Pipeline Safety: Request for Special Permit; Southern Natural Gas Company, LLC
PHMSA is publishing this notice to solicit public comments on a request for special permit received from the Southern Natural Gas Company, LLC (SNG). The special permit request is seeking relief from compliance with certain requirements in the Federal pipeline safety regulations. At the conclusion of the 30-day comment period, PHMSA will review the comments received from this notice as part of its evaluation to grant or deny the special permit request.
Pipeline Safety: Meeting of the Gas Pipeline Advisory Committee
On February 20, 2024, PHMSA published a Federal Register notice titled: "Pipeline Safety: Meeting of the Gas Pipeline Advisory Committee," which provided an opportunity for public comment by April 29, 2024, on the proceedings of the Gas Pipeline Advisory Committee (GPAC) meeting related to the notices of proposed rulemakings (NPRMs) titled "Gas Pipeline Leak Detection and Repair" (LDAR) and "Class Location Change Requirements" (Class Location). PHMSA received a request to extend the comment period for stakeholders to have more time to provide comments on the topics of discussion. PHMSA is denying the request to extend the comment period for the GPAC proceedings related to the LDAR NPRM, but PHMSA is granting the request to extend the comment period for the GPAC proceedings related to the Class Location NPRM to August 27, 2024.
Hazardous Materials: Information Collection Activities
In accordance with the Paperwork Reduction Act of 1995, this notice announces that the Information Collection Requests (ICRs) discussed below will be forwarded to the Office of Management and Budget (OMB) for renewal and extension. These ICRs describe the nature of the information collections and their expected burdens. A Federal Register notice and request for comments with a 60-day comment period on these ICRs was published in the Federal Register on January18, 2024 [89 FR 3494] under Docket No. 2024-0001 (Notice No. 2024-01). PHMSA received a comment from the National Propane Gas Association in support of the burden estimates for the three OMB control numbers outlined in the 60-day notice.
Hazardous Materials: Harmonization With International Standards
PHMSA is amending the Hazardous Materials Regulations (HMR) to maintain alignment with international regulations and standards by adopting various amendments, including changes to proper shipping names, hazard classes, packing groups, special provisions, packaging authorizations, air transport quantity limitations, and vessel stowage requirements. PHMSA is also withdrawing the unpublished November 28, 2022, Notice of Enforcement Policy Regarding International Standards on the use of select updated international standards in complying with the HMR during the pendency of this rulemaking.

In accordance with the Paperwork Reduction Act of 1995, PHMSA invites public comments on its intent to request the Office of Management and Budget's (OMB) approval of changes to existing information collections under OMB control numbers 2137-0627 (National Registry of Pipeline and LNG Operators), 2137-0635 (Pipeline Operators), 2137-0635 (Incident Reports for Natural Gas Pipeline Operators), 2137-0629 (Annual Report for Gas Distribution Operators), 2137-0522 (Annual Reports for Gas Pipeline Operators), 2137-0614 (Hazardous Liquid Pipeline Operator Annual Reports), and 2137-0596 (National Pipeline Mapping Program). The proposed information collection changes would provide data necessary to demonstrate an alternative approach to the implementation of Recommendation P-11-11 made by the National Transportation Safety Board (NTSB) and allow PHMSA to identify trends related to the blending of hydrogen gas and natural gas within gas pipelines from operator-submitted data.

Hazardous Materials: Frequently Asked Questions-Training Requirements
On March 22, 2022, PHMSA announced an initiative to convert historical letters of interpretation (LOI) applicable to the Hazardous Materials Regulations (HMR) that have been issued to specific stakeholders into broadly applicable frequently asked questions (FAQ). On December 9, 2022, PHMSA published the first set of FAQ regarding applicability of the HMR. On August 18, 2023, PHMSA published the second set of FAQ regarding incident reporting. Today's notice contains the third set of FAQ regarding training requirements.

Hazardous Materials: Adoption of Miscellaneous Petitions and Updating Regulatory Requirements
PHMSA amends the Hazardous Materials Regulations (HMR) to update, clarify, improve the safety of, or streamline various regulatory requirements. Specifically, this rulemaking responds to 18 petitions for rulemaking submitted by the regulated community between May 2018 and October 2020 that requests PHMSA address a variety of provisions, including but not limited to those addressing packaging, hazard communication, and the incorporation by reference of certain documents. These revisions maintain or enhance the existing high level of safety under the HMR while providing clarity and appropriate regulatory flexibility in the transport of hazardous materials.
