This action proposes to amend Class D airspace and Class E airspace extending upward from 700 feet above the surface at McEntire Joint National Guard Base (JNGB), Eastover, SC, to accommodate airspace reconfiguration due to the decommissioning of the McEntire non- directional radio beacon (NDB) and cancellation of the NDB approach. Controlled airspace is necessary for the safety and management of instrument flight rules (IFR) operations at the airport. This action also would update the geographic coordinates of the McEntire JNGB, Shaw AFB, and Sumter Airport, Sumter, SC, and update the names of McEntire JNGB and Sumter Airport. Also, an editorial change would be made to the airspace designation in both Class D and E airspace.
Amendment of Class B Airspace Description; St. Louis, MO

This action amends the description of the St. Louis, MO, Class B airspace area by changing the references for defining the center point of the airspace from the Cardinal VHF Omnidirectional Range/ Distance Measuring Equipment (VOR/DME) to ``Point of Origin'' due to the planned decommissioning of the Cardinal, MO, VOR/DME. The St. Louis Class B airspace description is edited further to update the St. Louis Lambert International Airport name, St. Charles County Smartt Airport name, and airport reference point (ARP) geographic coordinates for the airports to match the current information in the FAA's aeronautical database. The Creve Coeur Airport ARP and St. Louis Lambert International Airport Instrument Landing System (ILS) Runway 30L Localizer geographic coordinates are also updated to match the FAA's aeronautical database. In addition, the airspace description is edited throughout to improve accuracy and clarity. These changes are editorial only and do not alter the current charted boundaries, altitudes, or ATC procedures for the St. Louis, MO, Class B airspace area.

We propose to supersede Airworthiness Directive (AD) 2017-13- 03 for Bell Helicopter Textron Canada Limited (Bell) Model 429 helicopters. AD 2017-13-03 requires adding an identification number to life-limited rod ends that do not have a serial number (S/N). Since we issued AD 2017-13-03, an additional life-limited rod end was identified that is affected by the same unsafe condition. This proposed AD would retain the requirements of AD 2017-13-03 and revise the Applicability paragraph by adding that rod end. The actions of this proposed AD are intended to address an unsafe condition on these products.

Airworthiness Directives; Piper Aircraft, Inc.

We are superseding Airworthiness Directive (AD) 2018-02-05 for certain Piper Aircraft, Inc. Models PA-28-140, PA-28-150, PA-28-151, PA-28-160, PA-28-161, PA-28-180, PA-28-181, PA-28-236, PA-28-201T, PA- 28R-180, PA-28R-200, PA-28R-201, PA-28R-201T, PA-28RT-201, and PA-28RT- 201T airplanes. AD 2018-02- 05 required inspecting the fuel tank selector cover to verify the left and right fuel tank selector placards are located at the proper positions and replacing those that are improperly located with new placards. This AD addresses the same unsafe condition and requires the same actions as AD 2018-02-05, but changes the inspection of the fuel tank selector cover to a preflight check and allows for various fuel selector clocking configurations. This AD was prompted by our determination to allow the owner/operator (pilot) holding at least a private pilot certificate to perform the preflight check. We are issuing this AD to allow the pilot to do a preflight check of the fuel selector placards.

FMCSA announces that Wilcox Truck Line, Inc. (Wilcox) has requested an exemption from the requirement that a motor carrier install and require each of its drivers to use an electronic logging device (ELD) to record the driver's hours-of-service (HOS). Wilcox has requested a 5-year exemption from ELD use when transporting loads in support of an Idaho National Laboratory (INL) program. INL has submitted a letter confirming that security regulations require these loads must be free from being electronically tracked, which requires disabling of the ELD. Wilcox believes that granting this exemption will provide an equivalent level of safety because of the strict oversight of this transportation by INL and other agencies. FMCSA requests public comment on Wilcox's application for exemption.

FMCSA announces its decision to renew the Oregon Department of Transportation's (ODOT) exemption from the commercial learner's permit (CLP) requirements in 49 CFR part 383. All State Driver's Licensing Agencies (SDLAs) are allowed to use this exemption at their discretion. The exemption will allow ODOT and participating SDLAs to extend to one year the 180-day timeline for the CLP from the date of issuance, without requiring the CLP holder to retake the general and endorsement knowledge tests. Under the exemption, an applicant wishing to have a new CLP after the previous one expires will be required to take all applicable tests before a new CLP is issued.

