2024 Clean Water Act Section 319 Guidelines
The U.S. Environmental Protection Agency (EPA) announces revised guidelines for eligible recipients (states, territories, and the District of Columbia) awarded Federal grants under section 319 of the Clean Water Act (CWA) for the implementation of nonpoint source management programs ("2024 Guidelines"). The 2024 guidelines describe the requirements that apply to recipients of grants made with funds appropriated by Congress under the Clean Water Act. These new guidelines will replace the Nonpoint Source Program and Grants Guidelines for States and Territories that have been in effect since the fiscal year 2014 grant cycle. The revisions are intended to advance new science and information, engage communities, and guide the national Nonpoint Source Program.
Air Plan Approval; Pennsylvania; Oil and Natural Gas Control Measures for 2008 and 2015 Ozone National Ambient Air Quality Standards
The Environmental Protection Agency (EPA) is proposing to approve State implementation plan (SIP) revisions submitted by the Commonwealth of Pennsylvania. The revisions establish and require reasonably available control technology (RACT) requirements for the 2008 and 2015 ozone national ambient air quality standards (NAAQS) for each category of volatile organic compound (VOC) sources in Pennsylvania covered by the EPA's 2016 control techniques guidelines (CTG) for the oil and gas industry. EPA is also proposing to approve Allegheny County, Pennsylvania's incorporation of the Pennsylvania regulations into the Allegheny County SIP with minor changes to reference Allegheny County's existing regulations. This action is being taken under the Clean Air Act (CAA).
Agency Information Collection Activities; Submission to the Office of Management and Budget for Review and Approval; Comment Request; NESHAP for Cellulose Products Manufacturing) (Renewal)
The Environmental Protection Agency (EPA) has submitted an information collection request (ICR), NESHAP for Cellulose Products Manufacturing (EPA ICR Number 1974.12, OMB Control Number 2060-0488), to the Office of Management and Budget (OMB) for review and approval in accordance with the Paperwork Reduction Act. This is a proposed extension of the ICR, which is currently approved through June 30, 2024. Public comments were previously requested, via the Federal Register on May 18, 2023 during a 60-day comment period. This notice allows for an additional 30 days for public comments.
Tennessee; National Emission Standards for Hazardous Air Pollutants; National Emission Standards for Hazardous Air Pollutants for Source Categories; Supplemental Delegations of Authority
On March 9, 2023, the Tennessee Department of Environment and Conservation's (TDEC or State) Division of Air Pollution Control (TDEC- APC) requested to update the method of delegations and continue the delegations of authority to implement and enforce National Emission Standards for Hazardous Air Pollutants (NESHAPs), and NESHAPs for Source Categories.
Phasedown of Hydrofluorocarbons: Restrictions on the Use of HFCs Under the AIM Act in Variable Refrigerant Flow Air Conditioning Subsector
The U.S. Environmental Protection Agency is proposing to amend a provision of the Technology Transitions regulations promulgated under the American Innovation and Manufacturing Act. This action allows one additional year, until January 1, 2027, solely for the installation of new residential and light commercial air conditioning and heat pump variable refrigerant flow systems that are 65,000 British thermal units per hour or greater using components manufactured in the U.S. or imported prior to January 1, 2026. The existing January 1, 2026, compliance date for the installation of certain variable refrigerant flow systems may result in significant stranded inventory that was intended for new construction. EPA is promulgating this action to mitigate the potential for significant stranded inventory in this subsector.
Spiromesifen; Pesticide Tolerances
This regulation establishes tolerances for residues of spiromesifen in or on Oranges and Orange, oil. Bayer CropScience, LP requested these tolerances under the Federal Food, Drug, and Cosmetic Act (FFDCA).
Access to Confidential Business Information by Eastern Research Group
EPA has authorized its contractor, Eastern Research Group (ERG) of Concord, MA/Chantilly, VA to access information which has been submitted to EPA under all sections of the Toxic Substances Control Act (TSCA). Partial Approval and Disapproval of Air Quality Implementation Plans; Arizona; Regional Haze State Implementation Plan for the Second Implementation Period and Prong 4 (Visibility) for the 2015 Ozone and 2012 Particulate Matter Standards; Extension of Comment Period
The Environmental Protection Agency (EPA) is extending the comment period for a proposed rule published May 31, 2024. The current comment period for the proposed rule was set to end on July 1, 2024. In response to requests from commenters, the EPA is extending the comment period for the proposed action to July 15, 2024.
