In accordance with Executive Order 13563, ``Improving Regulation and Regulatory Review,'' the Maritime Administration (MARAD) is evaluating the continued accuracy of its rules and determining whether they effectively address current issues and provide the regulated public with necessary guidance. As part of this review, MARAD is issuing this final rule to correct numerous citations in accordance with the codification of Title 46 of the United States Code, update relevant agency contact and underwriting agent information, and remove obsolete references to lighter aboard ship barges in Part 308. This rulemaking will have no substantive effect on the regulated public.

As authorized by 46 U.S.C. 12121, the Secretary of Transportation, as represented by the Maritime Administration (MARAD), is authorized to grant waivers of the U.S.-build requirement of the coastwise laws under certain circumstances. In compliance with the Paperwork Reduction Act of 1995 (44 U.S.C. 3501 et seq.), this notice announces that the Information Collection Request (ICR) abstracted below is being forwarded to the Office of Management and Budget (OMB) for review and comments. A Federal Register Notice with a 60-day comment period soliciting comments on the following information collection was published on January 7, 2014 (Federal Register 892, Vol. 79, No. 4).

The Maritime Administration (MARAD) invites the public and other Marine Transportation System stakeholders to participate in a symposium to help develop a robust National Maritime Strategy. This second symposium will be conducted as part of a meeting of the Secretary of Transportation's maritime Federal advisory committee, the Marine Transportation System National Advisory Council (MTSNAC). The purpose of this second public meeting is to gather ideas for improving the utilization, vitality and competiveness of the Nation's marine transportation system by identifying and addressing domestic maritime opportunities.

The Maritime Administration announces that the Marine Transportation System National Advisory Council (MTSNAC) meeting, originally scheduled for February 13, 2014 and cancelled due to inclement weather, has now been rescheduled for April 1, 2014. The meeting will be held to discuss potential recommendations to the Secretary on the integration of marine highways into the national transportation system, options to provide a steady and reliable funding mechanism for port infrastructure development, methods to mitigate the impact of cargo diverted as a result of natural disasters, and surface transportation reauthorization issues. A public comment period will commence at 2:30 p.m. on April 1, 2014. To provide time for as many people to speak as possible, speaking time for each individual will be limited to three minutes. Members of the public who would like to speak are asked to contact Richard J. Lolich by March 25, 2014. Commenters will be placed on the agenda in the order in which notifications are received. If time allows, additional comments will be permitted. Copies of oral comments must be submitted in writing at the meeting. Additional written comments are welcome and must be filed by April 4, 2014.