The growth in the use of code-sharing, wet-leasing, and similar marketing tools, particularly in international air transportation, led the Department on March 15, 1999, to adopt specific regulations requiring the disclosure of code-sharing arrangements and long-term wet leases by carriers (U.S. and foreign) and ticket agents via oral, written, and internet communications. In a recent final rule titled ``Enhancing Airline Passenger Protections'' (See, 81 FR 76800, November 3, 2016), the Department, among other things, amended the code-share disclosure regulation to require that carriers and ticket agents must disclose any code-share arrangements on their websites, including mobile websites and applications; clarify the format in which that information must be displayed; and specify that verbal code-share disclosures should be made the first time a flight involving a code- share arrangement is offered to consumers or the first time a consumer inquiries about such a flight whether by telephone or in person conversations. These special conditions are issued for the Boeing Model 747-8 airplane. This airplane, as modified by SWS Certification Services, Ltd. (SWS), will have a novel or unusual design feature when compared to the state of technology envisioned in the airworthiness standards for transport-category airplanes. This design feature is the installation of an overhead passenger-sleeping compartment in the main deck. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.

The FAA collects information to allocate and administer landing and takeoff slots and maintain accurate records of slot transfers at Ronald Reagan Washington National Airport (DCA) under a currently approved collection. The FAA is requesting a renewal for the DCA information collection and a revision to include six additional airports: John F. Kennedy International Airport (JFK), LaGuardia Airport (LGA), Los Angeles International Airport (LAX), Newark Liberty International Airport (EWR), O'Hare International Airport (ORD), and San Francisco International Airport (SFO). The information collection is required from air carriers and other operators at all impacted airports.

This action revises the notice of proposed rulemaking (NPRM) by removing certain engine models and adding a new part number (P/N) to the applicability and by revising the references to the service information. We are proposing this airworthiness directive (AD) to address the unsafe condition on these products. Since these actions would impose an additional burden over those in the NPRM, we are reopening the comment period to allow the public the chance to comment on these changes.

This action proposes to amend Class E airspace extending upward from 700 feet or more above the surface, at Beaver Falls, PA, as the University of Pittsburg Medical Center Beaver Valley Heliport has closed, and controlled airspace is no longer required. The geographic coordinates of the Ellwood City VORTAC, noted in the Beaver County Airport, Beaver Falls, PA, description, also would be amended in the associated Class E airspace. Also, the term Airport Facility Directory would be replaced with Chart Supplement. Additionally, this action would amend Class E airspace extending upward from 700 feet or more above the surface at Zelienople Municipal Airport (formerly Zelienople Airport), PA, by recognizing the airport's name change and updating the airport's geographical coordinates. Controlled airspace is necessary for the safety and management of instrument flight rules (IFR) operations at these airports.
Washington, DC Metropolitan Area Special Flight Rules Area; Technical Amendment

Currently, FAA regulations require all pilots operating aircraft to or from College Park Airport, Potomac Airfield or Washington Executive/Hyde Field Airport to file instrument flight rules (IFR), DC Flight Restricted Zone (FRZ), or DC Special Flight Rules Area (SFRA) flight plans with the Washington Hub Flight Service Station (FSS). The FAA is transferring the responsibility for processing flight plans within the DC FRZ from the Washington Hub FSS to the Washington Air Route Traffic Control Center (ARTCC). This document revises the regulations by updating the organization responsible for processing the flight plans and by updating the flight plans required for flight operations in the DC FRZ.

Airworthiness Directives; ATR-GIE Avions de Transport Régional Airplanes

We propose to adopt a new airworthiness directive (AD) for all ATR-GIE Avions de Transport R[eacute]gional Model ATR42 and Model ATR72 airplanes. This proposed AD was prompted by reports of cracking in main landing gear (MLG) universal joints (U-joints). This proposed AD would require repetitive detailed inspections of the affected U-joints for cracks, and replacement if necessary. This proposed AD would also provide an optional terminating action for the repetitive inspections. We are proposing this AD to address the unsafe condition on these products.
