Notice of Final Federal Agency Actions on Proposed Highway in Ohio
This notice announces actions taken by the FHWA and other Federal agencies that are final within the meaning of 23 U.S.C. 139(l)(1). The actions relate to a proposed highway project, U.S. Route 24, from east of the IR469 bypass in New Haven, Indiana, Allen County, Indiana to SR424 west of Defiancé, Ohio. Those actions grant licenses, permits, and approvals for the project.
Notice of Final Federal Ageny Actions on Proposed Highway in Alaska
This notice announces actions taken by the FHWA and other Federal agencies that are final within the meaning of 23 U.S.C. 139(l)(1). The actions relate to a proposed highway project, the East Lynn Canal Highway, Alaska Route Number 7, from Echol Cove to Katz Point in the Haines and Juneau Boroughs, State of Alaska. Those actions grant licenses, permits, and approvals for the project.

Traffic Control Devices on Federal-Aid and Other Streets and Highways; Standards
The FHWA proposes to revise its regulation that prescribes procedures for obtaining basic uniformity of traffic control devices on Federal-aid and other streets and highways. This notice of proposed rulemaking makes some nomenclature changes, provides clarification on the meaning of ``substantial conformance'' and ``roads open to public travel,'' and removes certain outdated references.
Environmental Impact Statement: Pellissippi Parkway Extension (State Route 162), Blount County, TN
The Federal Highway Administration (FHWA) is issuing this notice to advise the public that an Environmental Impact Statement (EIS) will be prepared for a proposed highway project in Blount County, Tennessee.
Worker Visibility
The FHWA proposes to require the use of high-visibility safety apparel for workers who are working within the Federal-aid highway rights-of-way. This action would decrease the likelihood of fatalities or injuries to workers on foot who are exposed either to traffic (vehicles using the highway for purposes of travel) or to construction vehicles or equipment while working within the rights-of-ways of Federal-aid highways. This proposal is in response to section 1402 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), Public Law 109-59, 119 Stat. 1227.
Environmental Impact Statement: Tolland County, CT
The FHWA is issuing this notice to advise the public that an environmental impact statement (EIS) will be prepared for the proposed 3,400-foot (1.0 km) extension of North Hillside Road from its current terminus northward to U.S. Route 44 in Tolland County, Connecticut.
Agency Information Collection Activities: Request for Comments for New Information Collection
The FHWA invites public comments about our intention to request the Office of Management and Budget (OMB) approval for a new information collection, which is summarized below under SUPPLEMENTARY INFORMATION. We are required to publish this notice in the Federal Register by the Paperwork Reduction Act of 1995.
Construction and Maintenance
The FHWA proposes to revise certain provisions in 23 CFR part 635 subpart D to address section 5514 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) that requires the FHWA to ensure that the States provide for competition with respect to the specification of alternative types of culvert pipes. This action is in addition to the FHWA's guidance memoranda previously issued on this subject.
TIFIA Program Public Meeting
The DOT seeks views on regulatory implementation of changes made by SAFETEA-LU to the TIFIA statute. All interested persons are invited to offer views at two public meetings.
Environmental Impact Statement: Grant, Hardy, Hampshire, and Mineral Counties in WV; and, Allegany County, MD
The FHWA is issuing this notice to advise the public that a Tier I Environmental Impact Statement (EIS) will be prepared to review improvements in the existing transportation system between Interstate 68 in Western Maryland and Appalachian Corridor H in the West Virginia Potomac Highlands. The study area generally parallels the existing U.S. 220 highway corridor.
Highway Performance Monitoring System-Reassessment
The FHWA is initiating a reassessment of the Highway Performance Monitoring System (HPMS), which is a national highway transportation system database maintained and used by the FHWA. This notice requests public comment on issues to be reviewed as part of the reassessment. The FHWA working papers developed during the conduct of this reassessment will be placed in the docket for review and comment.
Environmental Impact Statement Adoption: Douglas County, KS
The FHWA is issuing this notice to advise the public of its intent to adopt an existing Final Environmental Impact Statement in accordance with the Council on Environmental Quality regulations, 40 CFR 1506.3. The Final EIS has been prepared and approved by the U.S. Army Corps of Engineers, Kansas City District, for the South Lawrence Trafficway located in Lawrence, Kansas.

The actions relate to a proposed highway project, U.S. Route 20, Galena to Freeport in JoDaviess and Stephenson Counties, State of Illinois. Those actions grant licenses, permits, and approvals for the project.
Surface Transportation Project Delivery Pilot Program
Section 6005 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) established a pilot program to allow the Secretary to assign and the State to assume the Secretary's responsibilities under the National Environmental Policy Act (NEPA) for one or more highway projects. The Secretary may permit not more than five States (including the States of Alaska, California, Ohio, Oklahoma, and Texas) to participate in the program. Upon assigning NEPA responsibilities, the Secretary may further assign to the State all or part of the Secretary's responsibilities for environmental review, consultation or other action required under any Federal environmental law pertaining to the review of a specific project. In order to be selected for the pilot program a State must submit an application to the Secretary. Section 6005 requires the Secretary to promulgate rules that establish requirements relating to information required to be contained in an application by a State to participate in the pilot program. This proposed rule is intended to provide the application requirements.