Administrative Settlement Agreement, United States, the State of Colorado, Settling Parties and Brannan Sand and Gravel Company, LLC, Purchaser
Notice is hereby given by the U.S. Environmental Protection Agency (EPA), Region 8, of an Administrative Settlement Agreement for Response Actions by Prospective Purchaser ("Settlement") is entered into voluntarily by the United States of America ("United States") on behalf of the United States Environmental Protection Agency ("EPA"), the State of Colorado ("State"), and the prospective purchaser, Brannan Sand and Gravel Company, LLC ("Purchaser"). This Settlement provides for the performance of response actions by Purchaser and the payment for certain response costs incurred by the United States and the State at or in connection with property located in unincorporated Adams County, Colorado, known as the Broderick Wood Products Superfund Site ("Site"). Purchaser agrees to undertake all actions required by this Settlement. In exchange for Purchaser's performance of the work and payment for certain response costs, this Settlement resolves Purchaser's potential CERCLA liability.
Public Meetings of the Science Advisory Board Environmental Justice Science and Analysis Review Panel
The Environmental Protection Agency (EPA) Science Advisory Board (SAB) Staff Office announces two public meetings of the Science Advisory Board Environmental Justice Science and Analysis Review Panel. The purpose of the meetings is to discuss the panel's draft peer review report of the EPA's draft Revised Technical Guidance for Assessing Environmental Justice in Regulatory Analysis (EJTG). The Panel will also discuss their self-initiated commentary outlining recommendations on advancing environmental justice science in rulemaking.
Final Cancellation Order for Cancelling Certain Pesticide Registrations and Uses
The Environmental Protection Agency (EPA or "Agency") hereby announces its final cancellation order for the cancellations and amendments to terminate uses voluntarily requested by the registrants and accepted by the Agency, of the products in Table 1 and Table 2 of Unit II., pursuant to the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA). This final cancellation order follows a June 9, 2023, Federal Register Notice of Receipt of Requests from the registrants in Table 3 of Unit II. to voluntarily cancel or amend these product registrations. In the June 9, 2023, notice, EPA indicated that it would issue a final cancellation order implementing the cancellations, unless the Agency received substantive comments within the comment period that would merit further review of these requests, or unless the registrants withdrew their requests. The Agency received five comments on the notice, which are summarized in Unit III.B. The registrants did not withdraw their requests for these voluntary cancellations and amendments. Accordingly, EPA hereby grants the requested cancellations and amendments to terminate uses as shown in this cancellation order. Any distribution, sale, or use of existing stocks of these products subject to this cancellation order is permitted only in accordance with the terms of this order.

Pesticide Registration Review; Proposed Decisions for Several Pesticides; Notice of Availability
This notice announces the availability of EPA's proposed interim registration review decisions (PIDs) for the following pesticides: Dicrotophos and dimethoate. EPA is opening a 60-day public comment period for these PIDs.
Standards and Practices for All Appropriate Inquiries
EPA is taking final action to amend the "Standards and Practices for All Appropriate Inquiries" to reference a standard practice recently made available by ASTM International, a widely recognized standards development organization. Specifically, EPA is amending the All Appropriate Inquiries Rule to reference ASTM International's E2247-23 "Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process for Forestland or Rural Property" and allow for its use to satisfy the requirements for conducting all appropriate inquiries under the Comprehensive Environmental Response, Compensation, and Liability Act. In addition, EPA will remove after one year, from the All Appropriate Inquiries Rule, recognition of the previous version of that standard, ASTM E2247-16, as compliant with the All Appropriate Inquiries Rule.
Air Plan Approval; Indiana; Sulfur Dioxide
In accordance with the Clean Air Act, the Environmental Protection Agency (EPA) is proposing to approve a September 11, 2023, State Implementation Plan (SIP) submittal from the Indiana Department of Environmental Management (IDEM), with information supplemented by a March 11, 2024, letter to EPA. This SIP submittal requests EPA approval of a revision to the monitoring and compliance requirements for certain process heater stacks at Safety-Kleen Oil Recovery Company in Lake County, Indiana. The submittal also requests EPA approval of a small language clarification and equipment listing revisions. Safety-Kleen is subject to emissions limits and monitoring and reporting requirements in the Indiana SIP for sulfur dioxide (SO2) located at title 326 of the Indiana Administrative Code (IAC).
