In compliance with the Paperwork Reduction Act of 1995, the Bureau of Indian Education (BIE) is seeking comments on the renewal of Office of Management and Budget (OMB) approval for the collection of information for the Application for Admission to Haskell Indian Nations University (Haskell) and to Southwestern Indian Polytechnic Institute (SIPI). This information collection is currently authorized by OMB Control Number 1076-0114, which expires August 31, 2015.

To comply with the Paperwork Reduction Act of 1995 (PRA), the Office of Natural Resources Revenue (ONRR) is notifying the public that we have submitted to the Office of Management and Budget (OMB) an information collection request (ICR) to renew approval of the paperwork requirements in the regulations under 30 CFR parts 1227, 1228, and 1229. This notice also provides the public with a second opportunity to comment on the paperwork burden of these regulatory requirements.

The Fish and Wildlife Service (hereinafter Service or we) is proposing to establish the 2015-16 late-season hunting regulations for certain migratory game birds. We annually prescribe frameworks, or outer limits, for dates and times when hunting may occur and the number of birds that may be taken and possessed in late seasons. These frameworks are necessary to allow State selections of seasons and limits and to allow recreational harvest at levels compatible with population and habitat conditions.

The Secretary of the Interior (Secretary), through the Bureau of Land Management (BLM) New Mexico State Office, is issuing this Final Notice to conduct a sale and auction from the Federal Helium Program, administered by the BLM New Mexico Amarillo Field Office. The BLM will use the sale and auction process outlined in this Notice for the sale and auction that the Helium Stewardship Act of 2013 (HSA) requires the BLM to conduct during fiscal year (FY) 2015 for delivery in FY 2016. This action takes into consideration public comments received as a result of the Notice of Proposed Action published in the Federal Register on June 12, 2015.

The Bureau of Reclamation is extending the comment period on the Bay Delta Conservation Plan/California WaterFix (BDCP/CWA), Partially Recirculated Draft Environmental Impact Report/Supplemental Draft Environmental Impact Statement (RDEIR/SDEIS). In response to public requests, the comment period is being extended for an additional 60 days.

Notice is hereby given, in accordance with Public Laws 92-463 and 94-579, that the California Desert District Advisory Council (DAC) to the Bureau of Land Management (BLM), U.S. Department of the Interior, will participate in a field tour of BLM-administered public lands on Friday, September 11, 2015 from 8:00 a.m. to 5:00 p.m. and will meet in formal session on Saturday, September 12, 2015, from 8:00 a.m. to 5:00 p.m. at the Hilton San Diego Mission Valley, 901 Camino Del Rio South, San Diego, CA 92108. Agenda for the Saturday meeting will include updates by council members, the BLM California Desert District Manager, five Field Managers, and council subgroups. The focus topic for the meeting will be the South Coast Resource Management Plan/ Acquisitions. We, the U.S. Fish and Wildlife Service, invite the public to comment on the following applications to conduct certain activities with endangered species. With some exceptions, the Endangered Species Act (ESA) prohibits activities with listed species unless Federal authorization is acquired that allows such activities.

In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) Arcata Field Office, Arcata, California, intends to prepare a Resource Management Plan (RMP) amendment with an associated Environmental Assessment (EA) for the Headwaters Forest Reserve and by this notice is announcing the beginning of the scoping process to solicit public comments and identify issues. As the Headwaters Forest Reserve is jointly managed by the BLM and the California Department of Fish and Wildlife (CDFW), the BLM and CDFW intend to concurrently prepare a negative declaration under the California Environmental Quality Act (CEQA).

In accordance with the National Environmental Policy Act of 1969, as amended, and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) has prepared the Moab Master Leasing Plan (MLP) and Draft Resource Management Plan (RMP) Amendments/Draft Environmental Impact Statement (EIS) for the Moab and Monticello Field Offices in the Canyon Country District. The MLP/Draft RMP Amendments/Draft EIS would amend the Resource Management Plans for the Moab and Monticello Field Offices. This notice announces a 90-day comment period.

Pursuant to applicable provisions of the Federal Lands Recreation Enhancement Act, the Bureau of Land Management (BLM) Central Montana District, Upper Missouri River Breaks National Monument (UMRBNM), Lewistown Field Office is proposing to begin collecting fees for overnight camping at Coal Banks Landing Recreation Area, Judith Landing Recreation Area and for day and overnight trips (floats) on the Upper Missouri River from Coal Banks Landing Recreation Area (River Mile 41.5) to James Kipp Recreation Area (River Mile 149). The Upper Missouri River from Fort Benton, Montana (River Mile 0) to the James Kipp Recreation Area (River Mile 149) was designated as a National Wild and Scenic River on October 12, 1976, and subsequently included within the Upper Missouri River Breaks National Monument (UMRBNM) designation on January 17, 2001. The UMRBNM Record of Decision and Approved Resource Management Plan designated the Upper Missouri National Wild and Scenic River (UMNWSR) as a Special Area in December 2008.

This rule prescribes final early-season frameworks from which the States, Puerto Rico, and the Virgin Islands may select season dates, limits, and other options for the 2015-16 migratory bird hunting seasons. Early seasons are those that generally open prior to October 1, and include seasons in Alaska, Hawaii, Puerto Rico, and the Virgin Islands. The effect of this final rule is to facilitate the selection of hunting seasons by the States and Territories to further the annual establishment of the early-season migratory bird hunting regulations.

