The FAA is issuing this notice to advise the public of the third meeting of RTCA Special Committee 214, Standards for Air Traffic Data Communication Services.

We are adopting a new airworthiness directive (AD) for the products listed above. This AD results from mandatory continuing airworthiness information (MCAI) originated by an aviation authority of another country to identify and correct an unsafe condition on an aviation product. The MCAI describes the unsafe condition as:

This notice announces the existence of and requests comments on proposed airworthiness design standards for acceptance of the Cubcrafters, Inc., Model PC18-160 airplane under the regulations for designation of applicable regulations for primary category aircraft.

We are adopting a new airworthiness directive (AD) that supersedes AD 2007-13-11, which applies to all Eclipse Aviation Corporation (Eclipse) Model EA500 airplanes. AD 2007-13-11 was prompted by reports of loss of primary airspeed indication due to freezing condensation within the pitot system. AD 2007-13-11 requires operational limitations consisting of operation only in day visual flight rules (VFR), allowing only a VFR flight plan, and maintaining operation with two pilots. Since we issued AD 2007-13-11, Eclipse developed a design modification to the pitot/angle-of-attack (AOA) system to eliminate the possibility of freezing condensation within the pitot/AOA system. Eclipse is incorporating this modification during production on Model EA500 airplanes starting with serial number (S/N) 000065. Consequently, this AD limits the applicability to airplanes under S/N 000065 and requires incorporating the modification. This AD also retains the operating limitations in AD 2007-13-11 until the modification is incorporated. We are issuing this AD to prevent long- term reliance on special operating limitations when a design change exists that will eliminate the need for the operating limitations. Incorporating the modification will prevent loss of air pressure in the pitot system, which could cause erroneous AOA and airspeed information with consequent loss of control.

As authorized by Public Law 105-383 and Public Law 107-295, the Secretary of Transportation, as represented by the Maritime Administration (MARAD), is authorized to grant waivers of the U.S.- build requirement of the coastwise laws under certain circumstances. A request for such a waiver has been received by MARAD. The vessel, and a brief description of the proposed service, is listed below. The complete application is given in DOT docket MARAD-2008-0004 at https:// www.regulations.gov. Interested parties may comment on the effect this action may have on U.S. vessel builders or businesses in the U.S. that use U.S.-flag vessels. If MARAD determines, in accordance with Public Law 105-383 and MARAD's regulations at 46 CFR part 388 (68 FR 23084; April 30, 2003), that the issuance of the waiver will have an unduly adverse effect on a U.S.-vessel builder or a business that uses U.S.- flag vessels in that business, a waiver will not be granted. Comments should refer to the docket number of this notice and the vessel name in order for MARAD to properly consider the comments. Comments should also state the commenter's interest in the waiver application, and address the waiver criteria given in Sec. 388.4 of MARAD's regulations at 46 CFR part 388.

The FAA invites public comments about our intention to request the Office of Management and Budget's (OMB) revision of a current information collection. The Federal Register Notice with a 60-day comment period soliciting comments on the following collection of information was published on October 29, 2007, vol. 72, no. 208, page 61201. An Advisory Circular (AC) establishes criteria for Qualified Internet Communications Providers (ICP), who provides access to aviation weather, Notice to Airmen (NOTAM), and aeronautical data via the Public Internet.

The FAA invites public comments about our intention to request the Office of Management and Budget's (OMB) revision of a current information collection. The Federal Register Notice with a 60-day comment period soliciting comments on the following collection of information was published on October 29, 2007, vol. 72, no. 208, page 61199. The information collected is needed to determine applicant eligibility and compliance for certification of Civil Aviation mechanics and operation of aviation mechanic schools.

The Federal Aviation Administration (FAA) announces its findings on the noise compatibility program submitted by Metropolitan Washington Airport Authority (MWAA) under the provisions of 49 U.S.C. (the Aviation Safety and Noise Abatement Act, hereinafter referred to as ``the Act'') and 14 CFR part 150. These findings are made in recognition of the description of Federal and nonfederal responsibilities in Senate Report No. 96-52 (1980). On August 6, 2007, the FAA determined that the noise exposure maps submitted by MWAA under Part 150 were in compliance with applicable requirements. On January 10, 2008, the FAA approved the Ronald Reagan Washington National Airport noise compatibility program. Some of the recommendations of the program were approved.

This action proposes to establish Class E5 airspace at Eagle Pass, TX. Additional controlled airspace is necessary to accommodate aircraft using new RNAV Global Positioning System (GPS) Standard Instrument Approach Procedures (SIAP). The FAA is proposing this action to enhance the safety and management of Instrument Flight Rules (IFR) aircraft operations at Eagle Pass, TX, Maverick County Memorial International Airport.

We propose to adopt a new airworthiness directive (AD) for all McDonnell Douglas airplanes identified above. This proposed AD would require revising the FAA-approved maintenance program to incorporate new airworthiness limitations for fuel tank systems to satisfy Special Federal Aviation Regulation No. 88 requirements. This proposed AD results from a design review of the fuel tank systems. We are proposing this AD to prevent the potential for ignition sources inside fuel tanks caused by latent failures, alterations, repairs, or maintenance actions, which, in combination with flammable fuel vapors, could result in a fuel tank explosion and consequent loss of the airplane.

