We are superseding Airworthiness Directive (AD) 95-26-13 for certain Piper Aircraft, Inc. Models PA-28-140, PA-28-150, PA-28-151, PA-28-161, PA-28-160, PA-28-180, PA-28-181, PA-28-235, PA-28-236, PA- 28R-180, PA-28R-200, PA-28R-201, PA-28S-160, PA-28S-180, PA-32-260, PA- 32-300, PA-32-301, PA-32-301T, PA-32R-300, PA-32R-301 (SP), PA-32R-301 (HP), PA-32R-301T, PA-32RT-300, PA-32RT-300T, and PA-32S-300 airplanes equipped with oil cooler hose assemblies that do not meet certain technical standard order (TSO) requirements. AD 95-26-13 required inspections, replacement, and adjustment of the oil cooler hose assemblies, as well as providing for a terminating action. This AD retains all of the requirements of AD 95-26-13 and adds language to clarify those requirements. This AD was prompted by several inquiries asking for clarification of the AD's applicability and compliance requirements. We are issuing this AD to correct the unsafe condition on these products.

We are adopting a new airworthiness directive (AD) for Airbus Helicopters Model AS332C, AS332C1, AS332L, AS332L1, AS332L2, and EC225LP helicopters. This AD requires repetitive inspections of the intermediate gear box (IGB) fairing. This AD was prompted by separation of the IGB fairing from the fairing gutter and subsequent interference with the drive shaft. Airworthiness Directives; Bell Helicopter Textron Canada Limited (Bell) Helicopters

We propose to adopt a new airworthiness directive (AD) for Bell Model 407 helicopters. This proposed AD would require repetitive inspections of the tail rotor (TR) driveshaft segment assemblies and a torque check of the TR adapter retention nuts. This proposed AD is prompted by a report of an in-flight failure of the TR drive system. The proposed actions are intended to detect and correct an unsafe condition on these products.
2017 Revisions to the Civil Penalty Inflation Adjustment Tables; Correction

The FAA is correcting a final rule published on April 10, 2017. In that rule, the FAA amended its regulations to provide the 2017 inflation adjustment to civil penalty amounts that may be imposed for violations of FAA regulations and the Hazardous Materials Regulations, as required by the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015. It also finalized the catch-up inflation adjustment interim final rule required by the same Act. The FAA inadvertently stated the effective date for the new maximums/minimums was January 15, 2017, instead of April 10, 2017. This document amends the FAA's regulations to correct that error.

The FAA is considering a proposal to change 33.3 acres of airport land from aeronautical use to non-aeronautical use and to authorize the lease of airport property located at Bismarck Municipal Airport, Bismarck, North Dakota. The aforementioned land is not needed for aeronautical use. The property consists of five parcels in the ``Bismarck Airport Addition'' totaling 33.3 acres. Lot 1 Block 7, a 5.4 acre lot at 2200 University Drive, Bismarck, ND 58504. Lot 2 Block 7, a 17.4 acre lot at 1616 University Drive, Bismarck, ND 58504. Lot 3 Block 7, a 6.3 acre lot at 2101 South 12th Street, Bismarck, ND 58504. Lot 1 Block 8, a 3.0 acre lot at 1625 Airport Road, Bismarck, ND 58504. Lot 1 Block 10, a 1.2 acre lot at 1740 Airport Road, Bismarck, ND 58504. Four lots are flat grass areas maintained in accordance with the Airport Wildlife Management plan. Lot 1 Block 10 has a convenience store/gas station on the parcel. Bismarck Municipal Airport intends to enter into leases for Non-Aeronautical commercial development that are compatible with airport operations while retaining ownership and control of activities at those locations.

We are adopting a new airworthiness directive (AD) for certain Bombardier, Inc., Model DHC-8-401 and DHC-8-402 airplanes. This AD was prompted by a report that a pilot was unable to move the rudder pedal due to an obstruction. This AD requires an inspection to determine if wiring shrouds are present, and modifying the wiring shrouds if necessary. We are issuing this AD to address the unsafe condition on these products.

We are superseding Airworthiness Directive (AD) 2013-10-03, which applied to all Airbus Model A330-200, -200 Freighter, and -300 series airplanes; and Model A340-200, -300, -500, and -600 series airplanes. AD 2013-10-03 required one-time inspections for deformation and damage of the bogie beams of the main landing gear (MLG); repetitive inspections for damage and corrosion of the sliding piston sub-assembly on certain airplanes; and related investigative and corrective actions if necessary. This new AD removes Model A340-500 and 600 series airplanes from the applicability; removes certain one-time inspections of the MLG bogie beams and the sliding piston sub-assembly; revises certain compliance times; and requires replacement of certain MLGs with MLGs having an improved bogie beam, which constitutes terminating action for the repetitive inspections on the modified MLG. This AD was prompted by reports of corroded and cracked bogie beams under the bogie stop pad. We are issuing this AD to address the unsafe condition on these products.

This AD was prompted by a report that a main landing gear (MLG) door could not be closed due to rupture of the actuator fitting. This AD requires repetitive inspections for cracking of the MLG door actuator fitting and its components, and corrective actions if necessary. This AD also requires eventual replacement of all affected MLG door actuator fittings with new monoblock fittings, which would terminate the repetitive inspections. This action proposes special conditions for the Safran Aircraft Engines (SAE), Silvercrest-2 SC-2D engine model. This engine will have a novel or unusual design feature associated with an additional takeoff rating that increases the exhaust gas temperature (EGT) limit to maintain takeoff thrust in certain high ambient temperature conditions for a maximum accumulated usage of 20 minutes in any one flight. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These proposed special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.
Termination of the Preparation of an Air Tour Management Plan and Environmental Assessment for Big Cypress National Preserve, Florida

The Federal Aviation Administration (FAA), in cooperation with the National Park Service (NPS), announces that it will no longer prepare an Air Tour Management Plan (ATMP) and Environmental Assessment (EA) for commercial air tour operations over Big Cypress National Preserve in Florida. The FAA and NPS have stopped work on preparation of the ATMP and EA based upon a provision included in the FAA Modernization and Reform Act of 2012 that allowed the agencies and air tour operator(s) to enter into a voluntary agreement as an alternative to an ATMP.

Airworthiness Directives; Rockwell Collins, Inc. Traffic Surveillance System Processing Unit

We propose to adopt a new airworthiness directive (AD) for certain Rockwell Collins, Inc. TSS-4100 Traffic Surveillance System Processing Units that incorporate TSSA-4100 Field Loadable Software (FLS) Rockwell Collins part numbers 810-0052-002/ -003/-010/-011/-012/- 100/-101 and are installed on airplanes. This proposed AD was prompted by five instances of air traffic control observing coasting (extrapolated stale data) of automatic dependent surveillance-broadcast data (position/ velocity data). This proposed AD would require installing the TSSA-4100 FLS upgrades on the TSS-4100 units. We are proposing this AD to correct the unsafe condition on these products.
