Demurrage Billing Requirements
In response to comments received in the notice of proposed rulemaking (NPRM) in this docket, the Surface Transportation Board (STB or Board) invites parties, through this supplemental notice of proposed rulemaking (SNPRM), to comment on certain modifications and additions to the minimum information requirements proposed in the NPRM.
Demurrage Billing Requirements
The Surface Transportation Board (STB or Board) adopts a final rule that requires Class I carriers to directly bill the shipper for demurrage when the shipper and warehouseman agree to that arrangement and so notify the rail carrier.
Policy Statement on Demurrage and Accessorial Rules and Charges
The Surface Transportation Board (STB or Board) is issuing this policy statement, following public notice and comment, to provide the public with information on principles the Board would consider in evaluating the reasonableness of demurrage and accessorial rules and charges.
