Pursuant to section 102(2)(C) of the National Environmental Policy Act (NEPA) and 40 CFR 1500-1508 Council on Environmental Quality Regulations (CEQ), notice is given that the Bureau of Land Management Carson City Field Office (BLM) has prepared, with the assistance of a third-party consultant, a Draft EIS for the proposed North Valleys Rights-of-Way Projects, and has made the document available for public and agency review and comment. The proposed Projects include the construction and operation of two separate water supply and transmission projects located in Washoe County, Nevada. Rights-of-way applications were submitted to the BLM from Intermountain Water Supply, LTD and Fish Springs Ranch, LLC for production wells, pump stations, transmission pipelines, terminal water storage tanks, electrical substation, overhead power lines, and access road rights-of-way.

Notice is hereby given, in accordance with Public Laws 92-463 and 94-579, that the California Desert District Advisory Council to the Bureau of Land Management, U.S. Department of the Interior, will meet in formal session on Friday, June 24, 2005, from 8 a.m. to 5 p.m. and Saturday, June 25 from 8 a.m. to 3 p.m. The meeting will be held in the Ontario Airport Hilton Hotel, located at 700 North Haven Avenue, in Ontario, California. As required by 43 CFR 2650.7(d), notice is hereby given that an appealable decision approving lands for conveyance pursuant to the Alaska Native Claims Settlement Act, will be issued to Igiugig Native Corporation. The lands are located in Lot 9, U.S. Survey No. 7982, Alaska, and T. 10 S., Rs. 37 and 41 W., Seward Meridian, Alaska, in the vicinity of Igiugig, Alaska, and contains 4,302.30 acres. Notice of the decision will also be published four times in the Anchorage Daily News.

The Bureau of Land Management (BLM) will file the plat of survey of the lands described below in the BLM-Eastern States, Springfield, Virginia, 30 calendar days from the date of publication in the Federal Register.

Under the provisions of 30 U.S.C. 188(d) and (e), and 43 CFR 3108.2-3(a) and (b)(1), the Bureau of Land Management (BLM) received a petition for reinstatement of oil and gas lease WYW138423 for lands in Converse County, Wyoming. The petition was filed on time and was accompanied by all the rentals due since the date the lease terminated under the law.

This order withdraws 10 acres of public land from surface entry and mining for a period of 20 years, to protect the Bureau of Land Management's Logandale Wildland Fire Station.

This order withdraws 15 acres of public land from surface entry and mining for a period of 20 years, to protect the Bureau of Land Management's Pahrump Wildland Fire Station.

Per 30 U.S.C. 188(d), the lessee, Omimex Canada, Ltd. timely filed a petition for reinstatement of oil and gas lease MTM 89466, Blaine County, Montana. The lessee paid the required rental accruing from the date of termination. No leases were issued that affect these lands. The lessee agrees to new lease terms for rentals and royalties of $10 per acre and 16\2/3\ percent or 4 percentages above the existing competitive royalty rate. The lessee paid the $500 administration fee for the reinstatement of the lease and $155 cost for publishing this Notice. The lessee met the requirements for reinstatement of the lease per Sec. 31 (d) and (e) of the Mineral Leasing Act of 1920 (30 U.S.C. 188). We are proposing to reinstate the lease, effective November 1, 2004 subject to: the original terms and conditions of the lease; the increased rental of $10 per acre; the increased royalty of 16\2/3\ percent or 4 percentages above the existing competitive royalty rate; and the $155 cost of publishing this Notice.

The reserved Federally-owned mineral interest, in the private lands described in this notice, aggregating approximately 40.10 acres, are segregated and made unavailable for filings under the general mining laws and the mineral leasing laws. The segregation is in response to an application for mineral conveyance under section 209 of the Federal Land Policy and Management Act of October 21, 1976 (43 U.S.C. 1719).

As required by 43 CFR 2650.7(d), notice is hereby given that an appealable decision approving lands for conveyance pursuant to the Alaska Native Claims Settlement Act will be issued to Olsonville, Incorporated. The lands are located in T. 19 S., R. 57 W., Seward Meridian, Alaska, in the vicinity of Olsonville, Alaska, and contain 1,206.44 acres. Notice of the decision will also be published four times in the Bristol Bay Times.

