The intermediary lenders will provide loan funds to qualified individuals, entities, and tribes to purchase highly fractionated Indian land consistent with the Agricultural Act of 2014 (2014 Farm Bill). The Farm Service Agency (FSA) is establishing the regulation for the Agriculture Priorities and Allocations System (APAS). Food is a critical commodity essential to the national defense (including civil emergency preparedness and response). To avoid civilian hardship during national defense emergencies, it may be necessary to regulate the production, processing, storage, and wholesale distribution of food. Through the APAS rule, the U.S. Department of Agriculture (USDA) will respond to requests to place priority ratings on contracts or orders (establishing priority on which contracts or orders are filled first) for agriculture commodities up through the wholesale levels, including agriculture production equipment, and allocate resources, as specified in the Defense Production Act (DPA) of 1950, as amended, if the necessity arises. FSA is implementing this rule as a way to redirect the agriculture commodities and resources to areas of hardship or potential hardship due to national emergencies. In most cases, there is likely to be no economic impact in filling priority orders because it would generally just be changing the timing in which orders are completed.

On July 13, 2015, the Bureau of Land Management (BLM) published in the Federal Register a proposed rule to establish minimum standards for site security at oil and gas facilities located on Federal and Indian (except Osage Tribe) lands. This proposed rule would replace Onshore Oil and Gas Order No. 3, Site Security (Order 3), with new regulations that would be codified in the Code of Federal Regulations. It includes provisions intended to ensure that oil and gas produced from Federal and Indian oil and gas leases are properly and securely handled, to ensure accurate measurement, production accountability, and royalty payments, and to prevent theft and loss. The changes proposed as part of this proposed rule would allow the BLM to strengthen its policies governing production verification and accountability by updating Order 3's requirements to address changes in technology and industry practices that have occurred in the 25 years since Order 3 was issued, and to respond to recommendations made by the Government Accountability Office with respect to the BLM's production verification efforts. This notice extends the public comment period for 28 days beyond the initial comment-period deadline on the proposed rule.

This Call for Information and Nominations (Call) is the initial step in a multi-sale process covering all proposed lease sales in the Gulf of Mexico (GOM) comprised of the Western, Central, and Eastern Gulf of Mexico Planning Areas (WPA, CPA, and EPA, respectively), proposed for inclusion in the Draft Proposed Five Year Outer Continental Shelf (OCS) Oil and Gas Leasing Program for 2017-2022 (2017-2022 Five Year Program). Ten proposed lease sales are specifically covered by this Call: Five region-wide GOM sales tentatively scheduled in March of each year and five region-wide GOM sales tentatively scheduled in August of each year. This call for region-wide GOM sales will not prevent Bureau of Ocean Energy Management (BOEM) from deciding during the pre-sale process to hold separate sales in individual planning areas without issuing another call. We, the U.S. Fish and Wildlife Service (Service) announce receipt from Valley Electric Association, Inc. of an application for a 30-year incidental take permit (permit) under the Endangered Species Act of 1973, as amended (Act). The requested permit would authorize take of the Mojave desert tortoise resulting from the construction, operation, and maintenance of a solar photovoltaic facility in the town of Pahrump, Nevada. The permit application includes a proposed low- effect habitat conservation plan (HCP) that incorporates measures the applicant would implement to minimize and mitigate effects of project activities on the desert tortoise. In accordance with the requirements of the National Environmental Policy Act (NEPA), we have prepared a draft low-effect screening form supporting our preliminary determination that the proposed action qualifies as a categorical exclusion under NEPA. The United States Forest Service (USFS) has filed an application with the Bureau of Land Management (BLM) requesting that the Assistant Secretary of the Interior for Land and Minerals Management extend the duration of Public Land Order (PLO) No. 7306 for an additional 20-year term. PLO No. 7306 withdrew 3,805.87 acres of National Forest System land from mining to protect the Howell Canyon Recreation Complex. The withdrawal created by PLO No. 7306 will expire on January 1, 2018, unless it is extended. The land will remain open to all allowable uses other than the mining laws. This notice also gives an opportunity for the public to comment and to request a public meeting on the withdrawal extension application.

The Bureau of Land Management (BLM) is processing an application under the Federal Land Policy Management Act of October 21, 1976 (FLPMA), to convey the undivided mineral interest owned by the United States in 96.75 acres located in Mathews County, Virginia, to the surface owner, Joseph M. Perdue. Upon publication of this notice, the BLM is temporarily segregating the federally owned mineral interests in the land covered by the application from all forms of appropriation under the public land laws, including the mining laws, for up to 2 years while the BLM processes the application. If the application meets the requirements in the statute and the regulation, the BLM may convey the United States' entire interest in the minerals within the tract.
