Announcement of a National Park Subsistence Resource Commission (SRC) Meeting for Gates of the Arctic National Park

The National Park Service (NPS) announces a SRC meeting within the Alaska Region for Gates of the Arctic National Park. The purpose of the meeting is to develop and continue work on subsistence hunting program recommendations and other related subsistence management issues. This meeting is open to the public and will have time allocated for public testimony. The public is welcomed to present written or oral comments to the SRC. The NPS SRC program is authorized under Title VIII, Section 808, of the Alaska National Interest Lands Conservation Act, Pub. L. 96-487, to operate in accordance with the provisions of the Federal Advisory Committee Act. Meeting minutes will be available for public inspection approximately six weeks after the meeting.

The National Park Service (NPS) is expanding the scope of the General Management Plan (GMP)/Environmental Impact Statement (EIS) being prepared for the Addition lands. As part of this planning effort, the NPS will include a wilderness study to determine if any portions of the Addition Lands of Big Cypress National Preserve (Preserve) should be recommended for inclusion in the National Wilderness Preservation System as defined in the Wilderness Act of 1964. The NPS also will prepare an Off-Road Vehicle Management Plan that will address in more detail the management of off-road vehicles in the Addition Lands. These new elements will be included as part of the GMP/EIS currently in preparation. A Notice of Intent to prepare an EIS with that GMP was published in the Federal Register of June 12, 2001. That EIS now will be expanded to include an evaluation of the impacts associated with possible designation of wilderness and off-road vehicle management within the Addition Lands of the Preserve. This notice is being furnished as required by National Environmental Policy Act (NEPA) regulation 40 CFR 1501.7. To facilitate sound planning and analysis of environmental impact, the NPS is gathering information necessary for the preparation of the GMP, the Wilderness Study, Off-Road Vehicle Management Plan and the associated EIS and is obtaining suggestions and information from other agencies and the public on the scope of issues to be addressed. Comments and participation in this scoping process are invited.

The National Park Service (NPS) is terminating preparation of an Environmental Impact Statement (EIS) for the General Management Plan, Amistad National Recreation Area, Texas. A Notice of Intent to prepare the EIS for the Amistad National Recreation Area General Management Plan was published in Vol. 68, No. 11, of the January 16, 2003, Federal Register (2351). The National Park Service has since determined that an Environmental Assessment (EA) rather than an EIS is the appropriate environmental documentation for the general management plan.

The National Park Service (NPS) announces the availability of the Draft Environmental Impact Statement (DEIS) for the General Management Plan (GMP) for Abraham Lincoln Birthplace National Historic Site, Kentucky. This document will be available for public review and comment pursuant to Section 102(2)(C) of the National Environmental Policy Act of 1969 and NPS policy in Director's Order Number 2 (Park Planning) and Director's Order Number 12 (Conservation Planning, Environmental Impact Analysis, and Decision-making). The document provides a framework for management, use, and development options for the historic site by the NPS for the next 15 to 20 years. The document describes four management alternatives for consideration, including a no-action alternative, and analyzes the environmental impacts of those alternatives for the Birthplace unit and the Boyhood Home unit. The Birthplace unit of the historic site is located in the city of Hodgenville, Kentucky and the Boyhood Home unit is located 10 miles northeast of the Birthplace unit.

Pursuant to 36 CFR 51.24, public notice is hereby given that the National Park Service proposes to award a temporary concession contract for the conduct of certain visitor services within Pinnacles National Monument, California for a term not to exceed two (2) years. The visitor services include a campground and a small convenience/ grocery store. This action is necessary to avoid interruption of visitor services.
Dry Tortugas National Park-Special Regulations

The proposed rulemaking establishes special regulations for Dry Tortugas National Park. The proposed rule implements the act which established Dry Tortugas National Park and abolished Fort Jefferson National Monument. This proposed rule also implements provisions for visitor use and resource protection identified in the 2000 Final General Management Plan Amendment/Environmental Impact Statement for Dry Tortugas National Park, and the July 27, 2001 Record of Decision. This rulemaking complies with legislative mandates for protection of park resources in a unique and predominantly pristine ecosystem, and provides consistency with State fishing rules. This proposed rule would: (1) Remove obsolete regulations established for Fort Jefferson National Monument; (2) protect, monitor, and study the region's recognized importance to fisheries habitats by limiting the area, extent, and methods of recreational fishing within portions of the park's boundaries by implementing a Research Natural Area (RNA); (3) clarify the authority of the superintendent to regulate fishing, boating, and permitted activities, specifically in established management zones including the RNA; and establish a permit system for research and recreational users; (4) strengthen protection of nationally significant coral reef and other marine resources by regulating vessel operation, anchoring and human activity; (5) provide enhanced protection for shipwrecks consistent with state and federal law; and (6) provide for greater protection of water quality by restricting discharges into the water of the park. Definitions have also been added to clarify terminology.
