To comply with the Paperwork Reduction Act of 1995 and as a part of our continuing efforts to reduce paperwork and respondent burden, we invite the general public and other Federal agencies to comment on this IC. This IC is scheduled to expire on September 30, 2015. We may not conduct or sponsor and a person is not required to respond to a collection unless it displays a currently valid OMB control number.
Technical Edits
The National Park Service is making technical corrections to its regulations. In response to Congress's enactment of Title 54 United States Code, the rule corrects the authority citations. The rule fixes typographical errors and incorrect citations and cross-references. The rule removes a firearms provision that was vacated by court order in 2009 and adds language consistent with federal law governing the possession of firearms in National Park units. The rule removes an outdated reference to a designated airstrip at Lake Mead National Recreation Area that has been closed since 1987.

Environmental Impact Statement for a Special Use Permit to Dare County for Activities Related to the Protection of North Carolina Highway 12 in Cape Hatteras National Seashore, North Carolina
The National Park Service (NPS) is terminating preparation of an environmental impact statement (EIS) for a Special Use Permit to Dare County for Activities Related to the Protection of North Carolina Highway 12 in Cape Hatteras National Seashore, North Carolina. Instead, the NPS will be preparing an environmental assessment (EA) to assist the NPS in determining whether, where, and under what conditions the NPS would issue a Special Use Permit to Dare County for actions related to the protection of Highway 12 in the Buxton Village area.
Plan of Operations To Conduct 3-Dimensional Seismic Oil and Gas Exploration Within Big Cypress National Preserve
The National Park Service (NPS) is seeking public comments on Nobles Grade 3-D Seismic Survey/Plan of Operations (Plan) to explore for oil and gas within Big Cypress National Preserve. The Plan seeks approval to conduct a seismic survey over a 110 square mile area to evaluate the subsurface geologic structure and geophysical conditions pertaining to accumulations of commercial quantities of crude oil and natural gas in the Sunniland Oil Trend. The applicant, Burnett Oil Company, Inc., proposes to conduct the seismic survey by using small, portable seismic receivers (geophones) and recording devices, which measure and record subtle vibrations in the ground. No explosives will be used to create the vibrations or seismic acoustical signals, and there will be no ground disturbances from detonations. Instead, vibrations will be created using mobile plates attached to special off-road vehicles which are placed against the ground, vibrated, and then moved on to the next location. The source and receivers would be placed in a line grid to allow the applicant to map the subsurface geology.
Establishment of a New Recreation Fee Area at Minuteman Missile National Historic Site
The National Park Service plans to establish fees for the tour of the Launch Control Facility Delta-01. The proposed amenity fee is intended to provide enhanced tour reservation services through the Recreation.gov system. This reservation service would replace the existing first-come first-serve system for providing tour tickets. The park will use the revenue to fund preservation maintenance requirements of the Launch Control Facility Delta-01 site, potentially increase staff to accommodate the increase in visitation and implement a tour reservation system through Recreation.gov.
Native American Graves Protection and Repatriation Review Committee: Meeting
Notice is hereby given in accordance with the Federal Advisory Committee Act, (5 U.S.C. Appendix 1-16), of two meetings of the Native American Graves Protection and Repatriation Review Committee (Review Committee). The Review Committee will meet on November 18-19, 2015, in Norman, OK, and if necessary, via teleconference, on December 14, 2015. All meetings will be open to the public.