Air Plan Approval; ID; Revisions to Air Quality Regulations
The Environmental Protection Agency (EPA) proposes to approve revisions to the Idaho State Implementation Plan (SIP) submitted on May 8, 2023 and May 13, 2024. The SIP submissions include changes designed to streamline the Idaho air quality regulations by repealing outdated provisions, striking duplicative terms, and simplifying rule language. The submissions also update the adoption by reference of specific Federal standards and reference methods. The EPA proposes to determine that the submitted changes to the Idaho SIP are consistent with Clean Air Act requirements.
Removal of Affirmative Defense Provisions From Specified New Source Performance Standards and National Emission Standards for Hazardous Air Pollutants
The EPA is proposing amendments to several New Source Performance Standards (NSPS) and National Emission Standards for Hazardous Air Pollutants (NESHAP) under the Clean Air Act (CAA). Specifically, the EPA is proposing to remove the affirmative defense provisions associated with violation of emission standards due to malfunctions. These provisions are being proposed for removal because the EPA finds that they are inconsistent with a D.C. Circuit Court decision that vacated affirmative defense provisions in one of the EPA's CAA regulations, and because the EPA finds that the reasoning in the decision applies equally to other CAA rules. Since the court decision, the EPA has been removing affirmative defense provisions from CAA rules when they were otherwise revised or amended. This action proposes to remove the remaining affirmative defense provisions more efficiently.
Request for Nominations for the Science Advisory Board BenSPLASH Review Panel
The Environmental Protection Agency (EPA) Science Advisory Board (SAB) Staff Office requests public nominations of scientific experts to form a Panel to review the Benefits Spatial Platform for Aggregating Socioeconomics and H2O Quality (BenSPLASH). BenSPLASH serves as one component in an integrated assessment model designed to quantify the economic benefits of changes in water quality. The Panel will evaluate the underlying valuation approaches and endpoints, benefits transfer applications and methodology, and default assumptions within BenSPLASH.
Poly(oxy-1,2-ethanediyl), Polymer With 1,2-ethandiol, 2-methyl-1,3-propanediol, hexanedioic acid, 1,4-benzenedicarboxylic acid, 1,3-benzenedicarboxylic acid, 1,1′-methylenebis[4-isocyanatobenzene] and 2-ethyl-2-(hydroxymethyl)-1,3-propanediol in Pesticide Formulations; Tolerance Exemption
This regulation establishes an exemption from the requirement of a tolerance for residues of poly(oxy-1,2-ethanediyl), polymer with 1,2-ethandiol, 2-methyl-1,3-propanediol, hexanedioic acid, 1,4- benzenedicarboxylic acid, 1,3-benzenedicarboxylic acid, 1,1'- methylenebis[4-isocyanatobenzene] and 2-ethyl-2-(hydroxymethyl)-1,3- propanediol, with a minimum number average molecular weight (in amu) of 1400, (No CAS Reg. No.), when used as an inert ingredient in a pesticide chemical formulation. Pyxis Regulatory Consulting Inc., on behalf of Tessara PTY Ltd., submitted a petition to EPA under the Federal Food, Drug, and Cosmetic Act (FFDCA), requesting an exemption from the requirement of a tolerance. This regulation eliminates the need to establish a maximum permissible level for residues of poly(oxy- 1,2-ethanediyl), polymer with 1,2-ethandiol, 2-methyl-1,3-propanediol, hexanedioic acid, 1,4-benzenedicarboxylic acid, 1,3-benzenedicarboxylic acid, 1,1'-methylenebis[4-isocyanatobenzene] and 2-ethyl-2- (hydroxymethyl)-1,3-propanediol on food or feed commodities when used in accordance with these exemptions.
Afidopyropen; Pesticide Tolerance for Emergency Exemption
This regulation establishes a time-limited tolerance for residues of afidopyropen, including its metabolites and degradates, in or on strawberry. This action is in response to EPA's granting of an emergency exemption under the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) authorizing use of the pesticide on field-grown strawberry. This regulation establishes a maximum permissible level for residues of afidopyropen in or on strawberry. The time-limited tolerance expires on December 31, 2027.