In accordance with the Federal Land Policy and Management Act and the Federal Advisory Committee Act, the Bureau of Land Management (BLM), Albuquerque District Resource Advisory Council (RAC) will meet as indicated below.

In accordance with the Federal Advisory Committee Act (5 U.S.C. Appendix 1-16), notice is hereby given of a change in the meeting schedule of the Gateway National Recreation Area Fort Hancock 21st Century Federal Advisory Committee September 11, 2015, meeting to September 18, 2015, at the Monmouth County Library, Eastern Branch, located at 1001 Route 35, Shrewsbury, New Jersey 07702 which was published in the Federal Register, Vol. 80, April 2, 2015, p. 17475. The September 18, 2015, meeting will begin at 9:00 a.m. (EASTERN), with a public comment period at 11:30 a.m. (EASTERN). This meeting is open to the public. The October 23, 2015, meeting announced in the same notice, is cancelled.

We (U.S. Fish and Wildlife Service) will ask the Office of Management and Budget (OMB) to approve the information collection (IC) described below. The Tribally Controlled Colleges and Universities Assistance Act of 1978, as amended (TCCUA), authorizes Federal assistance to institutions of higher education that are formally controlled or have been formally sanctioned or chartered by the governing body of an Indian tribe or tribes. Passed at the same time as the TCCUA, the Navajo Community College Assistance Act of 1978, as amended (NCCA) authorizes Federal assistance to the Navajo Nation in construction, maintenance, and operation of Din[eacute] College. This proposed rule would update the TCCUA's implementing regulations in light of amendments to the TCCUA in 1983, 1986, 1998 and 2008 and the NCCA's implementing regulations in light of amendments to the NCCA in 2008.

Consistent with the regulations implementing the National Environmental Policy Act (NEPA), as amended (42 U.S.C. 4321 et seq.), BOEM is announcing its intent to prepare a Supplemental Environmental Impact Statement (EIS) for proposed Gulf of Mexico Outer Continental Shelf (OCS) Central Planning Area (CPA) Oil and Gas Lease Sale 247 (CPA 247 Supplemental EIS). The CPA 247 Supplemental EIS will expand or update the environmental and socioeconomic analyses in: Gulf of Mexico OCS Oil and Gas Lease Sales: 2012-2017; Western Planning Area Lease Sales 229, 233, 238, 246, and 248; Central Planning Area Lease Sales 227, 231, 235, 241, and 247, Final Environmental Impact Statement (2012-2017 WPA/CPA Multisale EIS); Gulf of Mexico OCS Oil and Gas Lease Sales: 2013-2014; Western Planning Area Lease Sale 233; Central Planning Area Lease Sale 231, Final Supplemental Environmental Impact Statement (WPA 233/CPA 231 Supplemental EIS); Gulf of Mexico OCS Oil and Gas Lease Sales: 2015-2017; Central Planning Area Lease Sales 235, 241, and 247, Final Supplemental EIS (CPA 235/241/247 Supplemental EIS); and Central Planning Area Lease Sales 241 and 247 and Eastern Planning Area Lease Sale 226, Final Supplemental EIS (CPA 241/247 and EPA 226 Supplemental EIS). The CPA 247 Supplemental EIS will supplement the NEPA documents cited above in order to consider new circumstances and information arising from, among other things, the Deepwater Horizon explosion, oil spill, and response. It will focus on updating the baseline conditions and any new information on the potential environmental effects of oil and natural gas leasing, exploration, development, and production in the CPA identified through the Area Identification procedure as the proposed lease sale area. In addition to the no action alternative (i.e., canceling a proposed lease sale), other alternatives may be considered for the proposed CPA lease sales, such as deferring certain areas from the proposed lease sale area.

In compliance with the Paperwork Reduction Act of 1995, the Office of Surface Mining Reclamation and Enforcement (OSM) is announcing its intention to seek approval to continue the collection of information for the contractor eligibility, and the Abandoned Mine Land (AML) Contractor Information form. This information collection activity was previously approved by the Office of Management and Budget (OMB), and assigned clearance number 1029-0119.

We, the U.S. Fish and Wildlife Service (Service), designate critical habitat for Brickellia mosieri (Florida brickell-bush) and Linum carteri var. carteri (Carter's small-flowered flax) under the Endangered Species Act of 1973, as amended (Act). We designate as critical habitat approximately 1,062 hectares (ha) (2,624 acres (ac)) for B. mosieri and approximately 1,072 ha (2,649 ac) for L. c. var. carteri. The critical habitat areas for these plants, located entirely in Miami-Dade County, Florida, largely overlap, for a combined total of approximately 1,095 ha (2,706 ac). Critical habitat for both plants includes both occupied and unoccupied habitat. The Service determined that the unoccupied units are essential for the conservation of the plants, to provide for the necessary expansion of current Brickellia mosieri and Linum carteri var. carteri populations, and for reestablishment of populations into areas where these plants previously occurred. The effect of this regulation is to extend the Act's protections to these plants' critical habitats.

The purpose of this notice is to solicit public nominations for three positions on the Wild Horse and Burro Advisory Board (Board). The Board provides advice concerning the management, protection, and control of wild free-roaming horses and burros on public lands administered by the Department of the Interior through the Bureau of Land Management (BLM), and by the Department of Agriculture through the U.S. Forest Service.
