Certain Preventive Services Under the Affordable Care Act
This advance notice of proposed rulemaking announces the intention of the Departments of Health and Human Services, Labor, and the Treasury to propose amendments to regulations regarding certain preventive health services under provisions of the Patient Protection and Affordable Care Act (Affordable Care Act). The proposed amendments would establish alternative ways to fulfill the requirements of section 2713 of the Public Health Service Act and companion provisions under the Employee Retirement Income Security Act and the Internal Revenue Code when health coverage is sponsored or arranged by a religious organization that objects to the coverage of contraceptive services for religious reasons and that is not exempt under the final regulations published February 15, 2012. This document serves as a request for comments in advance of proposed rulemaking on the potential means of accommodating such organizations while ensuring contraceptive coverage for plan participants and beneficiaries covered under their plans (or, in the case of student health insurance plans, student enrollees and their dependents) without cost sharing.
Public Input on the Development and Potential Issuance of Treasury Floating Rate Notes
The Secretary of the Treasury (``Secretary'') is authorized under Chapter 31 of Title 31, United States Code, to issue United States obligations and to offer them for sale under such terms and conditions as the Secretary may prescribe. The Department of the Treasury (``Treasury'') is requesting comments on the potential issuance of a floating rate note. Treasury is particularly interested in comments concerning the demand for the product, how the security should be structured, its liquidity, and any operational issues that should be considered relating to the issuance of this type of debt. Treasury has not made a decision to issue floating rate notes. Treasury will continue to weigh the relative merits of issuing floating rate notes, and comments received as part of this Request for Information will serve as valuable input into this decision.

Currently, the Office of the State Small Business Credit Initiative (SSBCI) within the Department of the Treasury is soliciting comments concerning (1) the SSBCI Allocation Agreement for Participating States, (2) the SSBCI Allocation Agreement for Participating Municipalities, (3) the SSBCI Application Form, and (4) the SSBCI Technical Assistance Quarterly Review collection. On September 27, 2010, President Obama signed into law the Small Business Jobs Act of 2010 (the ``Act''). Title III of the Act created the State Small Business Credit Initiative (SSBCI), which was funded with $1.5 billion to strengthen State programs that support lending to small businesses and small manufacturers. Treasury allocated Federal funds to participating States, territories, the District of Columbia, and municipalities (``Participating States'') in order to support statutorily eligible State or municipal capital access programs and other eligible State or municipal credit support programs, including loan guarantee, loan participation, collateral support, and venture capital programs. SSBCI is a one-time program of limited duration. The first two information collections memorialize the reporting requirements for Participating States, as required by the Act. The third information collection is only required of Participating States that wish to request an amendment to their prior approved applications. The final information collection is a voluntary telephonic collection from Participating States that wish to take advantage of technical assistance made available from Treasury as Participating States administer their programs.

Duty-Free Treatment of Certain Visual and Auditory Materials
This document adopts as a final rule, without change, the proposed amendments to the U.S. Customs and Border Protection (CBP) regulations to permit an applicant to file the documentation required for duty-free treatment of certain visual and auditory materials of an educational, scientific, or cultural character under subheading 9817.00.40, Harmonized Tariff Schedule of the United States (HTSUS), at any time prior to the liquidation of the entry. This change allots more time for the importer to provide the necessary certification documentation to CBP and serves to align the filing of required certification documentation with a change in CBP policy that extended the liquidation cycle for entries in the ordinary course of business from 90 days to 314 days after the date of entry.