Clean Water Act Section 303(d): Availability of List Decisions
The Clean Water Act (CWA) requires that states periodically submit, and the Environmental Protection Agency (EPA) approve or disapprove, lists of waters (called "Section 303(d) lists") for which existing technology- based pollution controls are not stringent enough to attain or maintain State water quality standards and for which total maximum daily loads (TMDLs) must be prepared. Waters identified on Section 303(d) lists are called "water quality-limited segments." This notice describes the EPA's Decision Document, which identified certain additional water quality-limited segments for the Arkansas 2020 Section 303(d) list, and requests public comment on those additions.
Clean Air Act Reclassification of the San Antonio, Dallas-Fort Worth, and Houston-Galveston-Brazoria Ozone Nonattainment Areas; TX
Pursuant to the Federal Clean Air Act (CAA), the Environmental Protection Agency (EPA) is granting a request from the Governor of the State of Texas to voluntarily reclassify the San Antonio, Dallas-Fort Worth (DFW), and Houston-Galveston-Brazoria (HGB) ozone nonattainment areas from Moderate to Serious for the 2015 ozone National Ambient Air Quality Standards (NAAQS). The EPA is also setting the date for the Texas Commission on Environmental Quality (TCEQ or State) to submit revised State Implementation Plans (SIPs) addressing the Serious ozone nonattainment area requirements and for the first transportation control demonstrations for these areas. The EPA is also setting the deadlines for implementation of new rules addressing Reasonably Available Control Technology (RACT) and for any new or revised Enhanced vehicle Inspection and Maintenance (I/M) programs. Finally, the TCEQ is no longer required to submit SIP revisions addressing the following requirements related to the prior classification level for these three ozone nonattainment areas: a demonstration of attainment by the prior attainment date; a Reasonably Available Control Measures (RACM) analysis tied to the prior attainment date; and contingency measures specifically related to the area's failure to attain by the prior attainment date.
Request for Nominations to the Great Lakes Advisory Board
The U.S. Environmental Protection Agency (EPA) invites nominations from a diverse range of qualified candidates who desire to serve as members of EPA's Great Lakes Advisory Board (GLAB). The GLAB is chartered to provide advice and recommendations to the EPA Administrator, through the Great Lakes National Program Manager, on matters related to the Great Lakes Restoration Initiative and on domestic matters related to the implementation of the Great Lakes Water Quality Agreement between the U.S. and Canada. For appointment consideration, nominations should be submitted by July 30, 2024. Sources in addition to this Federal Register notice may also be utilized in the solicitation of nominees.
Helicoverpa zea nudivirus 2 strain 90DR71; Receipt of Application for Emergency Exemption, Solicitation of Public Comment
EPA has received a specific exemption request from the Colorado Department of Agriculture (CDA) to use the pesticide Helicoverpa zea nudivirus 2 strain 90DR71 to treat up to 1,750 acres of sweet corn in Delta and Montrose Counties in CO to manage corn earworm. The applicant proposes the use of an active ingredient not included in any currently registered pesticide products. EPA is soliciting public comment before making the decision whether or not to grant the exemption.
Pesticide Emergency Exemptions; Agency Decisions and State and Federal Agency Crisis Declarations
EPA has granted emergency exemptions under the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) for use of pesticides as listed in this notice. The exemptions were granted during the period October 1, 2023, to March 31, 2024, to control unforeseen pest outbreaks.
Chlorpyrifos; Amendment to Existing Stocks Provisions in Winfield and Liberty Product Cancellation Orders
On August 31, 2022, EPA issued a final order cancelling several products, including those voluntarily requested by Liberty Crop Protection, LLC (Liberty) and accepted by the Agency, pursuant to the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA). On May 4, 2023, EPA issued a final cancellation order including three products voluntarily requested by Winfield Solutions, LLC (Winfield) and accepted by the Agency. The Agency is issuing this notice to amend the existing stocks provisions in the August 31, 2022 and May 4, 2023 orders, for the products listed in this document.
Greenhouse Gas Emissions Standards for Heavy-Duty Vehicles-Phase 3; Correction
The Environmental Protection Agency (EPA) is issuing a correction to a final rule published in the Federal Register of Monday, April 22, 2024, which will be effective June 21, 2024. The final rule established new emission standards for heavy-duty highway vehicles, along with several amendments for a wide range of highway and nonroad engines and vehicles. This document corrects inadvertent errors introduced in preparing the amendatory regulatory text for publication. These corrections do not include any substantives change to the final rule.

