Notice of Seasonal Closure of Public Lands to Motorized Vehicle Use
Pursuant to 43 Code of Federal Regulations (CFR) subpart 8364, the Bureau of Land Management (BLM) announces its intentions to close certain BLM-administered public lands to all types of motor vehicle use during the period of January 1 through April 30, annually. This seasonal closure is needed to protect public lands and resources and to minimize stress to wintering elk, moose, pronghorn antelope and mule deer. This seasonal closure affects public lands located within the Raymond Mountain Wilderness Study Area (WSA), Slate Creek, Rock Creek, and Bridger Creek winter ranges. Except for travel on highways or county roads, motorized vehicle travel within these areas will be allowed only by written authorization from the Kemmerer Field Manager. Personnel of the BLM, Wyoming Game and Fish Department, U.S. Department of Agriculture-APHIS & Forest Service, U.S. Fish & Wildlife Service, and law enforcement personnel are exempt from this closure only when performing official duties. Operators of existing oil and gas facilities may perform maintenance and pumping, as approved, and livestock operators may perform permitted activities.
Notice of Proposed Reinstatement of Terminated Oil and Gas Lease
Under the provisions of 30 U.S.C. 188(d) and (e), and 43 CFR 3108.2-3(a) and (b)(1), the Bureau of Land Management (BLM) received a petition for reinstatement of oil and gas lease WYW141360 for lands in Sweetwater County, Wyoming. The petition was filed on time and was accompanied by all the rentals due since the date the lease terminated under the law.
Notice of Availability of a Draft Environmental Impact Statement for the Jonah Infill Drilling Project, Sublette County, WY
Under the National Environmental Policy Act (NEPA), the Federal Land Policy and Management Act of 1976 (FLPMA) and associated regulations, the Bureau of Land Management (BLM) in cooperation with the State of Wyoming, announces the availability of a DEIS that evaluates, analyzes, and discloses to the public direct, indirect, and cumulative environmental impacts of a proposal to continue to develop a natural gas field by increasing the density of well locations by drilling additional wells. This practice is known as ``infill'' drilling. The Jonah Infill Drilling Project (JIDP) area is located approximately 32 miles southeast of Pinedale and 28 miles northwest of Farson, Sublette County, Wyoming. The JIDP area is approximately 30,200 acres in Townships 29 and 30 North, Range 114 West, 6th Principal Meridian. The DEIS analyzes a proposal made by EnCana Oil & Gas (USA) Inc., (EnCana) and BP America Production Company (BP), referred to collectively as ``the Companies,'' to increase development of Federal natural gas resources in an area known as the Jonah Field. The Companies' proposal includes drilling up to 3,100 natural gas wells from existing and new well pads, at a minimum well pad density of 64 well pads per aliquot section (1 wellpad/10 acres), and at a rate of 250 wells per year. The infill drilling is expected to be concentrated in a 21,000 acre portion of the Jonah Field. The proposed life of project (LOP) is 70 to 80 years with the majority of drilling and development activities to occur within the first 8 to 12 years following approval. The proposal also includes constructing or upgrading associated ancillary transportation and transmission facilities within the 30,200 acres project area. The total project area is comprised of: Approximately 28,280 acres of Federal surface and mineral estate administered by the BLM; 1,280 acres of State of Wyoming surface and minerals; and 640 acres of private surface ownership with Federal mineral (split estate). Under the provisions of NEPA, the State of Wyoming assisted in the preparation of the DEIS as a cooperating agency.
Notice of Availability of the Cascade-Siskiyou National Monument Proposed Resource Management Plan and Final Environmental Impact Statement
In accordance with the Federal Land Policy and Management Act (FLPMA) of 1976 and the National Environmental Policy Act (NEPA) of 1969, the Bureau of Land Management (BLM) has prepared a Proposed Resource Management Plan (PRMP) and Final Environmental Impact Statement (FEIS) for the Cascade-Siskiyou National Monument (CSNM). This planning activity encompasses approximately 52,947 acres of public land located in Jackson County in southwestern Oregon. The BLM has and will continue to work closely with all interested parties to identify management decisions that best protect public lands in the monument. Final decisions will supercede the Medford District Resource Management Plan completed in 1995 for lands within the CSNM area and provide direction for management of these public lands.

The Bureau of Land Management (BLM), Butte Field Office, is implementing supplementary rules. These supplementary rules will apply to the public lands within developed recreation sites managed by the Butte Field Office. The BLM has determined these supplementary rules are necessary to: Protect natural resources in the areas; protect public health; enhance the safety of area visitors and neighboring residents; and provide a more equitable means for visitors to obtain overnight camping units within developed recreation sites where demand is the highest.

