We propose to adopt a new airworthiness directive (AD) for the products listed above. This proposed AD results from mandatory continuing airworthiness information (MCAI) issued by an aviation authority of another country to identify and correct an unsafe condition on an aviation product. The MCAI describes the unsafe condition as:

This action will amend Class D and E airspace at Victorville, CA, to accommodate aircraft using Instrument Flight Rules (IFR) operations at Southern California Logistics Airport, allowing aircraft operations outside Class D airspace at Adelanto Airport. This will improve the safety and management of Instrument Flight Rules (IFR) operations at both airports. This action also will note a change in the airport name and geographic coordinates of Southern California Logistic Airport.
