The Agency is issuing this notice to reschedule the 4-day meeting of the Federal Insecticide, Fungicide, and Rodenticide Act Scientific Advisory Panel (FIFRA SAP) to consider and review a set of scientific issues being evaluated by the Environmental Protection Agency (EPA) regarding EPA's evaluation of the carcinogenic potential of glyphosate, a non-selective, phosphonomethyl amino acid herbicide registered to control weeds in various agricultural and non- agricultural settings.

Pursuant to Clean Air Act (CAA or Act), the EPA Administrator signed an Order, dated September 14, 2016, denying a petition to object to a CAA title V operating permit proposed by the Clean Air Branch, Environmental Management Division, Hawaii Department of Health (HDOH) for the Hu Honua Bioenergy Facility, LLC (Hu Honua) in Pepeekeo, Hawaii. The Order constitutes a final action on the petition submitted by the Law Office of Marc Chytilo, on behalf of Preserve Pepeekeo Health & Environment (Petitioner), on September 15, 2014 (Petition). A petitioner may seek judicial review in the United States Court of Appeals for the appropriate circuit of those portions of the petition which EPA denied. Any petition for review shall be filed within 60 days from the date this notice appears in the Federal Register.
Notice of a Public Meeting of the National Drinking Water Advisory Council

On November 17, 2016, the U.S. Environmental Protection Agency (EPA) announced a meeting of the National Drinking Water Advisory Council (NDWAC) in the Federal Register, as authorized under the Safe Drinking Water Act. This notice announces the location of the meeting (see the ADDRESSES section of this notice). The meeting is scheduled for December 6 and 7, 2016. During this meeting, the NDWAC will focus discussions on developing recommendations for the EPA Administrator on the Lead and Copper National Primary Drinking Water RegulationLong Term Revisions.
Notice of Administrative Settlement Agreement for Recovery of Past Response Costs Pursuant to Section 122(H) of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980, as Amended

In accordance with the Comprehensive Environmental Response, Compensation, and Liability Act (``CERCLA''), as amended, notice is hereby given that a proposed administrative settlement agreement for recovery of past response costs (``Proposed Agreement'') associated with Operable Unit Two of the Sharon Steel Corporation (Farrell Works Disposal Area) Superfund Site, Mercer County, Pennsylvania, was executed by the Environmental Protection Agency (``EPA'') and is now subject to public comment, after which EPA may modify or withdraw its consent if comments received disclose facts or considerations that indicate that the Proposed Agreement is inappropriate, improper, or inadequate. The Proposed Agreement would resolve potential EPA claims under Section 107(a) of CERCLA, against Daniel Williams, d/b/a Williams Brothers Trucking (``Settling Party''). The Proposed Agreement would require Settling Party to reimburse EPA $12,000.00 for past response costs incurred by EPA for the Site. For 30 days following the date of publication of this notice, EPA will receive written comments relating to the Proposed Agreement. EPA's response to any comments received will be available for public inspection at the U.S. Environmental Protection Agency, Region III, 1650 Arch Street, Philadelphia, PA 19103.

Proposed Information Collection Request; Comment Request; Reformulated Gasoline Commingling Provisions (Renewal)

The Environmental Protection Agency (EPA) is planning to submit an information collection request (ICR), ``Reformulated Gasoline Commingling Provisions'' (EPA ICR No 2228.05, OMB Control No. 2060-0587 to the Office of Management and Budget (OMB) for review and approval in accordance with the Paperwork Reduction Act (44 U.S.C. 3501 et seq.). Before doing so, EPA is soliciting public comments on specific aspects of the proposed information collection as described below. This is a renewal of the ICR, which is currently approved through December 31, 2016. An Agency may not conduct or sponsor and a person is not required to respond to a collection of information unless it displays a currently valid OMB control number.
Findings of Failure To Attain the 1997 PM2.5

The Environmental Protection Agency (EPA) has determined that the San Joaquin Valley nonattainment area failed to attain the 1997 annual and 24-hour fine particulate matter (PM2.5) national ambient air quality standards by the December 31, 2015 ``Serious'' area attainment date. As a result of this determination, the State of California is required to submit a revision to the California State Implementation Plan that, among other elements, provides for expeditious attainment of the 1997 PM2.5 standards and for a five percent annual reduction in the emissions of direct PM2.5 or a PM2.5 plan precursor pollutant in the San Joaquin Valley.
Air Plan Approval; FL Infrastructure Requirements for the 2010 1-hour NO2

The Environmental Protection Agency (EPA) is taking final action to approve the State Implementation Plan (SIP) submission, submitted by the State of Florida, through the Florida Department of Environmental Protection (FDEP), on January 22, 2013, to demonstrate that the State meets certain infrastructure requirements of the Clean Air Act (CAA or Act) for the 2010 1-hour nitrogen dioxide (NO2) national ambient air quality standards (NAAQS). The CAA requires that each state adopt and submit a SIP for the implementation, maintenance and enforcement of each NAAQS promulgated by EPA, which is commonly referred to as an ``infrastructure'' SIP. FDEP certified that the Florida SIP contains provisions that ensure the 2010 1-hour NO2 NAAQS is implemented, enforced, and maintained in Florida. EPA has determined that Florida's infrastructure SIP submission, provided to EPA on January 22, 2013, satisfies certain required infrastructure elements for the 2010 1-hour NO2 NAAQS.
Approval and Promulgation of Implementation Plans; State of Arizona; Revised Format for Materials Incorporated by Reference

The Environmental Protection Agency (EPA) is revising the format for materials submitted by the State of Arizona that are incorporated by reference (IBR) into the Arizona State Implementation Plan (SIP). The regulations affected by this format change have all been previously submitted by the State of Arizona and approved by the EPA. This format revision will primarily affect the ``Identification of plan'' section, as well as the format of the SIP materials that will be available for public inspection at the National Archives and Records Administration (NARA) and the EPA Regional Office. The EPA is also adding a table in the ``Identification of plan'' section which summarizes the approval actions that the EPA has taken on the non- regulatory and quasi-regulatory portions of the Arizona SIP.
