Healthy Tomorrows Partnership for Children Program (HTPC)
This notice sets forth the Secretary's proposal to require HTPC grant recipients to contribute non-Federal matching funds in years 2 through 5 of the project period equal to two times the amount of the Federal Grant Award or such lesser amount determined by the Secretary for good cause shown.
Simplification of the Grant Appeals Process
The Department of Health and Human Services (HHS) is amending regulations to remove the Health Resources and Services Administration (HRSA) from the list of agencies which require grantees to utilize an informal appeals procedure for grant related disputes subject to the departmental appeal procedures. In doing so, HRSA will simplify the appeals procedure for aggrieved HRSA grantees by permitting them direct access to the Departmental Grant Appeals Board.
National Vaccine Injury Compensation Program; List of Petitions Received
The Health Resources and Services Administration (HRSA) is publishing this notice of petitions received under the National Vaccine Injury Compensation Program (``the Program''), as required by Section 2112(b)(2) of the Public Health Service (PHS) Act, as amended. While the Secretary of Health and Human Services is named as the respondent in all proceedings brought by the filing of petitions for compensation under the Program, the United States Court of Federal Claims is charged by statute with responsibility for considering and acting upon the petitions.
Advisory Commission on Childhood Vaccines; Notice of Meeting
The Health Resources and Services Administration published a notice in the Federal Register of November 22, 2005 (70 FR 70623) announcing an Advisory Commission on Childhood Vaccines meeting on December 12, 2005. The document announced that the public can join the meeting by attending in person or by audio conference call. The meeting will now be held by audio conference call only. This document amends the notice by changing the place of the meeting.
Organ Procurement and Transplantation Network
This notice sets forth the Secretary's proposal to include intestines within the definition of organs covered by the rules governing the operation of the Organ Procurement and Transplantation Network. The Secretary further proposes a corresponding change to the definition of human organs covered by section 301 of the National Organ Transplant Act, as amended.
Advisory Committee on Organ Transplantation; Notice of Meeting
The Health Resources and Services Administration published a notice in the Federal Register of September 29, 2005 (70 FR 56926- 56927) announcing an Advisory Committee on Organ Transplantation meeting on November 3-4 2005. The notice is being amended to change type of meeting, place, dates, and time.
Extramural Support Program for Reimbursement of Travel and Subsistence Expenses Incurred Toward Living Organ Donations
Congress has provided specific authority under section 377 of the Public Health Service (PHS) Act, 42 U.S.C. Sec. 274f, as amended by Public Law 108-216 for providing reimbursement of travel and subsistence expenses for certain individuals donating their organs. Additionally, Congress has provided the Secretary the authority to provide reimbursement for other incidental non-medical expenses as the Secretary determines by regulation to be appropriate. The Health Resources and Services Administration is developing a demonstration program to fulfill this authority. In the first cycle, the program will focus exclusively on providing reimbursement of travel and subsistence expenses for certain individuals donating their organs. In the future, the program may provide reimbursement for other incidental non-medical expense. The purpose of this solicitation of comments is to assist HRSA in establishing an effective program which addresses the concerns and the needs of the community. In addition, the Division of Transplantation, Healthcare Systems Bureau plans two conference calls to discuss the program.
Meetings: Organ Transplantation Advisory Committee
Pursuant to Public Law 92-463, the Federal Advisory Committee Act, as amended (5 U.S.C. Appendix 2), notice is hereby given of the ninth meeting of the Advisory Committee on Organ Transplantation (ACOT), Department of Health and Human Services (HHS). The meeting will be held from approximately 9 a.m. to 5:30 p.m. on November 3, 2005, and from 9 a.m. to 3 p.m. on November 4, 2005, at the Rockville DoubleTree Hotel, 1750 Rockville Pike, Rockville, Maryland 20852. The meeting will be open to the public; however, seating is limited and pre-registration is encouraged (see below).
Ricky Ray Hemophilia Relief Fund Program Administrative Close-Out
This Notice announces the administrative close-out of the Ricky Ray Hemophilia Relief Fund Program (the Program). All business concerning petitions and related payment documentation associated with the Program will conclude on October 31, 2005. As of that date, the Program will cease to accept or process any additional documentation submitted by individuals (or their representatives) relating to the eligibility or payment of petitions still pending. Remaining funds will be returned to the United States Treasury, and the Program will archive all outstanding documentation at the Washington National Records Center in Suitland, Maryland, in accordance with the requirements of the National Archives and Records Administration.
Cooperative Agreement for Border Health Best Practices
The Office of Rural Health Policy (ORHP), in cooperation with the Office of Global Health Affairs (OGHA), Office of Minority Health (OMH), Office on Women's Health (OWH), and Centers for Disease Control and Prevention (CDC) will award a one year single source award to the U.S.-Mexico Border Health Association (USMBHA) to identify and promote best practices in border communities. As defined in the La Paz Agreement, the border region is 100 km north and south of the international boundary line between the United States and Mexico. Funds will be used on both sides of the U.S.-Mexico border for the development of activities under the second annual Border Binational Health Week (October 10-16, 2005).

Recruitment of Sites for Assignment of Corps Personnel
The Health Resources and Services Administration (HRSA) announces that the listing of entities and their Health Professional Shortage Area (HPSA) scores that will receive priority for the assignment of National Health Service Corps (NHSC) personnel (Corps Personnel, Corps members) for the period July 1, 2005 through June 30, 2006, is posted on the NHSC Web site at https://nhsc.bhpr.hrsa.gov/ resources/fedreg-hpol/. This list specifies which entities are eligible to receive assignment of Corps members who are participating in the NHSC Scholarship Program, the NHSC Loan Repayment Program, and Corps members who have become Corps members other than pursuant to contractual obligations under the Scholarship or Loan Repayment Programs. Please note that not all vacancies associated with sites on this list will be for Corps members, but could be for individuals serving an obligation to the NHSC through the Private Practice Option.

Advisory Commission on Childhood Vaccines Request for Nominations for Voting Members
The Health Resources and Services Administration (HRSA) is requesting nominations to fill three vacancies on the Advisory Commission on Childhood Vaccines (ACCV). The ACCV was established by Title XXI of the Public Health Service Act (the Act), as enacted by Public Law (Pub. L.) 99-660 and as subsequently amended, and advises the Secretary of Health and Human Services (the Secretary) on issues related to implementation of the National Vaccine Injury Compensation Program (VICP).
Simplification of the Grant Appeals Process
Pursuant to 42 CFR part 50, subpart D, the Health Resources and Services Administration (HRSA), Department of Health and Human Services (HHS), has provided an informal level of appeal on those grant related disputes subject to the departmental appeal procedures codified at 45 CFR Part 16. HHS is proposing to amend 42 CFR part 50, subpart D, to remove HRSA from the list of agencies to which these informal appeal procedures apply. This would permit aggrieved HRSA grantees direct access to the Departmental Grant Appeals Board and that Board's original jurisdiction.
