Final Environmental Impact Statement; Prisoners Harbor Coastal Wetland Restoration Plan, Channel Islands National Park, Santa Barbara County, CA; Notice of Availability
Pursuant to Sec. 102(2)(C) of the National Environmental Policy Act of 1969, the National Park Service, Department of the Interior, has prepared a Final Environmental Impact Statement (EIS) assessing the potential impacts of restoring the coastal wetland and lower riparian corridor at Prisoners Harbor on Santa Cruz Island, Channel Island National Park. The Final EIS analyzes the effects of implementing proposed actions that accomplish the following objectives: (1) Recreate a more natural topography and hydrology by reconnecting the Canada del Puerto stream with its floodplain and removing non- native eucalyptus trees and other vegetation which have proliferated in the lower drainage; (2) increase biological diversity and productivity by removing fill and restoring the historic wetland; (3) provide an enhanced visitor experience by installing additional interpretive displays; and (4) protect significant cultural and historic resources.

Native American Graves Protection and Repatriation Review Committee Findings Related to the Identity of Cultural Items in the Possession of the American Museum of Natural History, New York, NY
The Native American Graves Protection and Repatriation Review Committee (Review Committee) was established by section 8 of the Native American Graves Protection and Repatriation Act (NAGPRA; 25 U.S.C. 3006), and is an advisory body governed by the Federal Advisory Committee Act (5 App. U.S.C. 1-16). At its October 30-31, 2009, public meeting in Sarasota, FL, the Review Committee, acting pursuant to its statutory responsibility (25 U.S.C. 3006(c)(3)), reviewed the record and made findings of fact related to the identity of 45 cultural items in the possession of the American Museum of Natural History at the request of the San Carlos Apache Tribe and the White Mountain Apache Tribe, acting through the Western Apache NAGPRA Working Group. The Review Committee found that each of the 45 cultural items was both a ``sacred object'' (25 U.S.C. 3001(3)(C), 43 CFR 10.2(d)(3)) and ``cultural patrimony'' (25 U.S.C. 3001(3)(D), 43 CFR 10.2(d)(4)).
National Park Service Benefits-Sharing Final Environmental Impact Statement Record of Decision
Pursuant to the National Environmental Policy Act of 1969, 42 U.S.C. 4332(2)(C), the National Park Service announces the availability of the Record of Decision for the Benefits-Sharing Final Environmental Impact Statement (FEIS) covering all units of the National Park System. On March 5, 2010, the Deputy Director of the National Park Service approved the Record of Decision for the project. As soon as practicable, the National Park Service will begin to implement the Preferred Alternative contained in the FEIS issued on November 27, 2009. Three alternatives were evaluated in the FEIS, each of which would clarify the rights and responsibilities of researchers and NPS management in connection with the allocation of benefits from valuable discoveries, inventions, and other developments that result from research involving specimens lawfully collected from units of the National Park System. The No Action Alternative allows scientists to use material originating as National Park Service research specimens to conduct research that may lead to commercial products but without any obligation to share the benefits with the National Park Service. Another alternative prohibits scientific research involving National Park Service research specimens that is in any way associated with the development of commercial products. A third alternative, the Environmentally Preferred Alternative, allows the National Park Service and researchers who study material associated with a Scientific Research and Collecting Permit to enter into benefits-sharing agreements on a case-by-case basis before using their research results for any commercial purpose. This Environmentally Preferred Alternative has three considerations regarding the disclosure of financial information: Always disclose, never disclose, or comply with confidentiality laws regarding disclosure. The Preferred Alternative implements the benefits-sharing agreement requirement, while complying with confidentiality laws regarding disclosure of royalty rate or related information.
Termination of an Environmental Impact Statement (EIS) for the General Management Plan (GMP) for Kings Mountain National Military Park (Park), South Carolina
The National Park Service (NPS) is terminating preparation of an EIS for the GMP for the Park, South Carolina. A Notice of Intent to prepare an EIS for the Park GMP was published in the Federal Register on October 10, 2006 (71 FR 63350), and followed by a scoping newsletter. The NPS has since determined that an Environmental Assessment rather than an EIS is the appropriate level of environmental documentation for the plan.

Pursuant to section 102(2)(C) of the National Environmental Policy Act of 1969, and National Park Service (NPS) policy in Director's Order 2 (Park Planning) and Director's Order 12 (Conservation Planning, Environmental Impact Analysis, and Decision- making), the NPS is terminating the EIS process for the SRS for Castle Nugent Farms, St. Croix, U.S. Virgin Islands. A Notice of Intent to prepare an EIS for the SRS was published in the Federal Register on November 21, 2007 (72 FR 65593). The NPS has since determined that an EA rather than an EIS is the appropriate level of environmental documentation for the study.