All public use, visitation and activity on affected lands in part of the San Pedro Riparian National Conservation Area (SPRNCA), and other land managed by the Bureau of Land Management in the area, are limited to daylight hours. Activity during the hours of darkness, which is described as official sunset to official sunrise, is prohibited year round. Other existing limitations established in the Safford District Resource Management Plan and applicable regulations remain unchanged except as modified by this notice. This notice is issued under the authority of 43 CFR 8364.1. This restriction is necessary for public health and safety, and to facilitate law enforcement efforts.

The Secretary of Agriculture has filed a withdrawal application asking the Secretary of the Interior to withdraw from mining 5,170.20 acres of public land, the surface of which is reserved as part of the Black Hills National Forest, Custer County, South Dakota.

Under the provisions of Public Law 97-451, a petition for reinstatement of oil and gas lease OKNM 111355 for lands in Beckham County, Oklahoma, was timely filed and was accompanied by all required rentals and royalties accruing from January 1, 2005, the date of termination.

In accordance with the Federal Land Policy and Management Act (FLPMA) and the Federal Advisory Committee Act of 1972 (FACA), the U.S. Department of the Interior, Bureau of Land Management (BLM) Central California Resource Advisory Council (RAC) will meet as indicated below.

The National Historic Oregon Trail Interpretive Center Advisory Board will meet June 1, 2005, from 1 to 5 p.m. (PDT) at the Best Western Sunridge Inn, One Sunridge Way, Baker City, Oregon. Meeting topics may include the long-range marketing plan, education and outreach, the strategic plan versus budget, and other topics as may come before the board. The meeting is open to the public. The Bureau of Land Management (BLM) has received a competitive coal lease application from Foundation Coal West, Inc., (Foundation) for a maintenance tract of Federal coal adjacent to the company's Eagle Butte Mine in Campbell County, Wyoming. A maintenance tract is a parcel of land containing coal reserves that can be leased to maintain production at an existing mine. This tract, which was applied for as a lease by application (LBA) under the provisions of 43 Code of Federal Regulations (CFR) 3425.1, is called the Eagle Butte West Tract and has been assigned case number WYW155132. Consistent with the National Environmental Policy Act (NEPA) regulations, BLM must prepare an environmental analysis prior to holding a competitive Federal coal lease sale. In accordance with the provisions of Section 102 (2)(C) of NEPA, BLM is announcing it will prepare an Environmental Impact Statement (EIS) for this lease application and is soliciting public comments regarding issues and resource information.

In accordance with the Federal Land Policy and Management Act (1976) and the Federal Advisory Committee Act (1972), the U.S. Department of the Interior, Bureau of Land Management (BLM) Pinedale Anticline Working Group (PAWG) Socioeconomic Task Group (subcommittee) will meet in Pinedale, Wyoming, for a business meeting. Task Group meetings are open to the public.

In accordance with the National Environmental Policy Act (NEPA), the Federal Land Policy and Management Act (FLPMA), and Bureau of Land Management (BLM) management policies, a Draft East Alaska Resource Management Plan and Environmental Impact Statement (Draft EARMP/EIS) has been prepared for public lands and resources administered by the Bureau of Land Management's Glennallen Field Office. The public is invited to review and comment on the range and adequacy of the draft alternatives and associated environmental effects. For comments to be most helpful, they should relate to specific concerns or conflicts that are within the legal responsibilities of the BLM and can be resolved in this planning process. The Draft EARMP/EIS will provide the management guidance for resource decisions on 7.1 million acres of BLM-administered lands in East Alaska. The EARMP/EIS will replace the Southcentral Management Framework Plan approved in 1980.

This order partially revokes a Public Land Order and revokes a Secretarial Order in its entirety insofar as they affect approximately 1,339 acres of National Forest System lands withdrawn for administrative and public service sites, recreation areas, and roadside zones. This order opens the lands to such forms of disposition as authorized by law on National Forest System lands and to mining.

The Bureau of Land Management (BLM) announces that the Wild Horse and Burro Advisory Board will conduct a meeting on matters pertaining to management and protection of wild, free-roaming horses and burros on the Nation's public lands.
