The Department of Veterans Affairs (VA) announces the opportunity of funds in the amount of approximately $5 million per year for up to 2 years under the Grant and Per Diem (GPD) special need grant program. The special need grants enable the GPD program within VA's Homeless Programs Office to offer financial assistance through a 2-year renewal grant to the 16 currently operational GPD special need grantees to defray the cost of facilitating transitional housing and supportive services for eligible Veterans. Funding offered under this Notice of Funding Opportunity (NOFO) responds to the need to reach Veterans who are homeless or at risk of becoming homeless and who are in one of the special need populations (i.e., chronically mentally ill, frail elderly, individuals who care for minor dependents, terminally ill, or women). This renewal funding will provide assistance to offset operational costs including costs that would not otherwise be incurred, but for the fact that the recipient is providing supportive housing beds in private rooms with private bathrooms for a homeless Veteran population with special needs. This Notice contains information concerning the GPD program, the application process, and amount of funding available. Awards made for program services grants will fund operations beginning on or around October 1, 2024.

The Department of Veterans Affairs (VA) is amending its educational assistance regulations by eliminating the four 85/15 rule calculation exemptions for students in receipt of certain types of institutional aid. Currently, VA regulations provide exceptions that allow certain categories of students to be considered ``non-supported'' for purposes of the 85/15 rule notwithstanding their receipt of institutional aid. In this final rule, VA is eliminating these exceptions, thus clarifying the types of scholarships that educational institutions must include in their calculations of ``supported'' students. Also, VA is revising the criteria that shall be considered by the Director of Education Service when granting an 85/15 rule compliance waiver. Lastly, VA is amending the timeline for certain educational institutions' submission of 85/15 compliance reports.

The Department of Veterans Affairs (VA) amends its adjudication regulations to permit VA to adjust disability compensation payments under certain circumstances upon receipt of notice from the Department of Defense (DoD) that the veteran has received or is receiving active service pay. The effect of this action is to reduce overpayments and erroneous payments associated with receipt of VA disability compensation and DoD active service pay by allowing VA to make necessary adjustments as close in time to the receipt of active service pay as possible. Additionally, the amendments will allow VA to resume payments discontinued due to receipt of active service pay based on information received from DoD. The amendments will also clarify how VA adjudicates benefit adjustments based on a veteran's receipt of active service pay for certain types of service.
