Notice of Final Federal Agency Actions on Proposed Highway in Minnesota
This notice announces actions taken by the FHWA and other Federal agencies that are final within the meaning of 23 U.S.C. 139(l)(1). The actions relate to a proposed highway project in and around Paynesville, Minnesota, which includes improvements to Trunk Highway (TH) 23 from the intersection with County State Aid Highway (CSAH) 6 in Kandiyohi County to 0.4 mile southwest of CSAH 123 in Stearns County. Those actions grant approvals for the project.
Notice of Final Federal Agency Actions on Proposed Highway in Minnesota
This notice announces actions taken by the FHWA and other Federal agencies that are final within the meaning of 23 U.S.C. 139(l)(1). The actions relate to a proposed highway project, the extension of Scott County State Aid Highway (CSAH) 21 between CSAH 42 in Prior Lake and CSAH 18 at Southbridge Parkway in Shakopee and construction of a 500-space surface transit station (park-and-ride) in the southwest quadrant of the CSAH 21/CSAH 16 intersection in Scott County, Minnesota. Those actions grant approvals for the project.
Agency Information Collection Activities; Request for Comments; Renewed Approval of a Previously Approved Information Collection; Environmental Streamlining: Measuring the Performance of Stakeholders in the Transportation Project Development Process II
The FHWA invites public comments about our intention to request the Office of Management and Budget's (OMB) approval to renew an information collection, which is summarized below under Supplementary Information. We are required to publish this notice in the Federal Register by the Paperwork Reduction Act of 1995.
Indian Reservation Road Bridge Program
Section 1119 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) (Pub. L. 109-59, 119 Stat. 1144) makes significant changes to the Indian Reservation Road Bridge Program (IRRBP). In addition, it authorizes $14 million of IRRBP funds per year for the replacement or rehabilitation of structurally deficient or functionally obsolete Indian Reservation Road (IRR) bridges. This final rule amends the existing IRRBP by establishing new policies and provisions. Also, in this final rule, preliminary engineering (PE) is now an eligible activity.
Cancellation of Environmental Impact Statement; Fort Bend County, TX
In Vol. 67, No. 179/Monday, September 16, 2002/Notices, FHWA issued a Notice of Intent to advise the public that an Environmental Impact Statement (EIS) would be prepared for the proposed SH 122 roadway between SH 6 and SH 99 in Fort Bend County, Texas. The project is now cancelled; therefore, no further project activities will occur.
Environmental Impact Statement; Manatee County, FL
The FHWA is issuing this notice of cancellation to advise the public that we are no longer lead Federal Agency for preparation of an Environmental Impact Statement (EIS) for a proposed highway project in Manatee County, Florida. This is formal cancellation of the Notice of Intent that was published in the Federal Register on January 21, 2004.
Notice of Final Federal Agency Actions on a Proposed U.S. Highway Project in California
This notice announces actions taken by the FHWA and other Federal agencies that are final within the meaning of 23 U.S.C. 139(l)(1). These actions relate to the proposed highway project to its current four lanes to six lanes by adding one HOV lane in each direction from the Old Redwood Highway Interchange, KP 12.1 (postmile 7.5), to the Rohnert Park Expressway Interchange at KP 22.4 (postmile 13.9) on the Sonoma 101 Highway in Sonoma County in the State of California.
Notice of Final Federal Agency Actions on a Proposed U.S. Highway Project in California
This notice announces actions taken by the FHWA and other Federal agencies that are final within the meaning of 23 U.S.C. 139(l)(1). These actions relate to the proposed highway project which would widen Highway 101 for approximately 12.3 km (7.6 mi) from its current four lanes to six lanes by adding one HOV lane in each direction from just north of Steele Lane in Santa Rosa to Windsor River Road-Old Redwood Highway in the Town Windsor in Sonoma County in the State of California. The project also would provide auxiliary lanes, interchange modifications and ramp improvements.
