Notice of Final Action: Crude Helium Sale and Auction for Fiscal Year 2016 Delivery
The Secretary of the Interior (Secretary), through the Bureau of Land Management (BLM) New Mexico State Office, is issuing this Final Notice to conduct a sale and auction from the Federal Helium Program, administered by the BLM New Mexico Amarillo Field Office. The BLM will use the sale and auction process outlined in this Notice for the sale and auction that the Helium Stewardship Act of 2013 (HSA) requires the BLM to conduct during fiscal year (FY) 2015 for delivery in FY 2016. Notice of Intent To Amend the Resource Management Plan for the Headwaters Forest Reserve, California, and Prepare an Associated Environmental Assessment
In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) Arcata Field Office, Arcata, California, intends to prepare a Resource Management Plan (RMP) amendment with an associated Environmental Assessment (EA) for the Headwaters Forest Reserve and by this notice is announcing the beginning of the scoping process to solicit public comments and identify issues. As the Headwaters Forest Reserve is jointly managed by the BLM and the California Department of Fish and Wildlife (CDFW), the BLM and CDFW intend to concurrently prepare a negative declaration under the California Environmental Quality Act (CEQA).

Notice of Intent To Collect Fees on the Upper Missouri National Wild and Scenic River in Blaine, Chouteau, Fergus, and Phillips Counties, MT
Pursuant to applicable provisions of the Federal Lands Recreation Enhancement Act, the Bureau of Land Management (BLM) Central Montana District, Upper Missouri River Breaks National Monument (UMRBNM), Lewistown Field Office is proposing to begin collecting fees for overnight camping at Coal Banks Landing Recreation Area, Judith Landing Recreation Area and for day and overnight trips (floats) on the Upper Missouri River from Coal Banks Landing Recreation Area (River Mile 41.5) to James Kipp Recreation Area (River Mile 149). The Upper Missouri River from Fort Benton, Montana (River Mile 0) to the James Kipp Recreation Area (River Mile 149) was designated as a National Wild and Scenic River on October 12, 1976, and subsequently included within the Upper Missouri River Breaks National Monument (UMRBNM) designation on January 17, 2001. The UMRBNM Record of Decision and Approved Resource Management Plan designated the Upper Missouri National Wild and Scenic River (UMNWSR) as a Special Area in December 2008.

Notice of Public Meeting for Proposed Withdrawal; Oregon
A Notice of Proposed Withdrawal was published in the Federal Register (FR) on June 29, 2015, for approximately 5,216.18 acres of Bureau of Land Management (BLM) managed public domain and revested Oregon California Railroad lands and 95,805.53 acres of National Forest System lands (80 FR 37015). The application provides a two-year temporary segregation of the described Federal land from settlement, sale, location, and entry under public land and United States mining laws. The requested withdrawal is to protect lands identified in House Resolution 682 and Senate Bill 346, known as the Southwestern Oregon Watershed and Salmon Protection Act, while Congress considers the merits of the proposed legislation to permanently withdraw those areas.

The intended effect of this action is to provide policy changes and to better meet the needs of the producers. The proposed changes will be effective for the 2016 and succeeding crop years for macadamia trees and for the 2017 and succeeding crop years for macadamia nuts.
General Administrative Regulations; Subpart X-Interpretations of Statutory Provisions, Policy Provisions, and Procedures
The Federal Crop Insurance Corporation (FCIC) proposes to revise the General and Administrative Regulation Subpart X Interpretations of Statutory and Regulatory Provisions, to incorporate interpretations of procedures previously issued and administered in accordance with Manager's Bulletin MGR-05-018 and to provide a mechanism for interpretations of policy provisions that are not codified in the Code of Federal Regulations. The intended effect of this action is to provide requestors with information on how to request a final agency determination or an interpretation of FCIC procedures within one administrative regulation, bring consistency and clarity to the processes used, and to clarify existing provisions.

The Federal Crop Insurance Corporation (FCIC) proposes to replace the General Administrative RegulationSubpart VSubmission of Policies, Provisions of Policies and Rates of Premium. The intended effect of this action is to incorporate legislative changes to the Federal Crop Insurance Act (Act) stemming from the Agricultural Act of 2014, clarify existing regulations, lessen the burden of submitters of crop insurance policies, provisions of policies, or rates of premium under section 508(h) of the Act, provide guidance on the submission and payment for concept proposals under section 522 of the Act, and to incorporate changes that are consistent with those made in the Common Crop Insurance Policy Basic Provisions (Basic Provisions).

Common Crop Insurance Regulations; Pear Crop Insurance Provisions
The Federal Crop Insurance Corporation (FCIC) finalizes the Common Crop Insurance Regulations, Pear Crop Insurance Provisions. The intended effect of this action is to improve coverage available to pear producers, to clarify existing policy provisions to better meet the needs of insured producers, and to reduce vulnerability to program fraud, waste, and abuse. Changes are also proposed to the Optional Coverage for Pear Quality Adjustment Endorsement to broaden coverage available to producers to manage their risk more effectively. The proposed changes will be effective for the 2015 and succeeding crop years.

The provisions will be used in conjunction with the Common Crop Insurance Policy Basic Provisions (Basic Provisions), which contain standard terms and conditions common to most crop insurance programs. The intended effect of this action is to convert the Forage Seed pilot crop insurance program to a permanent insurance program for the 2015 and succeeding crop years.
Funding Opportunity Title: Risk Management Education Partnerships Program
The Federal Crop Insurance Corporation (FCIC), operating through the Risk Management Agency (RMA), announces its intent to award approximately $2,000,000 to fund the Risk Management Education Partnerships Program. The minimum award for any cooperative partnership agreement is $20,000. The maximum award for any cooperative partnership agreement is $99,999. The cooperative partnership agreements will be awarded on a competitive basis up to one year from the date of the award.
