This action modifies airspace designations at Molokai Airport, Kaunakakai, HI. The FAA establishes an area of Class E airspace designated as a surface area; modifies Class E airspace designated as an extension to a Class D or E surface area; and modifies Class E airspace extending upward from 700 feet above the surface. Also, this action updates the airport's geographic coordinates for the associated Class D and E airspace areas to reflect the FAA's current aeronautical database and removes references to the Molokai VHF omnidirectional range/tactical air navigation (VORTAC). These changes enhance safety and support instrument flight rules (IFR) operations at the airport.

This action incorporates certain amendments into FAA Order 7400.11B, dated August 3, 2017, and effective September 15, 2017, for incorporation by reference in 14 CFR 71.1.

We are adopting a new airworthiness directive (AD) for certain Airbus Model A300 B4-600, B4-600R, and F4-600R series airplanes, Model A300 C4-605R Variant F airplanes (collectively called Model A300-600 series airplanes), and Model A310 series airplanes. This AD was prompted by reports of unreliable airspeed indications that were caused by pitot heater resistance shorted to ground. This AD requires replacement of certain parts. We are issuing this AD to address the unsafe condition on these products.

This notice provides information regarding FHWA's finding that a Buy America waiver is appropriate for the procurement of a John Deere 640R Standard Farm Loader for recreational trail maintenance by the St. Marys Area Snowmobile Association (through the Pennsylvania Department of Conservation and Natural Resources) because the equipment is not available to be produced using 100 percent domestic steel or iron.

Forest River, Inc. (Forest River), has determined that certain model year (MY) 2008-2016 Glaval, 2012-2016 Starcraft, and 2014-2016 StarTrans buses do not fully comply with Federal Motor Vehicle Safety Standard (FMVSS) No. 217, Bus emergency exits and window retention and release. Forest River filed reports dated April 14, 2016, and subsequently revised those reports on June 7, 2016, pursuant to 49 CFR part 573, Defect and Noncompliance Responsibility and Reports. Forest River then petitioned NHTSA under 49 CFR part 556 for a decision that the subject noncompliance is inconsequential as it relates to motor vehicle safety.

This action modifies the Class D and removes the Class E airspace designated as an extension at W.K. Kellogg Airport (formerly W.K. Kellogg Field), Battle Creek, MI. Airspace reconfiguration is necessary due to the decommissioning of the Battle Creek collocated VHF omnidirectional range and tactical air navigation (VORTAC) navigation aid, and cancellation of the VOR approaches. The Class E airspace extending upward from 700 feet above the surface is also modified due to the redesign of the instrument landing system (ILS) approach, thereby removing reference to the BATOL navigation aid and Battle Creek ILS localizer. This action also updates the geographic coordinates of the airport, and makes an editorial change replacing Airport/Facility Directory with the term Chart Supplement in the associated Class D and E airspace areas. This action enhances the safety and management of standard instrument approach procedures for instrument flight rules (IFR) operations at the airport.

This action establishes Class E airspace at Augusta, AR. Controlled airspace is necessary to accommodate new special Instrument approach procedures developed at Woodruff County Airport, for the safety and management of Instrument Flight Rules (IFR) operations at the airport.

We propose to supersede Airworthiness Directive (AD) 2017-10- 11 for Stemme AG Model Stemme S10-VT gliders (type certificate previously held by Stemme GmbH & Co. KG). This proposed AD results from mandatory continuing airworthiness information (MCAI) originated by an aviation authority of another country to identify and correct an unsafe condition on an aviation product. The MCAI describes the unsafe condition as certain propeller front transmission gear wheels having insufficient material strength because of improper heat treatment during manufacturing. We are issuing this proposed AD to require actions to address the unsafe condition on these products and to add Stemme AG Model Stemme S 12 to the applicability.

