As required by the Paperwork Reduction Act of 1995 (PRA), the Surface Transportation Board (STB or Board) gives notice of its intent to seek approval from the Office of Management and Budget (OMB) for an extension of approval for the information collection required from those seeking statutory licensing authority, as described below. The Board previously published a notice about this collection in the Federal Register on April 17, 2020 (85 FR 21495). That notice allowed for a 60-day public review and comment period. Petition for Rulemaking; Railroad Performance Data Reporting
The Surface Transportation Board (STB or Board) is adopting a final rule amending its railroad performance data reporting regulations to include chemical and plastics traffic as a distinct reporting category for the ``cars-held'' metric.
Demurrage Billing Requirements

Demurrage Billing Requirements
The Surface Transportation Board (STB or Board) adopts a final rule that requires Class I carriers to directly bill the shipper for demurrage when the shipper and warehouseman agree to that arrangement and so notify the rail carrier.
