The Bureau of Land Management (BLM) is proposing a non- competitive (direct) sale of 5 acres of public land in Slana, Alaska, to the adjacent private landowner, Mr. Frederick Voight. The sale would take place under the provisions of the Federal Land Policy and Management Act of 1976 (FLPMA), at no less than the appraised fair market of value (FMV) of $5,500, to resolve an unauthorized use of public lands as a result of a failed homestead headquarters site claim.

In accordance with the Recreation and Public Purposes (R&PP) Act, the State of Nevada requests to change the use of a portion of a previously approved R&PP lease in Clark County, Nevada. The State of Nevada proposes to change the use of 20 acres of an R&PP lease from a park to a Department of Motor Vehicles (DMV) and Peace Officer Training Facility (POTF).

The Bureau of Land Management (BLM) is processing an application under the Federal Land Policy Management Act of October 21, 1976 (FLPMA), to convey the undivided mineral interest owned by the United States in 96.75 acres located in Mathews County, Virginia, to the surface owner, Joseph M. Perdue. Upon publication of this notice, the BLM is temporarily segregating the federally owned mineral interests in the land covered by the application from all forms of appropriation under the public land laws, including the mining laws, for up to 2 years while the BLM processes the application. If the application meets the requirements in the statute and the regulation, the BLM may convey the United States' entire interest in the minerals within the tract.

The Bureau of Land Management (BLM) Colorado State Office is publishing this notice to inform the public of the intent to officially file the survey plats listed below and afford a proper period of time to protest this action prior to the plat filing. During this time, the plats will be available for review in the BLM Colorado State Office.

The Bureau of Land Management (BLM) announces the availability of the Record of Decision (ROD) for the Approved Resource Management Plan (RMP) for the Grand Junction Field Office (GJFO) located in Mesa, Garfield, Montrose, and Rio Blanco counties, Colorado. The Colorado State Director signed the ROD on August 24, 2015, which constitutes the final decision of the BLM and makes the Approved RMP effective immediately.

Pursuant to applicable provisions of the Federal Lands Recreation Enhancement Act, the Bureau of Land Management (BLM) Central Montana District, Upper Missouri River Breaks National Monument (UMRBNM), Lewistown Field Office is proposing to begin collecting fees for overnight camping at Coal Banks Landing Recreation Area, Judith Landing Recreation Area and for day and overnight trips (floats) on the Upper Missouri River from Coal Banks Landing Recreation Area (River Mile 41.5) to James Kipp Recreation Area (River Mile 149). The Upper Missouri River from Fort Benton, Montana (River Mile 0) to the James Kipp Recreation Area (River Mile 149) was designated as a National Wild and Scenic River on October 12, 1976, and subsequently included within the Upper Missouri River Breaks National Monument (UMRBNM) designation on January 17, 2001. The UMRBNM Record of Decision and Approved Resource Management Plan designated the Upper Missouri National Wild and Scenic River (UMNWSR) as a Special Area in December 2008.

The purpose of this notice is to solicit public nominations for three positions on the Wild Horse and Burro Advisory Board (Board). This notice provides for two related actions involving 1,142.10 acres of public land in Caribou County, Idaho, one a proposed land use plan amendment and the other a proposed direct land sale. In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976 (FLPMA), as amended, the Bureau of Land Management (BLM) Pocatello Field Office intends to prepare a resource management plan (RMP) amendment for the 2012 Pocatello RMP with an associated environmental impact statement (EIS) being prepared for a mine and reclamation plan for the proposed Dairy Syncline phosphate mine. This notice announces the beginning of the scoping process to solicit public comments and identify issues specific to the plan amendment. As part of proposed phosphate mine development, two parcels of public land in Caribou County, Idaho, are being considered for a direct sale under the provisions of FLPMA Section 203 at no less than the appraised fair market value.

A Notice of Proposed Withdrawal was published in the Federal Register (FR) on June 29, 2015, for approximately 5,216.18 acres of Bureau of Land Management (BLM) managed public domain and revested Oregon California Railroad lands and 95,805.53 acres of National Forest System lands (80 FR 37015). The application provides a two-year temporary segregation of the described Federal land from settlement, sale, location, and entry under public land and United States mining laws. The requested withdrawal is to protect lands identified in House Resolution 682 and Senate Bill 346, known as the Southwestern Oregon Watershed and Salmon Protection Act, while Congress considers the merits of the proposed legislation to permanently withdraw those areas.