This document provides the public notice that North County Transit District (NCTD) submitted to FRA its Positive Train Control Safety Plan (PTCSP) Volume I-Main Body (Version 2.0) and Volume II- Appendices (Version 1.0), both dated September 1, 2017. NCTD asks FRA to approve its PTCSP and issue a Positive Train Control (PTC) System Certification for NCTD's Interoperable Electronic Train Management System (I-ETMS).

This notice provides information regarding FHWA's finding that a Buy America waiver is appropriate for the obligation of Federal-aid funds for 4 California projects involving the acquisition of vehicles under the Congestion Mitigation and Air Quality Improvement program on the condition that they be assembled in the U.S., on the basis that there are no domestic manufacturers that produce the vehicles identified in this notice in such a way that all their steel and iron elements are manufactured domestically.

This notice announces actions taken by the FHWA. The actions relate to a proposed highway project, West Davis Corridor (Project S- 0067(14)0) starting in Centerville, Utah and ending in West Point, Utah in Davis County, Utah. Those actions grant licenses, permits, and approvals for the project.

We propose to supersede Airworthiness Directive (AD) 2013-01- 02, which applies to certain The Boeing Company Model 747-100, 747- 100B, 747-100B SUD, 747-200B, 747-200C, 747-200F, 747-300, 747-400, 747-400D, 747-400F, 747SR, and 747SP series airplanes; and Model 757- 200, -200PF, and -300 series airplanes. AD 2013-01-02 requires replacing the control switches of certain cargo doors. Since we issued AD 2013-01-02, additional un-commanded cargo door operation has been reported. This proposed AD would require replacement of certain cargo door control switches with a new improved switch; installation of an arm switch in certain cargo doors; operational and functional tests; and applicable on-condition actions. This proposed AD would also add airplanes to the applicability. We are proposing this AD to address the unsafe condition on these products.

We are adopting a new airworthiness directive (AD) for all General Electric Company (GE) CF34-8E model turbofan engines. This AD was prompted by a report that using a certain repair procedure for the fan outlet guide vane (OGV) frame could alter the strength capability of the fan OGV frame. This AD requires replacement of all fan OGV frames repaired using this procedure. We are issuing this AD to address the unsafe condition on these products.

We propose to adopt a new airworthiness directive (AD) for certain The Boeing Company Model 737-300 and -500 series airplanes. This proposed AD was prompted by a report indicating that fatigue cracks were found in the lower wing skin of an airplane with winglets installed. This proposed AD would require repetitive inspections for cracking of the lower wing skin, and repair if necessary. We are proposing this AD to address the unsafe condition on these products.

Notice is being given that the Federal Aviation Administration (FAA) is considering a request from the City and County of Greenville to waive the requirement that one parcel (350.285 acres) of surplus property, located at the Greenville SCTAC Airport be used for aeronautical purposes. Currently, ownership of the property provides for protection of FAR Part 77 surfaces and compatible land use.

This document makes a correction to a notice published in the Federal Register on August 16, 2014, regarding the reinstatement of an Information Collection Request for the Practices of Household Goods Brokers. The correction involves the inclusion of a citation and clarification in the explanation of the reduction of burden hours.

FRA is issuing this notice to advise the public it intends to grant the City of Raleigh (City) a waiver from FRA's Buy America requirement to use certain non-domestic components of a fire alarm system Code Electric, Inc. provided for the Raleigh Union Station project, in partnership with the North Carolina Department of Transportation (NCDOT). Code Electric, Inc. is an electrical contractor for the Raleigh Union Station project.

This action proposes to modify Class E airspace extending upward from 700 feet above the surface at Fort Scott Municipal Airport, Fort Scott, KS, and Phillipsburg Municipal Airport, Phillipsburg, KS. The FAA is proposing this action due to the decommissioning of the Fort Scott non-directional beacon (NDB) and the Phillipsburg NDB and the cancellation of the associated instrument approach procedures. This action would enhance the safety and management of instrument flight rules (IFR) operations at these airports.
