National Park Service Alaska Region's Subsistence Resource Commission
The Gates of the Arctic National Park SRC will meet to develop and continue work on NPS subsistence program recommendations and other related subsistence management issues. The NPS SRC program is authorized under Title VIII, Section 808 of the Alaska National Interest Lands Conservation Act, Public Law 96-487, to operate in accordance with the provisions of the Federal Advisory Committee Act. The Federal Advisory Committee Act (Pub. L. 92-463, 86 Stat. 770) requires that public notice of this meeting be announced in the Federal Register. Public Availability of Comments: This teleconference meeting is open to the public and will have time allocated for public testimony. The public is welcome to present written or oral comments to the SRC. This meeting will be recorded and meeting minutes will be available upon request from the park superintendent for public inspection approximately six weeks after the meeting. Before including your address, telephone number, email address, or other personal identifying information in your comment, you should be aware that your entire commentincluding your personal identifying informationmay be made publicly available at any time. Draft Environmental Impact Statement for General Management Plan, Fort Pulaski National Monument, GA
Pursuant to the National Environmental Policy Act of 1969, 42 U.S.C. 4332(2)(C), the National Park Service (NPS) announces the availability of a Draft Environmental Impact Statement (DEIS) for the General Management Plan (GMP) and Wilderness Study for Fort Pulaski National Monument (monument). Consistent with NPS laws, regulations, and policies and the purpose of the monument, the DEIS/GMP/Wilderness Study describes three alternatives including the NPS preferred alternativeAlternative Bto guide the management of the monument over the next 15 to 20 years. The preferred alternative incorporates various management prescriptions to ensure protection, access and enjoyment of the monument's resources. An up-to-date GMP is needed to address how visitors access and use the monument and the facilities needed to support those uses, how resources are managed, and how the NPS manages its operations. Recent studies have enhanced the NPS's understanding of resources, resource threats, and visitor use in the monument.
Proposed Concession Contract for Yellowstone National Park-Alternative Formula for Calculating Leasehold Surrender Interest
The National Park Service (NPS) invites public comments on a proposed alternative formula for the value of leasehold surrender interest (LSI) to be included in its proposed 20-year concession contract for Yellowstone National Park (YELL077-13). The contract will cover operation of the lodging, food and beverage, retail sales, transportation and other services at the park.
General Management Plan/Environmental Impact Statement, Ross Lake National Recreation Area, North Cascades National Park Service Complex, Skagit and Whatcom Counties, WA
Pursuant to Sec. 102(2)(C) of the National Environmental Policy Act of 1969 (Pub. L. 91-190, as amended) and the regulations promulgated by the Council on Environmental Quality (40 CFR part 1505.2), the Department of the Interior, National Park Service (NPS) has prepared and approved a Record of Decision for the Final Environmental Impact Statement for the new General Management Plan (GMP) for Ross Lake National Recreation Area, part of the North Cascades National Park Service Complex (Complex). The requisite no- action ``wait period'' was initiated December 16, 2011, with the Environmental Protection Agency's Federal Register notification of the filing of the Final Environmental Impact Statement (Final EIS). Decision: As soon as practical the NPS will begin to implement the stewardship strategies, park operations, and visitor service projects identified and analyzed as the Preferred Alternative (Alternative B) described in the Final EIS. The NPS will recommend legislation to change the name of this unit to North Cascades National Recreation Area (NRA). Other plan elements include: (1) Management focus on the NRA as a gateway to millions of acres of wilderness, (2) provision for continued seaplane access with noise abatement procedures, (3) limited expansion of overnight facilities and concessions, and (4) conversion of 3,559 acres of Thunder Creek Potential Wilderness Area to designated wilderness, pursuant to the Washington Park Wilderness Act of 1988. The full range of foreseeable environmental consequences from implementing the proposed actions were assessed, and appropriate mitigation measures identified. In addition, a No Action alternative and two other alternatives were identified and analyzed. Alternative B was determined to be the ``environmentally preferred'' course of action. Notice is hereby given in accordance with Section 9.52(b) of Title 36 of the Code of Federal Regulations, Part 9, Subpart B, that the National Park Service (NPS) has received from Cimarex Energy Company (Cimarex), a Plan of Operations to conduct the Rivers Edge 3-D Seismic Survey within the Beaumont, Little Pine IslandPine Island Bayou Corridor, Lower Neches River Corridor, and Village Creek Corridor Units of Big Thicket National Preserve (Preserve), in Hardin, Jasper, Jefferson, and Orange Counties, Texas. The NPS has prepared an Environmental Assessment of this proposal. The Environmental Assessment evaluates two alternatives: A No Action alternative under which there would be no new impacts, and the NPS preferred alternative under which Cimarex would conduct a 3-D seismic survey within the Preserve using a combination of helicopter-portable and tracked drilling equipment.

Wilderness Eligibility Reclassifications, Wrangell-St. Elias National Park and Preserve
Wrangell-St. Elias National Park and Preserve has completed an analysis per NPS Management Policies 2006 6.2.1 for the reclassification of lands currently deemed to be eligible wilderness based on the 1986 eligibility review conducted as part of the park's General Management Plan (GMP). National Park Service (NPS) solicited public comments on the proposed reclassification as part of the Nabesna Off-Road Vehicle Management Plan/Draft Environmental Impact Statement (DEIS) and as a part of the McCarthy Communications Sites Environmental Assessment (EA). The NPS Director approved the wilderness eligibility reclassifications. The reclassification resulted in the following. For the Nabesna District: (1) motorized trail corridors in existence prior to 1986 were classified as ineligible; and (2) a net gain in eligible acres within the analysis area of 16,929 acres. For the McCarthy Road corridor: (1) The reclassification of 667 acres of wilderness eligible lands in the analysis area to ineligible status; and (2) the construction of telecommunication facilities on lands now deemed to be ineligible.

Record of Decision for the Nabesna Off-Road Vehicle Management Plan and Final Environmental Impact Statement, Wrangell-St. Elias National Park and Preserve
Pursuant to the National Environmental Policy Act (NEPA) of 1969, 42 U.S.C. 4332(2)(C), the National Park Service (NPS) announces the availability of a Record of Decision (ROD) that documents decisions regarding off-road vehicle management in the Nabesna District of Wrangell-St. Elias National Park and Preserve. The ROD describes the management actions, trail improvements, regulations, and mitigation (including monitoring) that will implement Alternative 6, identified in the FEIS as the preferred alternative. The ROD also describes the rationale used in making the decision and identifies the environmentally preferable alternative. The ROD includes a recommendation for the reclassification of eligible wilderness, which was approved by the NPS Director on January 18, 2012. The reclassification resulted in a net gain of 16,929 acres of eligible wilderness in the analysis area.
