Audits of States, Local Governments, and Non-Profit Organizations; Circular A-133 Compliance Supplement
This notice announces the availability of the 2010 Circular A- 133 Compliance Supplement. The notice also offers interested parties an opportunity to comment on the 2010 Circular A-133 Compliance Supplement (Supplement). The 2010 Supplement adds thirteen new programs, including two programs added to existing clusters. It deletes two programs and has also been updated for program changes and technical corrections. The two deleted programs are Catalog of Federal Domestic Assistance (CFDA) 93.794, Reimbursement of State Costs for Provision of Part D Drugs, and CFDA 93.703, ARRA-Grants to Health Centers Program. The CFDA 93.794 program is no longer active (i.e., no funds are being spent by recipients), and it has been removed from the CFDA. The CFDA 93.703 was originally used as a new CFDA number for tracking purposes for the American Recovery and Reinvestment Act (Pub. L. 111-5) and was clustered with the Community Health Centers Program (93.224) in Addendum 1 of the 2009 Compliance Supplement. However, in fiscal year 2010, the compliance requirements for this program have substantially changed, and those requirements are no longer consistent with the requirements that apply to the other programs in the Community Health Centers program cluster. Therefore, this program is being dropped from this cluster, and auditors can consult directly with the Department of Health and Human Services for the compliance requirements for this program (the plan is for the 2011 Compliance Supplement to include compliance requirements for this program).
Draft Guidance, “Federal Greenhouse Gas Accounting and Reporting”
On October 5, 2009, President Obama signed Executive Order (E.O.) 13514Federal Leadership in Environmental, Energy, and Economic Performance (74 FR 52117) in order to establish an integrated strategy toward sustainability in the Federal Government and to make reduction of greenhouse gas (GHG) emissions a priority for Federal agencies. Among other provisions, E.O. 13514 requires agencies to measure, report, and reduce their GHG emissions.

Generalized System of Preferences (GSP): Notice Announcing the Initiation of the 2010 Annual GSP Product Review and Deadlines for Filing Petitions
This notice announces that the Office of the United States Trade Representative (USTR) will receive petitions to modify the list of products that are eligible for duty-free treatment under the Generalized System of Preferences (GSP) program. This notice determines that the deadline for submission of product petitions, other than those requesting competitive need limitation (CNL) waivers, is 5 p.m., Tuesday, August 3, 2010. The deadline for submission of petitions requesting CNL waivers is 5 p.m., Tuesday, November 16, 2010. The lists of product petitions accepted for review will be announced in the Federal Register at a later date.

Request for Proposals To Accelerate Tariff Elimination and Modify the Rules of Origin Under the United States-Chile Free Trade Agreement
This notice requests that interested persons submit proposals seeking accelerated tariff elimination under the USCFTA and describes the procedures for filing proposals. This notice also requests proposals on appropriate changes that the Office of the U.S. Trade Representative (USTR) should consider for liberalizing the USCFTA's rules of origin.