Air Plan Approval; Nevada; Washoe County Health District
The Environmental Protection Agency (EPA) is proposing to approve a revision to the Washoe County portion of the Nevada State Implementation Plan (SIP). This revision concerns emissions of particulate matter (PM) from woodburning devices. We are proposing to approve a revision to a local rule that regulates these emission sources under the Clean Air Act (CAA or the Act). We are taking comments on this proposal and plan to follow with a final action.
n-Methylpyrrolidone (NMP); Regulation Under the Toxic Substances Control Act (TSCA)
The Environmental Protection Agency (EPA or the "Agency") is proposing to address the unreasonable risk of injury to human health presented by n-methylpyrrolidone (NMP) under its conditions of use as documented in EPA's risk evaluation and risk determination for NMP pursuant to the Toxic Substances Control Act (TSCA). NMP is a widely used solvent in a variety of industrial, commercial, and consumer applications including the manufacture and production of electronics such as semiconductors, polymers, petrochemical products, paints and coatings, and paint and coating removers. EPA determined that NMP presents an unreasonable risk of injury to health due to the significant adverse health effects associated with exposure to NMP, including developmental post-implantation fetal loss from short-term exposure and reduced fertility and fecundity from long-term exposure. Additional adverse effects associated with exposure to NMP include liver toxicity, kidney toxicity, immunotoxicity, neurotoxicity, skin irritation, and sensitization. To address the identified unreasonable risk, EPA is proposing to: prohibit the manufacture (including import), processing, and distribution in commerce and use of NMP in several occupational conditions of use; require worker protections through an NMP workplace chemical protection program (WCPP) or prescriptive controls (including concentration limits) for most of the occupational conditions of use; require concentration limits on a consumer product; regulate certain consumer products to prevent commercial use; and establish recordkeeping, labeling, and downstream notification requirements.
Acute Aquatic Life Screening Values for 6PPD and 6PPD-Quinone in Freshwater
The U.S. Environmental Protection Agency (EPA) is announcing the availability of Acute Freshwater Aquatic Life Screening Values for 6PPD (N-(1,3-Dimethylbutyl)-N'-phenyl-p-phenylenediamine) and its transformation product 6PPD-quinone (6PPD-q; N-(1,3-Dimethylbutyl)-N'- phenyl-p-phenylenediamine quinone). The EPA developed these screening values as information under Clean Water Act (CWA) section 304(a)(2)(B) on factors for the protection of aquatic life. States and authorized Tribes may consider these screening values in their water quality protection programs. The screening values for acute exposures to 6PPD and 6PPD-q in freshwater are 8,900 nanograms per liter (ng/L) and 11 ng/L, respectively. Consistent with CWA section 304(a)(2), the EPA expects to update these screening values from time to time as new information becomes available. This announcement is in accordance with CWA section 304(a)(3), which directs the EPA to publish information developed under 304(a)(2) in the Federal Register and make it available to States, authorized Tribes, and the public.
1,1-Dichloroethane and 1,2-Dichloroethane; Peer Review of Draft Documents by the Science Advisory Committee on Chemicals (SACC); Request for Comments on Experts Being Considered as ad hoc Peer Reviewers
The Environmental Protection Agency (EPA or the "Agency") is announcing the change in the peer review mechanism from the letter peer review to a Science Advisory Committee on Chemicals (SACC) peer review; the addition of the draft human health hazard assessment for 1,2- dichloroethane for peer review; the availability of and solicitation of comment on the list of candidates under consideration for selection as ad hoc peer reviewers that will assist the SACC with their peer review of the Agency's draft risk evaluation of 1,1-dichloroethane and human health hazard assessment of 1,2-dichloroethane. The list of candidates provides the names and biographical sketches of all interested and available candidates identified from the responses to the call for nominations and other sources. Public comments on these candidates will assist the Agency in selecting ad hoc peer reviewers to assist the SACC with the identified peer review.
