Notice of Availability of Government-Owned Inventions; Available for Licensing
The Department of the Navy (DoN) announces the availability of the inventions listed below, assigned to the United States Government, as represented by the Secretary of the Navy, for domestic and foreign licensing by the Department of the Navy.
Privacy Act of 1974; System of Records
The Department of the Navy (DON) is proposing to establish a new system of records that will be used to verify eligibility of current DON law enforcement officers for assigned duties and to determine if reassignment, reclassification, detail or other administrative action is warranted based on an officer's ability to obtain or maintain credential qualification requirements; verify and validate eligibility of current, separating or separated and retired DON law enforcement officers to ship, transport, possess or receive Government-issued or private firearms or ammunition; and to verify and validate eligibility of current, separating or separated, and retired DON law enforcement officers to receive DON endorsed law enforcement credentials, to include Law Enforcement Officers Safety Act (LEOSA).
Notice of Intent To Grant Exclusive Patent License; EnZinc, Inc.
The Department of the Navy hereby gives notice of its intent to grant to EnZinc, Inc., a revocable, nonassignable, exclusive license to practice in the field of use of a zinc electrode for use in a nickel-zinc battery for two- or three-wheeled electric vehicles; the field of use of a zinc electrode for use in a nickel-zinc battery for micro-grid energy storage; the field of use of a zinc electrode for use in a nickel-zinc battery in a start-stop vehicles; the field of use of a zinc electrode for use in a nickel-zinc battery for hybrid-electric vehicles; and the field of use of use of a zinc electrode for use in a nickel-zinc battery for electric vehicles having at least four wheels, in the United States, the Government-owned invention described in U.S. Patent Application No. 15/666,724: Zinc Electrodes for Batteries, Navy Case No. 102,137.//U.S. Patent Application No. 15/797,181: Zinc Electrodes for Batteries, Navy Case No. 102,137.// and any continuations, divisionals or re-issues thereof.
Rules Governing Public Access
This final rule removes DoD's regulation requiring individuals wishing to visit Kaho`olawe Island, Hawaii, to receive advance authorization from the Commanding Officer of Naval Base, Pearl Harbor before doing so. This part provided entry procedures for individuals wishing to visit Kaho`olawe Island, Hawaii, and its adjacent waters due to ongoing military training operations and the presence of unexploded ordnance (UXO). On November 11, 2003, upon the completion of UXO clearance and environmental restoration, control of access to Kaho`olawe was passed from the United States to the State of Hawaii. Since that time, Navy has not exercised access control to Kaho`olawe Island or its adjacent waters. This part is no longer required.
Certifications and Exemptions Under the International Regulations for Preventing Collisions at Sea, 1972
The Department of the Navy (DoN) is amending its certifications and exemptions under the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS), to reflect that the Deputy Assistant Judge Advocate General (DAJAG) (Admiralty and Maritime Law) has determined that USS PAUL IGNATIUS (DDG 117) is a vessel of the Navy which, due to its special construction and purpose, cannot fully comply with certain provisions of the 72 COLREGS without interfering with its special function as a naval ship. The intended effect of this rule is to warn mariners in waters where 72 COLREGS apply.