Notice of Intent To Prepare a Resource Management Plan Revision and Environmental Impact Statement for Eastern Montana
In accordance with the Federal Land Policy and Management Act of 1976 (43 U.S.C. 1701), as amended; the National Environmental Policy Act of 1969 (42 U.S.C. 4321), as amended; and the Council on Environmental Quality (CEQ) regulations (40 CFR parts 1500-1508), the Bureau of Land Management (BLM) will revise two Resource Management Plans (RMPs) by combining the Powder River and Big Dry RMPs (to be called the ``Miles City Field Office RMP'') and preparing an Environmental Impact Statement (EIS) to evaluate the effects of land and mineral management options. The Bureau of Land Management (BLM) has received a competitive coal lease application from Cordero Mining Company for a maintenance tract of Federal coal adjacent to the company's Cordero Rojo Mine in Campbell County, Wyoming. A maintenance tract is a parcel of land containing coal reserves nominated for leasing that may be used to extend an existing mine. This tract, which was applied for as a lease by application (LBA) under the provisions of 43 Code of Federal Regulations (CFR) 3425.1, is called the Maysdorf Tract and has been assigned LBA case number WYW154432. Consistent with the National Environmental Policy Act (NEPA) regulations, BLM must prepare an environmental analysis prior to holding a competitive Federal coal lease sale. In accordance with the provisions of section 102(2)(C) of NEPA, BLM is announcing it will prepare an Environmental Impact Statement (EIS) for this lease application and is soliciting public comments regarding issues and resource information.

This order revokes a Secretarial Order in its entirety as it affects 36,578.69 acres of land withdrawn for the Bureau of Reclamation's Minidoka Project, American Falls Reservoir. The land is located within the Fort Hall Indian Reservation and would return to the management and jurisdiction of the Bureau of Indian Affairs.
Notice of Availability (NOA) of the Draft Environmental Impact Statement (DEIS) for the McGregor Range Resource Management Plan Amendment (RMPA) and Notice of Opening of Public Comment Period With Public Meetings

Notice of Availability of the Amendment to the Northeast National Petroleum Reserve-Alaska Final Integrated Activity Plan/Environmental Impact Statement
The Amendment to the Northeast National Petroleum Reserve- Alaska (NPR-A) Final Integrated Activity Plan/ Environmental Impact Statement (IAP/EIS) will be made available to the public for a 30-day period beginning on the date the Environmental Protection Agency (EPA) files a Notice of Availability of the Final IAP/EIS in the Federal Register. The EPA notice is expected to occur on or about January 28, 2005. A Record of Decision (ROD) will be issued after the 30-day availability period. The ROD will identify the selected alternative as well as mitigation measures. The Final IAP/EIS addresses two primary objectives for the amendment of the Northeast National Petroleum Reserve-Alaska IAP/EIS. 1. Consider making available all or portions of lands currently closed to oil and gas leasing in the Planning Area; and, 2.Consider developing performance-based lease stipulations and ROPs to provide the BLM greater flexibility in protecting important surface resources from the impacts of oil and gas activities, similar to those developed for the Northwest National Petroleum ReserveAlaska. Steens Mountain Advisory Council; Call for Nominations
BLM is publishing this notice under Section 9(a)(2) of the Federal Advisory Committee Act. Pursuant to the Steens Mountain Cooperative Management and Protection Act of 2000 (Public Law 106-399), BLM gives notice that the Secretary of the Interior intends to call for nominations for terms expiring on the SMAC. This notice requests the public to submit nominations for membership on the SMAC. Any individual or organization may nominate one or more persons to serve on the SMAC. Individuals may nominate themselves for SMAC membership. Nomination forms may be obtained from the Burns District Office, Bureau of Land Management (see address below). To make a nomination, submit a completed nomination form, letters of reference from the represented interests or organizations, and any other information that speaks to the nominee's qualifications, to the Burns District Office. Nominations may be made for the following categories of interest: One person who is a grazing permittee on Federal land in the Steens Mountain Cooperative Management and Protection Area (CMPA) (appointed from nominees submitted by the County Court of Harney County); One person who is a recognized environmental representative from the local area (appointed from nominees submitted by the Governor of Oregon); A person who participates in what is commonly called dispersed recreation, such as hiking, camping, nature viewing, nature photography, bird watching, horseback riding, or trail walking (appointed from nominees submitted by the Oregon State Director of the BLM); and A person with expertise and interest in wild horse management on Steens Mountain (appointed from nominees submitted by the Oregon State Director for BLM). The specific category the nominee will represent should be identified in the letter of nomination. Limitation on Use of Credit and Debit Cards for Payments to the Bureau of Land Management
The Bureau of Land Management has established a $99,999.99 limit on payments made by credit and debit cards. Under U.S. Department of the Treasury regulations, federal agencies are required to use electronic fund transfers for collections and payments, as long as it is cost effective to do so. Fees for large dollar debit and credit card transactions are prohibitive. Cardholders cannot be required to pay any part of the fees which financial institutions charge, directly or indirectly, through any increase in price or otherwise. Customers who need to tender payments larger than the cap are encouraged to make electronic payments using the Automated Clearing House or Federal Wire Transfer procedures.