Air Plan Approval; West Virginia; 2006 24-Hour Fine Particulate Matter Limited Maintenance Plans for the Charleston Area and the West Virginia Portion of the Steubenville-Weirton Area
The Environmental Protection Agency (EPA) is approving state implementation plan (SIP) revisions submitted by the State of West Virginia through the West Virginia Department of Environmental Protection (WVDEP). The revisions pertain to second 10-year limited maintenance plans (LMPs) for the 2006 24-hour fine particulate matter (PM2.5) national ambient air quality standard (NAAQS). The LMPs address the Charleston, West Virginia area (Charleston Area) and the West Virginia portion of the Steubenville-Weirton, Ohio-West Virginia area (West Virginia portion of the Steubenville-Weirton Area). EPA is approving the Charleston Area LMP and the West Virginia portion of the Steubenville-Weirton Area LMP because they provide for the maintenance of the 2006 24-hour PM2.5 NAAQS through the end of their respective second 10-year maintenance periods. In addition, EPA is finalizing the process to find the LMPs adequate for transportation conformity purposes. EPA is approving these revisions to the West Virginia SIP in accordance with the requirements of the Clean Air Act (CAA).
Air Plan Approval; North Carolina; Revision to Approved Motor Vehicle Emissions Budgets
The Environmental Protection Agency (EPA) is approving a revision to the North Carolina State Implementation Plan (SIP), submitted by the North Carolina Department of Environmental Quality (NCDEQ), Division of Air Quality, on December 19, 2022. The revision updates the 2026 on-road and nonroad emissions inventories and safety margins and allocates a portion of the newly available 2026 safety margins in the 2008 8-hour Ozone Maintenance Plan to the 2026 nitrogen oxides (NOX) and volatile organic compounds (VOC) motor vehicle emissions budgets ("budgets") for the North Carolina portion of the Charlotte-Rock Hill, NC-SC bi-state Area (hereinafter referred to as the "North Carolina portion of the Charlotte Maintenance Area") to accommodate updates from the EPA Motor Vehicle Emissions Simulator (MOVES3) model. The SIP revision also revises the current 2026 budgets based on the MOVES3 updates and recalculates new available safety margins. NCDEQ's December 19, 2022, submission supplements the revised 2008 8-hour Ozone Maintenance Plan submitted by NCDEQ on July 16, 2020, and approved by EPA on August 25, 2021. EPA is approving North Carolina's December 19, 2022, SIP revision pursuant to section 110(a)(1) of the Clean Air Act (CAA) and deeming the budgets adequate for transportation conformity purposes because they meet the applicable statutory and regulatory requirements.
Partial Approval and Partial Disapproval of Air Quality State Implementation Plans; Arizona; Infrastructure Requirements for Fine Particulate Matter
The Environmental Protection Agency (EPA) is proposing to partially approve and partially disapprove a revision to the Arizona state implementation plan (SIP) as meeting the requirements of the Clean Air Act (CAA) for the implementation, maintenance, and enforcement of the 2012 fine particulate matter (PM2.5) national ambient air quality standards (NAAQS or "standards"). As part of this action, the EPA is proposing to approve regulatory provisions into the Arizona SIP. The EPA is seeking public comment on this proposed action and will accept comments from the public on this proposal for the next 30 days.
Multi-Pollutant Emissions Standards for Model Years 2027 and Later Light-Duty and Medium-Duty Vehicles; Correction
The Environmental Protection Agency (EPA) is correcting a final rule published in the Federal Register of April 18, 2024, which will be effective June 17, 2024. The final rule established new emission standards for light-duty and medium-duty motor vehicles. This document corrects inadvertent errors introduced in preparing the regulatory text for publication. These corrections do not include any substantives change to the final rule.
Protection of Stratospheric Ozone: Listing of Substitutes Under the Significant New Alternatives Policy Program in Commercial and Industrial Refrigeration
Pursuant to the U.S. Environmental Protection Agency's Significant New Alternatives Policy program, this action lists several substitutes as acceptable, subject to use conditions, for retail food refrigeration, commercial ice machines, industrial process refrigeration, cold storage warehouses, and ice skating rinks. Through this action, EPA is incorporating by reference standards which establish requirements for commercial refrigerating appliances and commercial ice machines, safe use of flammable refrigerants, and safe design, construction, installation, and operation of refrigeration systems. This action also exempts propane, in the refrigerated food processing and dispensing end-use, from the prohibition under the Clean Air Act (CAA) on knowingly venting, releasing, or disposing of substitute refrigerants in the course of maintaining, servicing, repairing or disposing of an appliance or industrial process refrigeration, as the Administrator is determining, on the basis of existing evidence, that such venting, release, or disposal of this substance in this end-use does not pose a threat to the environment.