Environmental Impact Statement: San Joaquin County, CA
The FHWA is issuing this notice to advise the public that the Notice of Intent, to prepare an Environmental Impact Statement (EIS) for the proposed South Stockton Six-Lane Project, on State Route 99, in San Joaquin County, California will be withdrawn; and an Environmental Assessment (EA) in lieu of an EIS is being prepared for this proposed highway project.
Environmental Impact Statement: Wayne County, MI
Pursuant to the National Environmental Policy Act (NEPA) of 1969, the Federal Highway Administration has made available for public review and comments a Draft Environmental Impact Statement (DEIS) for the Detroit River International Crossing Study. The DEIS describes and presents the environmental effects of the No-Build Alternative and nine Build Alternatives. Two public hearings will be held to receive comments from individuals and organizations on the DEIS.
Parks, Recreation Areas, Wildlife and Waterfowl Refuges, and Historic Sites
This final rule modifies the procedures for granting Section 4(f) approvals in several ways. First, the final rule clarifies the factors to be considered and the standards to be applied when determining if an alternative for avoiding the use of Section 4(f) property is feasible and prudent. Second, the final rule clarifies the factors to be considered when selecting a project alternative in situations where all alternatives would use some Section 4(f) property. Third, the final rule establishes procedures for determining that the use of a Section 4(f) property has a de minimis impact on the property. Fourth, the final rule updates the regulation to recognize statutory and common-sense exceptions for uses that advance Section 4(f)'s preservation purpose, as well as the option of applying a programmatic Section 4(f) evaluation. Fifth, the final rule moves the Section 4(f) regulation out of the agencies' National Environmental Policy Act regulation, ``Environmental Impact and Related Procedures,'' into its own part with a reorganized structure that is easier to use.
Environmental Impact Statement: Rockingham and Hillsborough Counties, New Hampshire
The FHWA is issuing this notice to advise the public of its intent to prepare a supplemental environmental impact statement (SEIS) in cooperation with the New Hampshire Department of Transportation for the proposed improvements to Interstate 93 in Rockingham and Hillsborough Counties, New Hampshire.

Notice of Final Federal Agency Actions on a Proposed U.S. Highway Project in California
This notice announces actions taken by the FHWA and other Federal agencies that are final within the meaning of 23 U.S.C. 139(l) (1). These actions relate to a proposed highway project to widen a two- lane conventional highwayState Route 12 in Napa and Solano Counties in the State of Californiato four lanes and to convert its western terminus into an interchange. The State Route 12 widening portion of the project is between kilo post 0.0 and R4.2 (post miles 0.0 and R2.6) in Solano County, and between kilo post 0.4 and 5.3 (post mile 0.2 and 3.3) in Napa County. The interchange portion of the project is in Napa County between kilo post 0.0 and 0.4 (post mile 0.0 and 0.2) on State Route 12 and between kilo post 6.7 and 8.7 (post mile 4.2 and 5.4) on State Route 29.
Advance Construction of Federal-Aid Projects
The FHWA is proposing to revise the regulation for advance construction of Federal-aid projects by: Removing the restriction that a State must obligate all of its allocated or apportioned funds, or demonstrate that it will use all obligation authority allocated to it for Federal-aid highways and highway safety construction, prior to the approval of advance construction projects; and clarifying that advance construction procedures may be used for all categories of Federal-aid highway funds, and that any available Federal-aid funds for which a project is eligible may be used when a project is converted to a Federal-aid project. These revisions will make the regulation consistent with the advance construction statute, which was amended by a provision enacted in the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU).
Notice of Final Federal Agency Actions on Southtowns Connector/Buffalo Outer Harbor (STC/BOH) City of Buffalo, Erie County, NY
This notice announces actions taken by the FHWA and other Federal agencies that are final within the meaning of 23 U.S.C. 139(l)(1). The actions relate to a proposed highway project, that includes a series of transportation access improvements centered around the New York Route 5 corridor along the Lake Erie waterfront in the City of Buffalo, City of Lackawanna, and Town of Hamburg in the State of New York, that is commonly referred to as the Southtowns Connector/ Buffalo Outer Harbor (STC/BOH) project. Those actions grant licenses, permits, and approvals for the project.
