We propose to adopt a new airworthiness directive (AD) for the products listed above. This proposed AD results from mandatory continuing airworthiness information (MCAI) originated by an aviation authority of another country to identify and correct an unsafe condition on an aviation product. This notice announces final environmental actions taken by the Federal Transit Administration (FTA) for the following projects: (1) Jacksonville Transit Authority, Rapid Transit System Phase One, Jacksonville, FL; (2) Salem-Keizer Transit, Keizer Transit Center Project, Salem, OR; (3) Massachusetts Bay Transportation Authority, Installation of Elevators at Park Street Station Project, Boston, MA; (4) Erie Metropolitan Transit Authority, Expansion of the 14th Street Bus Facility, Erie, PA; and (5) Metropolitan Council, Central Corridor Light Rail Transit ProjectConstruction of Three Infill Stations, St. Paul, MN. The purpose of this notice is to announce publicly the environmental decisions by FTA on the subject projects and to activate the limitation on any claims that may challenge these final environmental actions.

The FAA publishes a monthly notice, as appropriate, of PFC approvals and disapprovals under the provisions of the Aviation Safety and Capacity Expansion Act of 1990 (Title IX of the Omnibus Budget Reconciliation Act of 1990) (Pub. L. 101-508) and Part 158 of the Federal Aviation Regulations (14 CFR Part 158). This notice is published pursuant to paragraph d of Sec. 158.29.

In accordance with the procedures governing the application for, and the processing of, special permits from the Department of Transportation's Hazardous Material Regulations (49 CFR Part 107, Subpart B), notice is hereby given that the Office of Hazardous Materials Safety has received the applications described herein. This notice is abbreviated to expedite docketing and public notice. Because the sections affected, modes of transportation, and the nature of application have been shown in earlier Federal Register publications, they are not repeated here. Requests for modification of special permits (e.g. to provide for additional hazardous materials, packaging design changes, additional mode of transportation, etc.) are described in footnotes to the application number. Application numbers with the suffix ``M'' denote a modification request. These applications have been separated from the new application for special permits to facilitate processing.
