The FHWA, in coordination with the Maryland Transportation Authority (MDTA), is issuing this Notice of Intent to solicit comments and advise the public, agencies, and stakeholders that an environmental impact statement will be prepared for the Chesapeake Bay Crossing Study: Tier 2 NEPA (Tier 2 Study) to address existing and future transportation issues at the William Preston Lane, Jr. Memorial (Bay) Bridge and its approaches along U.S. 50/301, from Anne Arundel County on the Western Shore to Queen Anne's County on the Eastern Shore, in Maryland. The unique identification number for this project is EISX XMD-1729253019. This NOI contains a summary of the information required in the Council on Environmental Quality (CEQ) regulations. This NOI should be reviewed together with the NOI Additional Project Information Document, which contains important details about the study, information on the Purpose and Need for the proposed action, alternatives considered, and expected impacts on the human, natural, and built environments. Persons and agencies who may be interested in or affected by the proposed study are encouraged to comment on the information in this NOI and the NOI Additional Project Information Document.

This notice announces that FHWA has received and reviewed a renewal package from the Texas Department of Transportation (TxDOT) requesting participation in the Surface Transportation Project Delivery Program (Program). This Program allows FHWA to assign, and States to assume, responsibilities under the National Environmental Policy Act (NEPA), and all or part of FHWA's responsibilities for environmental review, consultation, or other actions required under any Federal environmental law with respect to one or more Federal highway projects within the State. The FHWA has determined the renewal package to be complete, and developed a draft renewal MOU with TxDOT outlining how the State will implement the Program with FHWA oversight. The public is invited to comment on TxDOT's request, including its renewal package and the proposed renewed MOU, which includes the proposed assignments and assumptions of environmental review, consultation, and other activities.

In addition, this notice is being issued to announce actions taken by UDOT that are final Federal agency actions related to the project referenced above. Those actions grant licenses, permits and/or approvals for the project. The Finding of No Significant Impact (FONSI) provides details on the Selected Alternative for the proposed improvements.

These actions relate to the proposed Truck Parking Central FloridaWestbound Volusia County Site (Financial Management Number 446445-4). The Westbound Volusia County Site 1B is located along Interstate 4 (I-4) Westbound approximately 4.5 miles west of the I-95 interchange with I-4. The site will supply 253 truck parking spaces and a restroom building with restroom facilities, vending machines, and an office for security staff. The recommended site will provide needed truck parking facilities to address existing truck parking deficiencies and accommodate future truck parking demand within or near the I-4 corridor. These actions grant licenses, permits, or approvals for the project.

These actions relate to the proposed Interstate 75 (I-75) Improvements Project Development and Environment (PD&E) Study (Financial Management Number 452074-2). The proposed I-75 Improvements project will reduce congestion and improve reliability on I-75 from south of State Road (S.R.) 44 to S.R. 200, a distance of approximately 22.5 miles. Improvements consist of adding auxiliary lanes between interchanges, bridge overpass replacement and widening, and the construction of stormwater management facilities. These actions grant licenses, permits, or approvals for the project.

The FHWA, along with the Joint Office of Energy and Transportation (Joint Office), invites public comment on this request for information (RFI) regarding the Medium- and Heavy-Duty Electric Charging Technologies and Infrastructure Needs. This RFI seeks input in four areas to support medium and heavy-duty (MHD) battery electric vehicles (EV) (DOT vehicle classes 4 through 8) including: unique EV charger and station needs; vehicle charging patterns; MHD EV charger technology and standardization; and workforce, supply chain, and manufacturing to support charging of MHD battery EVs. The goal is to inform appropriate future Federal Government activities to support the development and deployment of EV chargers to support the anticipated needs of MHD EV original equipment manufacturers, fleet operators, drivers, charging station operators, and electric utilities. Comments should also address how to balance advances in technology with the need to expeditiously build out the national EV charging infrastructure, including support for MHD segments.

With this notice, FHWA announces that it is adopting the Cyber Security Evaluation Tool (CSET) as a voluntary tool transportation authorities can use to assist in identifying, detecting, protecting against, responding to, and recovering from cyber incidents.

This notice requests comments on FHWA's forthcoming reporting specifications for licensed driver and registered vehicle data. The reporting specifications that are the subject of this notice are enhancements to the current reporting guidance. States are required to annually submit licensed driver and registered vehicle data to FHWA in accordance with specifications outlined in the Agency's `Guide to Reporting Highway Statistics,' which serves as the guiding document issued to State agencies for 500-Series Program execution purposes. These enhancements are necessary to support new and forthcoming regulatory, program and policy objectives, as well as inform Federal- aid system investment needs, analyses, and decisionmaking. The FHWA is targeting an implementation year of 2028, when States will be required to submit their data for 2027 per the new reporting guidance.

The FHWA and the State of Maine, acting by and through its Department of Transportation (State), propose a MOU providing participation of the State in the Categorical Exclusion Assignment program. This program allows FHWA to assign its authority and responsibility for determining whether certain designated activities within the geographic boundaries of the State, as specified in the proposed MOU, are categorically excluded from preparation of an environmental assessment or an environmental impact statement under the National Environmental Policy Act.
