Meeting of the U.S. Naval Academy Board of Visitors
The U.S. Naval Academy Board of Visitors will meet to make such inquiry, as the Board shall deem necessary, into the state of morale and discipline, the curriculum, instruction, physical equipment, fiscal affairs, and academic methods of the Naval Academy. The executive session of this meeting from 11:00 a.m. to 12:00 p.m. on September 30, 2013, will include discussions of disciplinary matters, law enforcement investigations into allegations of criminal activity, and personnel issues at the Naval Academy, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy. For this reason, the executive session of this meeting will be closed to the public.
Privacy Act of 1974; System of Records
The Department of the Navy proposes to alter the system of records, NM06150-6, Medical Readiness Reporting System (MRRS), in its inventory of record systems subject to the Privacy Act of 1974 (5 U.S.C. 552a), as amended. This system tracks medical readiness to ensure individuals are medically eligible to be deployed.
Notice of Intent To Grant a Partially Exclusive License; Ridgetop Group, Inc.
The Department of the Navy hereby gives notice of its intent to grant to Ridgetop Group, Inc. located at 3580 West Ina Road, Tucson, AZ 85741, a revocable, nonassignable, partially exclusive license in the United States to practice for all fields of use the Government- Owned invention described in U.S. Patent No. 7,626,398: System for Isolating Faults Between Electrical Equipment, Navy Case Number 97027, inventors Quiter et al., issued December 01, 2009.
Certifications and Exemptions Under the International Regulations for Preventing Collisions at Sea, 1972
The Department of the Navy (DoN) is amending its certifications and exemptions under the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS), to reflect that the Deputy Assistant Judge Advocate General (DAJAG)(Admiralty and Maritime Law) has determined that USS INDEPENDENCE (LCS 2) is a vessel of the Navy which, due to its special construction and purpose, cannot fully comply with certain provisions of the 72 COLREGS without interfering with its special function as a naval ship. The intended effect of this rule is to warn mariners in waters where 72 COLREGS apply.
Notice of Intent to Grant Exclusive Patent License; Safe Environment Engineering
The Department of the Navy hereby gives notice of its intent to grant to Safe Environment Engineering a revocable, nonassignable, exclusive license to practice Safe Environment Engineering's proprietary sensor systems for the field of use of public safety for protection from events involving chemical, biological or radiological (CBR) airborne plumes that could endanger the safety of the general public from significant danger, injury/harm, or damage; the field of use of industrial safety and monitoring to ensure plant and factory worker protection from hazards involving CBR airborne plumes that could cause injury to personnel; the field of use of environmental monitoring for the assessment of environmental impacts of CBR airborne plumes on the local environment in the United States, the Government-owned inventions described in U.S. Patent No. 7,542,884: System and Method for Zero Latency, High Fidelity Emergency Assessment of Airborne Chemical, Biological and Radiological Threats by Optimizing Sensor Placement, Navy Case No. 097,281.//U.S. Patent Application No. 13/ 629,842: Method for Depicting Plume Arrival Times, Navy Case No. 101,728 and any continuations, divisionals or re-issues thereof.
