This rule prescribes the hunting seasons, hours, areas, and daily bag and possession limits of mourning, white-winged, and white- tipped doves; band-tailed pigeons; rails; moorhens and gallinules; woodcock; common snipe; sandhill cranes; sea ducks; early (September) waterfowl seasons; migratory game birds in Alaska, Hawaii, Puerto Rico, and the Virgin Islands; youth waterfowl day; and some extended falconry seasons. Taking of migratory birds is prohibited unless specifically provided for by annual regulations. This rule permits taking of designated species during the 2015-16 season.

This rule allows the establishment of season bag limits and, thus, harvest, at levels compatible with populations and habitat conditions.

The National Park Service (NPS) announces the availability of a Final Environmental Impact Statement for the General Management Plan/ East Everglades Wilderness Study (EIS/GMP/EEWS) for Everglades National Park, Florida. The last comprehensive planning effort for Everglades National Park was completed in 1979. Much has changed since then patterns and types of visitor use have changed, the Comprehensive Everglades Restoration Plan was approved, and in 1989 the East Everglades Addition (109,506 acres) was added to restore Northeast Shark River Slough. Recent studies have enhanced the NPS's understanding of resources, resource threats, and visitor use in the national park. This GMP will provide updated management direction for the entire park, including the East Everglades Addition. The EEWS provides a forum for evaluating lands within the East Everglades Addition for possible recommendation to Congress for inclusion in the national wilderness preservation system.

On March 23, 2015, NMFS and USFWS (or the Services) published a proposed rule to revise the listings of the green sea turtle (Chelonia mydas; hereafter referred to as the green turtle) under the Endangered Species Act (ESA). We opened a public comment period that lasted through June 22, 2015. On June 17, 2015, we published a document extending the public comment period through July 27, 2015. On July 27, 2015, we published a document again extending the public comment period to August 26, 2015. Having received a request to further extend the comment period, with this document we further extend the comment period to September 25, 2015.

We, the U.S. Fish and Wildlife Service, invite the public to comment on the following applications for recovery permits to conduct activities with the purpose of enhancing the survival of endangered species. The Endangered Species Act of 1973, as amended (Act), prohibits certain activities with endangered species unless a Federal permit allows such activity. The Act also requires that we invite public comment before issuing such permits.

This notice advises the public that the U.S. Fish and Wildlife Service's Arkansas Ecological Services Field Office (ARFO), the Arkansas Game and Fish Commission (AGFC), the U.S. Department of AgricultureNatural Resources Conservation Service (NRCS), and The Nature Conservancy (TNC) have applied for enhancement of survival permits (permits) pursuant to the Endangered Species Act of 1973 (Act). The permit application includes a proposal (referred to as the ``agreement'') that combines a safe harbor agreement (SHA) for 5 endangered and threatened species and a candidate conservation agreement with assurances (CCAA) for 20 State species of concern. The term of the agreement would be 30 years. If approved, the agreement would allow the applicants to issue certificates of inclusion (CI) to eligible non-Federal landowners throughout the Saline, Caddo, and Ouachita River (Headwaters) Watersheds in Arkansas whose property owner management agreements (POMA) are approved. We invite public comments on these documents.
HEARTH Act Approval of Makah Indian Tribe of the Makah Indian Reservation Regulations

On August 18, 2015, the Bureau of Indian Affairs (BIA) approved the Makah Indian Tribe of the Makah Indian Reservation leasing regulations under the HEARTH Act. With this approval, the Tribe is authorized to enter into the following type of leases without BIA approval: Residential, business, wind and solar development, and other authorized purposes.

The U.S. Fish and Wildlife Service (Service or we) adds 1 national wildlife refuge (NWR or refuge) to the list of areas open for hunting, adds 4 NWRs to the list of areas open for fishing, increases the hunting activities available at 16 other NWRs, increases fishing opportunities at 1 NWR, and adds pertinent refuge-specific regulations for other NWRs that pertain to migratory game bird hunting, upland game hunting, big game hunting, and sport fishing for the 2015-2016 season.
