co., Ltd., Trust Chem Co., Ltd., Tianjin Hanchem International Trading Co., Ltd. V. United States, and Nation Ford Chemical Company and Sun Chemical Corporation, and Clariant Corporation, Consol. Ct. 05-00060, (Ct. Int'l Trade Dec. 8, 2006). This case arises out of the Department's final determination in the investigation covering the period April 1, 2003, through September 30, 2003. See Notice of Final Determination of Sales at Less Than Fair Value for Carbazole Violet Pigment 23 from the People's Republic of China, 69 FR 67304 (November 17, 2004) (``Final Determination''). The final judgment in this case was not in harmony with the Department's Final Determination.
Structural Steel Beams from Korea: Notice of Final Results of Antidumping Duty Administrative Review
On September 7, 2006, the Department of Commerce published the preliminary results of the administrative review of the antidumping duty order on structural steel beams from Korea. See Structural Steel Beams from Korea: Preliminary Results of Antidumping Duty Administrative Review, 71 FR 52766 (September 7, 2006) (Preliminary Results). This administrative review covers INI Steel Company and Dongkuk Steel Mill Co., Ltd., manufacturers and exporters of the subject merchandise. The period of review is August 1, 2004, through July 31, 2005. We did not receive any comments from parties, and we have not made any changes to our analysis. The final weighted-average dumping margins for the reviewed firms are thus unchanged from our preliminary results of review, and are shown in the section entitled ``Final Results of Review.''
Gray Portland Cement and Clinker From Mexico: Initiation of an Antidumping Duty Changed-Circumstances Review
In response to a request for a changed-circumstances review from Holcim Apasco, S.A. de C.V. (Apasco) and pursuant to Section II.B.6 of the Agreement between the Office of the United States Trade Representative, the United States Department of Commerce and Secretaria de Economia on Trade in Mexican Cement (the Agreement) dated March 6, 2006, the Department of Commerce is initiating a changed-circumstances review of the antidumping duty order on gray portland cement and clinker from Mexico.
Honey from the People's Republic of China: Intent to Rescind, In Part, and Preliminary Results of Antidumping Duty New Shipper Reviews
The U.S. Department of Commerce (``the Department'') is conducting new shipper reviews of the antidumping duty order on honey from the People's Republic of China (``PRC'') in response to requests from Inner Mongolia Altin Bee-Keeping Co., Ltd. (``Inner Mongolia''), Qinhuangdao Municipal Dafeng Industrial Co., Ltd. (``QMD''), and Dongtai Peak Honey Industry Co., Ltd. (``Dongtai Peak''), (collectively, ``respondents''). The period of review (``POR'') is from December 1, 2004, through November 30, 2005. With regard to Inner Mongolia and Dongtai Peak, we have preliminarily determined that their sales have been made below normal value during the POR. In addition, we have preliminarily determined that Inner Mongolia's, and Dongtai Peak's sales are bona fide transactions. However, with regard to QMD, we have preliminarily determined its POR sale was not a bona fide transaction and are rescinding its review, as further explained in the bona fide analysis and preliminary intent to rescind sections of this notice. If these preliminary results are adopted in our final results of this review, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on appropriate entries of subject merchandise during the POR. Interested parties are invited to comment on these preliminary results.
Honey from the People's Republic of China: Preliminary Results and Partial Rescission of Antidumping Duty Administrative Review
In response to requests from interested parties, the Department of Commerce (the Department) is conducting the fourth administrative review of the antidumping duty order on honey from the People's Republic of China (PRC). The period of review (POR) is December 1, 2004, through November 30, 2005. We preliminarily determine that four companies have failed to cooperate by not acting to the best of their ability to comply with our requests for information and, as a result, should be assigned a rate based on adverse facts available. We have also preliminarily determined that a fifth respondent made sales to the United States of the subject merchandise at prices below normal value. We invite interested parties to comment on these preliminary results. Parties that submit comments are requested to submit with each argument (1) a statement of the issue and (2) a brief summary of the argument(s).