These special conditions are issued for the Embraer Model EMB- 500 airplane. This airplane will have a novel or unusual design feature(s) associated with aft mounted engine fire protection. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.

We propose to adopt a new airworthiness directive (AD) for the products listed above. This proposed AD results from mandatory continuing airworthiness information (MCAI) originated by an aviation authority of another country to identify and correct an unsafe condition on an aviation product. The FAA proposes to supersede an existing airworthiness directive (AD) for General Electric Company (GE) CF34-1A, -3A, -3A1, - 3A2, -3B, and -3B1 turbofan engines. That AD currently requires a onetime inspection of certain fan disks for electrical arc-out indications, replacing fan disks with electrical arc-out indications, and reducing the life limit of certain fan disks. This proposed AD would require the same reduced life limit of certain fan disks, on-wing inspection of certain fan disks installed on regional jets, and would add a requirement to perform an inspection on certain business jet applications that have already had a shop-level inspection. This proposed AD results from us determining that we inadvertently left out an inspection requirement. We are proposing this AD to prevent uncontained fan disk failure and airplane damage.

The FAA proposes to rule and invite public comment on the release of land at the Gillespie County Airport under the provisions of section 125 of the Wendell H. Ford Aviation Investment Reform Act for the 21st Century (AIR 21).

The Federal Aviation Administration (FAA) is issuing this notice to advise the public of the approval of a Finding of No Significant Impact (FONSI) on an Environmental Assessment for proposed Federal actions at Abraham Lincoln Capital Airport, Springfield, Illinois. The FONSI specifies that the proposed federal actions and local development projects are consistent with existing environmental policies and objectives as set forth in the National Environmental Policy Act of 1969 and will not significantly affect the quality of the environment. A description of the proposed Federal actions is: (a) To issue an environmental finding to allow approval of the Airport Layout Plan (ALP) for the development items listed below. The items in the local airport development project are to: Acquire approximately 40 acres of residential land in fee simple title, including relocation assistance; demolish residential structures on acquired property; construct, light, and mark 1,000-foot northwesterly extension to Taxiway Bravo and connecting taxiway, including grading and drainage; clear and grub taxiway construction area; obtain borrow for Taxiway Bravo extension; implement declared distance concepts for Runway 13/31 to increase the usable length from 7,000 feet to a maximum usable length of 7,400 feet, including remarking; remove obstructions in Runway 13 approach; install/replace runway signage for Runway 13 Precision Approach Path Indicator (PAPI); relocate Runway 13 windcone; replace existing Medium Intensity Runway Lights (HIRLs) with High Intensity Runway Lights (HIRLs) on Runway 13/31; relocate Runway 31 windcone out of the Runway Safety Area; adjust vertically the Runway 31 Medium Intensity Approach Lighting System with Runway Alignment Indicator Lights (MALSR) threshold bar; install new Runway 13/31 homeruns; construct 200-foot by 200-foot blast pad to Runway 31; replace Runway 13/31 surface sensor system; upgrade airfield vault regulators; upgrade Airport Traffic Control Tower (ATCT) airfield lighting control system; and replace airport rotating beacon. The National Park Service (NPS) and the Federal Aviation Administration (FAA), as required by the National Parks Air Tour Management Act of 2000, established the National Parks Overflights Advisory Group (NPOAG) in March 2001. The NPOAG was formed to provide continuing advice and counsel with respect to commercial air tour operations over and near national parks. This notice informs the public of two vacancies (due to completion of membership on May 30, 2008), on the NPOAG (now the NPOAG Aviation Rulemaking Committee (ARC)) for representatives of environmental concerns and invites interested persons to apply to fill the vacancies. A previous notice was published in the Federal Register on October 29, 2007, but only drew a limited response. This notice is being re-published to identify additional qualified candidates.

In accordance with the Paperwork Reduction Act of 1995, FMCSA announces its plan to submit the Information Collection Request (ICR) described below to the Office of Management and Budget (OMB) for review and approval. The intent of the ICR is to collect information on recent interstate household goods shippers' (consumers) awareness of the Household Goods (HHG) Consumer Information Program messages and activities. On September 26, 2007, FMCSA published a Federal Register notice allowing for a 60-day comment period on the ICR. One comment was received.

In accordance with the Paperwork Reduction Act of 1995, FMCSA announces its plan to submit the Information Collection Request (ICR) described below to the Office of Management and Budget (OMB) for review and approval. FMCSA requests approval to revise an ICR entitled, ``Motor Carrier Identification Report,'' which is used to identify FMCSA regulated entities, help prioritize the agency's activities, aid in assessing the safety outcomes of those activities, and for statistical purposes. On November 7, 2007, FMCSA published a Federal Register notice allowing for a 60-day comment period on the ICR. No comments were received.

This document corrects the OMB Control Number of the notice published December 6, 2007 (72 FR 68955) for Paperwork Reduction Act of 1995 (44 U.S.C. 3501 et seq., OMB Control Number 2127-0506).

This notice announces actions taken by the FHWA that are final within the meaning of 23 U.S.C. 139(l)(1). The actions relate to a proposed highway project on Interstate 5 from State Route 91 in Orange County to Interstate 605 in Los Angeles County. Those actions grant licenses, permits, and approvals for the project.