Approval and Promulgation of Implementation Plans; State of California; Coachella Valley; Extreme Attainment Plan for 1997 8-Hour Ozone Standards
The Environmental Protection Agency (EPA) is taking final action to approve elements of a state implementation plan (SIP) submittal from the State of California to meet Clean Air Act (CAA) Extreme area requirements for the 1997 8-hour ozone national ambient air quality standards (NAAQS) in the Riverside Co. (Coachella Valley), CA nonattainment area ("Coachella Valley"). We are specifically approving the reasonably available control measures (RACM) demonstration and attainment demonstration and finding the State has satisfied the clean fuels for boilers requirement. The EPA previously proposed to approve these elements in conjunction with a proposal to approve the vehicle miles traveled (VMT) offset demonstration and the reasonable further progress (RFP) demonstration for the Coachella Valley. The EPA intends to take final action on the area's VMT offset demonstration and RFP demonstration in a future rulemaking.
Ambient Air Monitoring Reference and Equivalent Methods; Designation of One New Equivalent Method
Notice is hereby given that the Environmental Protection Agency (EPA) has designated one new equivalent method for measuring concentrations of ozone (O3) in ambient air.
Clean Air Act Advisory Committee (CAAAC): Notice of Meeting
Pursuant to the Federal Advisory Committee Act (FACA), the Environmental Protection Agency (EPA) is announcing a public meeting of the Clean Air Act Advisory Committee (CAAAC). The EPA renewed the CAAAC charter on October 31, 2022, to provide independent advice and counsel to EPA on economic, environmental, technical, scientific and enforcement policy issues associated with implementation of the Clean Air Act of 1990.
Significant New Use Rules on Certain Chemical Substances (22-4.5e)
EPA is proposing significant new use rules (SNURs) under the Toxic Substances Control Act (TSCA) for chemical substances that were the subject of premanufacture notices (PMNs) and are also subject to a TSCA Order. The SNURs require persons who intend to manufacture (defined by statute to include import) or process any of these chemical substances for an activity that is proposed as a significant new use by this rule to notify EPA at least 90 days before commencing that activity. The required notification initiates EPA's evaluation of the conditions of use for that chemical substance. In addition, the manufacture or processing for the significant new use may not commence until EPA has conducted a review of the required notification, made an appropriate determination regarding that notification, and taken such actions as required by that determination.
Aberdeen Contaminated Groundwater Site, Aberdeen, North Carolina; Cashout Settlement Agreement
Under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), the United States Environmental Protection Agency has entered into a settlement with LPC Holdings, Inc., concerning the Aberdeen Contaminated Groundwater Superfund Site located in Aberdeen, North Carolina. The settlement addresses recovery of CERCLA costs for cleanup response actions performed at the Site and costs incurred by EPA.
Bennett Landfill Fire Superfund Site, Chester, South Carolina; Proposed Settlements
Under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), the United States Environmental Protection Agency is proposing to enter into individual settlements with seven additional parties concerning the Bennett Landfill Fire Site located in Chester, South Carolina. The proposed settlements address recovery of EPA's costs incurred performing a CERCLA cleanup at the Site.
PFAS National Primary Drinking Water Regulation; Correction
The U.S. Environmental Protection Agency (EPA) is correcting formatting and entry designations in a final rule that was published in the Federal Register on April 26, 2024. The rule finalized National Primary Drinking Water Regulations under the Safe Drinking Water Act for five individual per- and polyfluoroalkyl substances (PFAS): perfluorooctanoic acid (PFOA), perfluorooctane sulfonic acid (PFOS), perfluorohexane sulfonic acid (PFHxS), perfluorononanoic acid (PFNA), hexafluoropropylene oxide dimer acid (HFPO-DA, commonly known as GenX Chemicals). The rule finalized a NPDWR for two or more mixtures of PFNA, PFHXs, HFPO-DA and perfluorobutane sulfonic acid (PFBS). This document corrects formatting and entry designations in the final regulation.