The BLM proposes to revise the White Sands RMP and to amend the Mimbres RMP. The revision and amendment and associated environmental analysis will update planning level decisions for public lands in Sierra, Otero, and Dona Ana Counties, which are managed by the Las Cruces Field Office (LCFO), New Mexico. The proposed RMP revision and amendment are intended to address issues that have developed since the previous RMPs were prepared in 1986 and 1994 respectively. This notice initiates the public scoping process to identify specific issues related to the proposed revision and amendment and the NEPA process.

South Cow Mountain Wet Weather Temporary Closure; Temporary Motor Vehicle Use Closure of the South Cow Mountain Recreation Area Due to Wet Weather/Snow Conditions, Mendocino and Lake Counties, CA
In order to facilitate temporary operations and protect resources in the event of severe seasonal storms and/or natural disasters, the Ukiah Field Office is hereby serving notice that it will be adopting a temporary closure policy to be enacted on an as-needed basis when basic criteria are met. The policy will be in place for up to one year, or upon completion of the Ukiah RMP. The closure will be invoked or lifted through notices in news media outlets, information hot lines and on-the-ground postings. The lands covered by this temporary closure include all public lands administered by the Ukiah Field Office within the South Cow Mountain Recreation Area. Public notices listed on information lines will specify which public lands will be temporarily closed, and will reflect local conditions. One of the following criteria shall be met to temporarily close the area: (1) State, County or Federal road access to the area is closed or restricted to residents and emergency personnel; (2) BLM or emergency response personnel cannot access and/or perform their duties in a given location; (3) Roads or trails are saturated with moisture to the point where vehicle traffic causes ruts or bogs leading to increased erosion. Moisture criteria are detailed in the SUPPLEMENTARY INFORMATION below. The above temporary closure is intended to allow the BLM flexibility in implementing closures while utilizing the most time-effective method of notifying the public. This will also facilitate management to minimize threats to public health and safety, as well as the potential for resource damage. Any time the closure policy is enacted, the following persons will be exempt: (1) Federal, State, or local law enforcement officers, while engaged in the execution of their official duties. (2) BLM personnel or their representatives while engaged in execution of their official duties. (3) Any member of an organized rescue, fire-fighting force, and/or emergency medical services organization while in the performance and execution of an official duty. (4) Any member of a Federal, State, or local public works department while in the performance of an official duty. (5) Any person in receipt of a written authorization of exemption obtained from the Ukiah Field Office. (6) Local landowners, persons with valid existing rights or lease operations, or representatives thereof, who have a responsibility or need to access their property or to continue their operations on public land. (7) Human use and associated foot traffic into the area during the closure period are exempt from this closure restriction.
Notice of Intent To Amend the Challis Resource Management Plan, Idaho
Pursuant to the Federal Land Policy and Management Act of 1976 (FLPMA) and the National Environmental Policy Act of 1969 (NEPA), this notice is to advise the public that the Bureau of Land Management (BLM) is proposing to amend the Challis Resource Management Plan (RMP). The amendment and associated environmental analysis would allow for the potential disposal of public land to Custer County for a solid waste disposal and transfer area near Mackay, Idaho.
Emergency Closure of Public Lands; Natrona County, WY
Notice is hereby given that certain lands are temporarily closed to motor vehicle use, discharge of firearms, and livestock grazing. The closed area is locally known as the Poison Spider Shooting Area. The public lands affected by this closure are lands administered by the BLM and described as: part of the North \1/2\ of the Northwest \1/4\ and part of the North \1/2\ of the Southwest \1/4\ of Section 14 in Township 33 North, Range 82 West, Sixth Principal Meridian, containing approximately 43 acres. This tract of land is bound on the east by the west bank of the Casper Canal, on the north by the old Poison Spider Road, on the west by the common section line between Sections 14 and 15, and on the south by Poison Spider Road (Natrona County Road 201). The area will be fenced and closure signs will be posted around the perimeter. Maps of the closure area and information on the rehabilitation plans may be obtained from the Casper Field Office. The Poison Spider Shooting Area has been subject to various uses that cumulatively present a hazard to the general public and has resulted in the destruction of public resources. Unrestricted shooting endangers persons traveling on Poison Spider Road (Natrona County Road 201), Natrona County employees working at a gravel pit to the northwest of the site, employees of the Casper-Alcova Irrigation District performing maintenance on the Casper Canal, and threatens livestock authorized to graze on the public lands. Various items of refuse such as refrigerators and propane tanks have been dumped at the site and used as targets for firearms. This may lead to the release of toxic substances into the air and/or soil and may result in explosive situations. The shooting of illegally dumped materials poses a potentially dangerous health hazard to individuals who live and work in this area. Uncontrolled vehicle use has resulted in the destruction of public resources, including vegetation loss, soil compaction, intensive rutting and soil erosion. The Natrona County Road and Bridge Department has agreed to assist the BLM in cleaning up the site. Upon completion of the clean-up, fencing the perimeter and posting signs, acts prohibited by this notice will be enforced.
